FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services, applies to this acquisition. As prescribed in RFO 12.203(a), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
- Price (See number 6 under Instructions to Quoters) o The total quote for all contract line items, including the lease of all units and all required maintenance for the entire period of performance. Lowest price will be determined by the lowest total evaluated price based off the total of the base and all option years o The evaluated price in the case FAR 52.217-8 Option to Extend Services is exercised will be based off the final option year CLINs 400X divided by two (six-month period instead of twelve months).
- Technical o Evaluation method: evaluation of technical will be based on the proposed products meeting the Government’s requirement. The quoter must meet the minimum requirements outlined in the Performance Work Statement (PWS). This is evaluated on an “Acceptable” or “Unacceptable” basis.

(b) Evaluation Methodology: In order to permit efficient competition and evaluation, the Air Force shall utilize the following methodology. In the event the lowest priced quote is deemed Unacceptable, the process described shall be conducted again as many times as necessary, until such time as the Government identifies a technically acceptable quote.
In order to determine adequate price competition, the next quote will be evaluated only to determine whether it satisfied the Government’s expressed requirement. The Air Force will follow the same process until there is a quote adequate to establish price competition
The Air Force shall make award to the lowest priced technically acceptable quote. Accordingly, under this methodology, the technical factors of some quotes may not be evaluated by the Air Force.
The rating for all non-price factors must be at least “ACCEPTABLE” in order to be eligible for award.
