About this file

This document is a Salient Characteristics Sheet that describes the requirements for an Audio-Visual system upgrade in the atrium of Building 3501. The key details are:

The upgraded A/V system must include three 40 UHD PTZ cameras, a dual 1/2 rack mounting kit, an AV Bridge, a precision camera controller, a PoE+ network switch, and a heavy-duty flight case to house the equipment. The audio system must include a 2-channel amplifier, a 12-input audio mixer, 10 coaxial wall-mounted loudspeakers, and necessary cables. The system must be compatible with Microsoft 365, have live streaming capabilities, and zone speakers in at least 2 areas. The contractor must provide all personnel, equipment, tools, and materials to install and upgrade the A/V system.

This Salient Characteristics Sheet is related to a pre-solicitation for the Air National Guard Readiness Center Atrium Upgrade. The government is conducting market research and seeking capability statements from interested contractors by 4:00 PM EST on August 23, 2024. The project will be awarded by the Department of the Air Force Headquarters District Washington.

Essential Characteristics.

The capabilities of the upgraded A/V system must be compatible with Microsoft 365 software, must be able to have live stream on multiple system, and must have the ability to zone speakers in at least 2 areas with comparable acoustics. The connectivity to the upgraded system must be “plug and play” compatible any current and future government furnished laptops.

Functions to be performed

The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform the installation and upgrade of Audio-Visual System Services located in the atrium of Building 3501. This audio upgrade must provide an accurate low frequency sound reproduction as well as having higher volume limits before audio distortion occurs. The upgraded visual system must have 1080p resolution, or better during broadcasted/recorded military All Calls, commencements, etc., The contractor shall provide following:

1. A complete and working audio visual system consisting of the material and labor with the following separation between trades as described herein.

2. Ten (10) co-axial wall mounted loudspeakers to be installed along the edge of the second-floor balcony. Six (6) of the loudspeakers will be provide audio coverage for the audience area on the ground floor with four (4) of the speakers facing the second-floor balcony and landing to provide additional coverage.

3. 2-channel amplifier with 700-watts per channel. The amplifier must be capable of operating at 8-Ω, 70V, or 100V. The amplifier will be housed in a mobile protective shell (Pelican or similar) capable withstanding and protecting the installed equipment at a drop of 6 feet. T the ae amplifier will connect to the speakers via a wall plate with coupler type connectors. Contractor shall provide and install a 12-input audio mixer with USB interface.

The audio mixer will be able to send and receive 2-channels of audio or USB to allow for recording/streaming or playback via a computer. The mixer will have 4-XLR/TRS combo inputs, 2-XLR inputs, 8-TRS inputs, and stereo XLR & TRS outputs. Additionally, the audio mixer shall be housed in the same protective shell as the amplifier. The size of the protective shell shall be large enough to enclose the items noted above and still be portable/mobile.

4. Three (3) 40UHD PTZ (pan, tilt, zoom) cameras. The camera positions will be as follows:

one camera shall be under the 2nd floor landing, second camera shall be on the right side of the atrium facing the stage (closest to the elevator), and the third camera shall be on the landing area to capture the crowd and landing during events. The PTZ camera to be installed at the back of the audience area will feature a greater zoom lens than the camera located on the side of the audience. Both cameras connect back to dedicated HDBT extension systems via a wall plate with dual ethernet ports.

5. Two (2) HDBaseT (HDBT) extension systems that will provide the PTZ cameras will power and control signals while receiving the video and audio feeds from the cameras. In addition, the HDBT extension systems will each have an HDMI output to feed into the AV Bridge. The HDBT extension systems will be installed in the flight case.

6. Install an AV Bridge with two (2) HDMI inputs and one (1) HDMI output. The AV Bridge shall be able to switch inputs and will convert the signals to USB for processing by a computer. The AV Bridge will be installed within the mobile protective shell provided by the contractor. The size of the protective shell shall be large enough to enclose the items noted above and still be portable/mobile.

7. Install a camera controller with a three-axis Hall effect joystick and 7- inch touchscreen.

The camera controller will be capable of controlling up to 16 PTZ cameras at a time and will have dedicated adjustments for pan, tilt, and zoom speeds. The camera controller will be installed within the mobile protective shell.

8. Install a gigabit fiber network switch with PoE+ (power over ethernet). The network switch will have 12 ports with 8 ports being PoE+ capable and will need to be from the DISA approved product list and be Trade Agreements Act (TAA) complaint. The network switch will be installed in the flight case and provide power and connectivity to the equipment in

How is this relevant to a contractor’s work? Unless we are saying that the flight case must have a drawer to store the audio mixer. Maybe rephrase for better understanding

To expand on this comment, are there specific measurements this needs to meet in order to fit within the housing?

the system.

9. A heavy-duty flight case with 18-RU (rack units) for mounting equipment, wheeled casters, and locking side panels that convert to attached side tables. The flight case has reinforced corners to protect the equipment during transportation. The flight case will house the head-end equipment of the AV system and allow it to be stored out the way when the system is not in use.

10. Necessary cables to complete system functionality and provide training on the set up and operation of the equipment.
