About this file

This document is a set of Questions and Answers related to a pre-solicitation for a Remote Simulator Instruction (RSI) requirement for the United States Air Force (USAF) Undergraduate Pilot Training (UPT) program.

The key details are as follows: The USAF currently has one networked Instrument Flight Trainer (IFT) simulator, with plans to network three more in the coming months. These simulators are connected via physical Cisco firewalls, creating a VPN tunnel, and utilize the AWAKEN government-provided Wi-Fi network at each pilot training base. The USAF is open to various remote instructor station solutions, such as workstations with multiple monitors, laptops with televisions, or virtual reality headsets. The USAF prefers to leverage existing VPN infrastructure to minimize hardware requirements, but latency is a concern, with a maximum of 1 second delay being acceptable. This is a follow-on requirement to an existing contract (FA3002-23-F-0164), and additional details can be found on FPDS.gov. The USAF is seeking innovative technology solutions that can remain flexible and incorporate new advancements, and respondents should provide an anticipated timeline for completion.

19 AF Remote Simulator Instruction Questions and Answers as of 07 May 2024

1. Question: What network infrastructure does the UPT currently run on?

Answer: Currently, there is only one IFT simulator that is networked with the plan to network three more in the coming months. They are networked via physical cisco firewalls, creating a VPN tunnel of sorts, via AETC’s AWAKEN network. AWAKEN is a government provided Wi-Fi at each pilot training base. It utilizes commercial internet with various government controls at each end to encrypt and protect data. This data is no higher than IL4.

2. Question: What does the government envision for the remote instructor station?

Workstation with multiple monitors?

Answer: Really looking to industry for advanced solutions. Could be a workstation with multiple monitors, could be a laptop and television, could be a virtual reality headset. Pitch the best solution.

3. Question: Is the intent to leverage existing VPN infrastructure or establish new VPN infrastructure for this effort?

Answer: For speed and ease, it seems existing VPN infrastructure used by the USAF would be best. For at home, a software VPN would be best to reduce hardware requirements. With that said, latency is a concern, as the student needs to receive and act on instruction near real-time. Anymore that a 1 second delay really renders the solution unsuccessful.

4. Question: Is this a new requirement? Or is there an incumbent contract/contractor currently performing these services? Would you be able to share the contract details (contract#, vendor name, etc..)?

Answer: This is not a new requirement. This is a follow-on action to an existing contract.

The contract number is FA3002-23-F-0164. Additional information for this contract can be found by searching FPDS.gov.
