Statement of Need (SON)

For

Profession Of Arms Center Of Excellence (PACE)

Recording Of Audio Files For Enlisted Study Guides

1.0. DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.1. General Information. PACE produce AFH 1, Airman which is the single source reference for the Promotion Fitness and USAF Supervisory examinations. They maintain and develop supporting website for each of this promotion study reference. In addition, they define enlisted professional development through the Military Knowledge and Testing Standard System.

1.2. Overview. This SON addresses the task of producing audio files in support of AFH 1, Airman study guides which contains 22 chapters with approximately 308,497 words. The contractor shall be responsible for the production of audio files correlating to the text included in the study guide.

1.3. Required Performance. The contractor is required to:

1.3.1. Provide a brief MP3 file with the proposal that presents their ability to produce a professional, non-monotone and quality recording.

1.3.2. Provide four male and four female voices for study guide recording.

1.3.3. Experience in the finalization of audio files to include mastering the final tracks to a consistent volume level and clarity of sound quality.

1.3.4. The ability to meet assigned deadlines as required.

1.3.5. The ability to provide audio files to PACE for review prior to finalization.

1.3.6. The ability to record voices that speak clearly without a regional accent or other speech impediment.

1.3.7. The ability to pronounce military acronyms correctly (PACE will provide list and how acronyms are pronounced) these requirements will be met using acronym list and examples provided by PACE via web page or phone conversations.

1.3.8. Have the capability to host the files on a website so PACE can download and review.

1.3.9. Have the capability to make corrections to audio files to meet PACE requirements.

1.3.10. Have a professional working relationship with PACE to ensure final product meets the internal standards of PACE. For example, providing direct contact with the narrators to ensure final product meets PACE standards.

1.3.11. Have internet access to be able to access and review documents and current study guide audio files.

1.3.12. Provide files for each chapter broken down by sections, i.e. A, B, C, or as determined by PACE.

1.4. Contractor Employees. The contractor shall not employ persons for work on this contract if the employee is identified to the contractor by the PACE/APM division chief as a potential threat to the security, general well being, or operational mission of PACE. Prior to the start of the contract, the contractor shall provide in writing the name(s) of the individual(s) that have the authority to act on behalf of the contractor on all contractual matters relating to daily operations. Turnover in these positions requires submission of the names and dates of departure of personnel vacating the position within five (5) workdays after the contractor has been notified by the employee of their impending departure to PACE/APM division chief. The name(s) of personnel hired to fill the position shall be provided to the PACE/APM division chief within five (5) workdays after replacement hiring action has been completed. POC will be provided after award.

1.5. Conflict of Interest. The contractor shall not employ any person who is an employee of the US government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoDD 5500-7-5, Standards of Conduct. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106, Air Force Industrial Labor Relations.

2.0. GOVERNMENT FURNISHED RESOURCES

2.1. The government will provide the original text to be recorded in Microsoft Word format. A liaison will be assigned to assist with recording production, as needed.

2.2. The contractor shall have access to government regulations, specifications, standards, technical manuals, and other documentation as required.

3.0. DELIVERABLES

3.1. General Guidance. Only the PACE personnel has the authority to inspect, accept, or reject all deliverables.

3.2. Project Status Report (PSR). The contractor shall submit a PSR due every ten days starting on the day of receipt of text/documentation. The contractor shall, within two (2) working days following any request of the QAP submit a report detailing the progression of the recording process. The PSR can be sent digitally and shall include as a minimum:

4.0. QUALITY CONTROL PROGRAM

4.1. Quality Assurance. The government is responsible for evaluating the contractor's performance. When a review of the audio files indicates undesirable performance, the QAP will require the contractor to correct the file to meet the standards expected. Corrections must be made within five (5) working days and be approved by the QAP.

5.0. CONTRACTOR RESPONSIBILITY.

5.1. Provide a brief MP3 file with the proposal that presents their ability to produce a professional, non-monotone and quality recording.
