READINESS EXERCISE PLANNERS
RFP# FA2860-18-R-0014
QUESTIONS AND ANSWERS
1) What is the context of the training and experience for the Readiness Exercise Planners?
The exercise planners are expected to focus on military operational readiness that include, but is not limited to, troop movements for deployed operations and base defense/attack scenarios.
2) Who will they report to?
They will coordinate with the Director of Plans and Programs and/or the Director of the Inspector General for the 11th Wing depending on what assigned tasked they are working at the time.
3) What level of expertise is expected?
The exercise planners are expected to be subject matter experts in preparing operation orders, execution orders, fragmented orders, warning orders, etc. for exercise and training purposes. Exercise planners shall be an expert in planning training and exercises that center around troop movements for deployed operations and base defense/attack scenarios. They shall also be certified in the Homeland Security Exercises and Evaluation Program (HSEEP).
4) How will they be utilized within the organization?
They will build exercise plans and be a part of planning efforts for training exercises and evaluations.
5) Will the contractors be expected to wear military uniforms when reporting for work? If so, will the uniforms be supplied the Air Force?
No. Uniforms are not a requirement.
6) Are the SF 1449, SF 30, if applicable, and reps and certs submitted as a part of a volume or on their own and do they count against page limits for a specific volume?
The SF 1449, SF 30, if applicable, and reps and certs should be submitted together as one PDF file. They do not count against the page limit.
7) Is this a new requirement or is there an incumbent? If it is not new, what is the previous award/solicitation number?
This is a new requirement; currently, no contract/incumbent is in place.
8) Does the government wish for one consolidated proposal in a pdf format or 3 separate volumes with volume II and III as the provided excel attachmetns? Can additional information be included on aword document as long as the required information from attachments 2 and 3 respectively are part of the write-up or does the government wish for attachment2 and 3 to be the actual volume submitted?
Three (3) separate volumes: Volume I should be one (1) PDF file; Volume II and III should be the Excel attachments. Volume II and III should be the actual volume submitted: you may add notes or additional information to the Excel sheets.
9) Are the page limitations in addition to the required attachments or inclusive of them?
The page limitations are inclusive of them.
10) Volume I requires evidence of current security clearance, what will the governmentaccept as evidence? JPAS has PII, will asafe exchange system such as AMRDEC be utilized to transmit the information.
The Government will accept JPAS information using AMRDEC.
11) What is the anticipated start date and first period of performance?
The anticipated start date is August 1st, 2018.
12) What is required for the certs and reps if our certs and reps are current in SAM?
If all reps and certs in SAM are valid and accurate, you do not have to re-submit them separately. However, if a rep/cert is not included in SAM, you still need to include a filled-out copy of it.
