About this file

This document is a Sources Sought Questions and Answers file for a Dickies uniform contract (Solicitation Number: FA286025Q4044) for the Presidential Airlift Group (PAG) at Joint Base Andrews. The Department of the Air Force is conducting market research to identify vendors capable of providing navy-blue Dickies uniform items or equivalent products that match specific physical and functional characteristics. The contract is a recompete of an expired five-year Blanket Purchase Agreement (BPA), with the intent to purchase uniforms on an as-needed basis throughout the contract period.

Key details include the government's openness to both Dickies-brand and equivalent uniform items that meet specified requirements, with particular focus on style, fit, durability, and color. Vendors are asked to provide detailed product information, including specifications and catalog numbers. The uniforms are intended to create a standardized, distinctive appearance for PAG members that differs from standard Air Force uniforms. The solicitation will specify detailed requirements such as fabric content, performance characteristics, ordering procedures, delivery schedules, and potential Country of Origin (COO) restrictions. This Sources Sought notice is purely for market research and does not constitute an official solicitation.

Questions from the vendors for Sources sought of Dickie’s uniform (FA286025Q4044)

1. Do you have an estimate of quantity per style? Example, how many short sleeve shirts, long sleeve shirts, pants, pullovers...etc.

This contract is a recompete for an expired five-year Blanket Purchase Agreement (BPA). If the new acquisition strategy follows a similar approach, there will not be a precise estimate on quantities per style at this time. Any available estimates or historical usage data will be included in the official solicitation when posted.

2. Are you looking for one bulk order / delivery? Or will there be replenishment needs?

The current intent is not a single bulk order. Orders may be placed on an as-needed basis throughout the contract period, similar to the prior BPA. Details regarding ordering procedures and potential bulk requirements will be specified in the forthcoming solicitation documents.

3. Are you looking for an “off the shelf" product? Meaning you can order from a brand/vendor catalog. Or are you open to direct sourcing?

The Government is conducting market research to identify vendors capable of providing Dickies brand garments or equivalent products that meet the Government’s requirements. The Government may consider other brands if they meet or exceed the salient characteristics of the Dickies items currently in use. This notice is issued solely for information and planning purposes and does not constitute a solicitation. At this time, the requirement is anticipated to be for open-market, commercial items that are readily available and compliant with applicable regulations. Any allowances for direct sourcing or custom products will be outlined in the solicitation.

4. If you are open to direct sourcing - what does your "approval process" look like? How many rounds of samples are needed?

If direct sourcing is allowed, specifics regarding product approvals, sample evaluations, and the number of sample iterations will be defined in the solicitation.

5. When will you need the order delivered?

Delivery schedules, lead time expectations, and performance timelines will be provided in the solicitation.

6. Regarding product details - I noticed the work shirts and pants are a poly/cotton blend...would you like to add a little bit of spandex to provide additional comfort and mobility? Or are you looking to replicate Dickies?

The Government is conducting market research to identify vendors capable of providing Dickies brand garments or equivalent products that meet the Government’s requirements. The Government may consider other brands if they meet or exceed the salient characteristics of the Dickies items currently in use. This notice is issued solely for information and planning purposes and does not constitute a solicitation. Product specifications, including fabric content, performance requirements, and any salient characteristics, will be listed in the solicitation. Offerors will be expected to propose products meeting those minimum specifications or approved equivalents.

7. I see Dickies' products are wrinkle resistant, are you looking for any additional functionalities like stain resistance, or odor control?

The solicitation will define required and desired product characteristics. Offerors may propose additional features if they are clearly identified and priced in their submissions.

8. Are there any COO restrictions? Asking because I have factories in Vietnam, Cambodia, South Korea, Indonesia, China. Lead times and prices vary by location.

All offered products must comply with applicable federal regulations, including but not limited to the Trade Agreements Act (FAR Part 25) and the Buy American Act, as applicable. The solicitation will specify any COO restrictions, clauses, or certifications that apply to this procurement.

9. Is this for purchase or rental?

Purchase.
