VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Pricing will be determined as fair and reasonable through the use of price analysis techniques at FAR 13.106-3(a)(2). The proposed products and services will be evaluated to ensure that the total price is reasonable and represents the best value for the Government. Certified cost or pricing data will not be required for this commercial requirement IAW FAR 15.403-1(b)(3).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The Government reviewed the scope of requirements on all mandatory contracting vehicles IAW AFMAN 17-1203 (ELA, JELA, ESI, and GSA) and found LMS was not available. As a result, the Contracting Officer (CO) determined it was in the best interest of the Government to award this requirement as a sole source contract to

Release of a Request for Information (RFI), IAW DFARS 213.501, Special Documentation Requirements, was not completed for the current iteration of this requirement. In May of 2023 a RFI was posted on sam.gov soliciting information on competing capabilities to the current LMS, provided by No technically acceptable responses were received as a result of that RFI and no inquires were made as a result of the notice of sole source award posted for 90-days after contract award in May 2023.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

No other companies, with LMS capabilities, can meet the unique mission needs of 19AF without a significant reinvestment of $ to recreate what has already accomplished in the two years following the two-year Prototype OTA.

X. List of any sources that expressed, in writing, an interest in the acquisition.

None.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

To generate competition, 19 AF will continue to evaluate learning management capabilities and costs of other vendors through market research. Moving ahead and to prevent commitment to a long-term, sole source affiliation with the current vendor will require completion of the original intent of this requirement.

Upon completion of an AF Pilot Training Transformation Portal Learning Management System, the Government will be able to identify the capabilities necessary to define the requirement for the AF Pilot Training LMS. A comprehensive identification of the Government's requirement will provide a path to competition. In addition, Government will explore the opportunity to provide organic manpower to develop, maintain, and grow the system internally. Developing the system in-house would mean the Government would have unlimited data rights, thereby limiting the developmental phase to a singular occurrence.
