FA2860-17-R-0033 - Food Service Site Visit Questions
1. Will the existing equipment be used?
Freedom Hall will have all new equipment to use. The contractor will use the existing equipment in the Flight Line Kitchen.
2. What is the building capacity?
320 people
3. What sizes are the cooking kettles?
There are 3 cooking kettles. 10, 20 and 40 gallons.
4. Are the grills gas or electric?
All gas grills
5. How many ovens are there?
There are 4 ovens double-stacked.
6. Is there an office for the store room clerk?
Yes, in the dry store room.
7. How many refrigerators and freezers are there in the Freedom Hall?
All refrigerators and freezers are walk-in.
1 – Freezer 1 – Produce Fridge 1 – Thaw Box 1 – Dairy Fridge 1 – Leftover Fridge 2 – Additional storages
8. Is the equipment under warranty?
Yes.
9. Is there shelving for storage?
Yes. All shelving is provided.
10. Is the contractor responsible for equipment maintenance?
Yes. There will be a CLIN on the contract with maintenance funding. See solicitation CLIN structure.
11. What brand is the dishwashing machine?
There is a Hobart dishwasher in the dining facility. There is no dishwasher in the Flight Line Kitchen.
12. What kind of sanitizer is required?
Chemical. Not heat.
13. Is there storage space for supplies?
Yes. There are two storage clothes in the dining room for paper, chemicals, etc.
14. Does the meeting room require catering?
The contractor is not required to serve the meals in the meeting room. Meeting attendees will purchase meals through the serving line and take them to the meeting room.
15. Are employee restrooms available?
Yes in both facilities.
16. Is there a computer room to document waste as required?
Yes with computer.
17. Are their surveillance cameras?
Yes, there are surveillance cameras throughout the facility. The only office rooms with cameras are rooms with safes.
18. How many office spaces are available to the contractor?
There are 3 office spaces in Freedom Hall and 2 in the Flight Line Kitchen.
19. Is the contractor responsible for grounds maintenance?
Grass cutting and shrub trimming is covered under another contract. However, the Food Service contractor is responsible for trash pick-up on the grounds and snow removal within 75 ft. of the building.
20. Is the contractor creating the menu?
No, the menu is set. The contractor is required to follow the menu plan.
21. How many refrigerators and freezers are in the Flight Line Kitchen?
3 – Walk-in refrigerators 1 – Walk-in freezer
22. Is there a serving line in the Flight Line Kitchen?
No. Only box meals are prepared in the Flight Line Kitchen for pick-up.
23. What is the form of tender for both facilities?
Cash and check only. Credit cards are not accepted.
24. What are the hours of operations for the Flight Line Kitchen?
The Flight Line Kitchen is open 24/7.
25. Are the current employees staying?
In accordance with FAR 52.222-17 Non-displacement of Qualified Workers, the current employees have the right of first refusal. Please review this clauses for further requirements of the awardee.
26. Please clarify the information in the PWS concerning meals below $0.20 and $0.40.
A meal served at an ALACS dining facility is any total sale made over 20 cents at breakfast and over 40 cents at all other meals, before the Operating Charge is applied. A sale of less than the specified minimum sales to a cash or subsistence-in-kind (SIK) patron shall not count as a meal served.
This is the definition of what a meal is considered for the purposes of meal service tracking. Patrons are still required to pay for items below $0.20 for breakfast or below $0.40 for all other meals but these purchases are not considered served meals.
27. What is the contractor serving at the Flight Line Kitchen?
Only prepared box meals and MREs (Meals Ready to Eat) available for re-sale.
28. How many employees are on the current contract?
We cannot provide this information at this time. This is a Performance-Based requirement and no direction on the personnel to complete the requirement will be given.
29. How much is each box lunch?
Regular Price - $5.55 Discount Price (for non-profit organizations) - $4.20
30. Will the contractor have to work extended hours?
Yes, for Unit Training weekends and in the event of emergencies/disasters.
31. What is the cost of the current contract?
Contract FA2860-13-C-0001 is available in FPDS-NG for review of cost.
FA2860-17-R-0033 - Food Service Questions by Email
1. Solicitation # FA286017R0033 Pg.51, Proposal Section -Format and Content, Paragraph #4 Number of Copies/Page Limits/ table states “Original plus # of Copies”. Please clarify Government is requesting One (1) original proposal in addition to Two (2) copies of Section I,II,III totaling three (3) full sets of proposals?
Yes, the Government is requesting 1 original plus to additional copies of section I, II and III.
2. Solicitation # FA286017R0033 Pg.51, Proposal Section -Format and Content, Paragraph #4 Number of Copies/Page Limit/Table states “Pricing Proposal shall have a five (5) page maximum limit”. Please clarify where Government wants contractor’s signed SF 1449 included in proposal as the pages of this document along with CLINS price section exceeds maximum page limit.
We encourage bidders to use the attached Price Exhibit for efficiency proposes in our review, but you should still complete the CLIN/bid schedule within the SF 1449 those pages will not count against your 5 pages for pricing.
3. Additionally, the price proposal is limited to 5 pages, are we to only submit pricing information on the provided Price Exhibit? Are we required to submit the pricing information on the 1449 as well subsequent pages as well?
We encourage all bidders to use the Price Exhibit that was attached with the RFP and it will count against your 5 page limit. Should you chose to complete the bid schedule within the SF 1449 those pages will not count against your 5 pages limit for pricing.
4. Can you provide a copy of the current Collective Bargaining Unit?
Yes, It will be posted on FBO 12/19/17.
5. On page 19 of PWS – it states that the contractor will submit a cost estimate for any repairs exceeding $500 which the CO will approve (or not) and if approved the Government will reimburse the contractor up to the $22k allocated in the OTHER DIRECT COSTS. Our question is, for everything under $500 will the contractor be reimbursed for all these small repairs as well?
Yes, however approval for repairs under $500 is not required.
6. Can you please provide a list of all repairs and maintenance costs from the previous 4-year contact, by year?
A complete repair log won’t be posted; however it’s important to note that all equipment in the Main Dining Facility (Freedom Hall) is new. Existing equipment will be used at Flight Kitchen.
7. Is there cross-over in menu planning between Freedom Hall and the In-Flight menu construction?
No, the menu is set. The contractor is required to follow the menu plan.
8. How much notice is given for Dining by VIP’s and the frequency (on page 9 of PWS)?
The timing and frequency can will vary.
9. On page 15, the Joint Services Open House Air Show (Box Sandwiches) – do guests pay for this separately and how should this be accounted for?
Yes, guest are required to pay for box lunches.
10. Will we have the opportunity to interview current employees with the possibility of hiring?
Yes, In accordance with FAR 52.222-17 Non-displacement of Qualified Workers, the current employees have the right of first refusal. Please review this clause for further requirements of the awardee.
11. On page 50 of the Solicitation it states the following should be included: SF1449, Acknowledge of amendments Necessary Fill-ins and Certifications in provisions 52.212-3. Where are these forms to be included? Section I, II or III and do they count toward the page limitations?
They should be returned as part of your proposal but should not be included within the sections I, II or II and they will not count against your page restrictions outlined for those sections.
12. There will be a cost associated with the management personnel (key personnel such as Project Manager). Should this cost be included into the CLIN X01 or will you be providing a separate CLIN for this?
There won’t be additional CLIN’s added, you would need to include those cost within the current CLIN structure.
13. Can we install timeclocks for employees in the dining facility? If so, do they become Government’s property once installed?
The expectation is the new contractor will provide a removable timecard system. It will not become government property at any time.
14. Do you require the Section SF 1449 Continuation Sheet (or Section B) pages 3-13 of the solicitation document filled and submitted as well as the Pricing Exhibit in the Price Proposal or just the Pricing Exhibit will suffice?
Bidders are not required to complete pages 3-13 if you complete the Pricing Exhibit. Should you chose to complete those pages, it will not count again any of your page count limits for section I, II and II.
15. On page 52 – 53; Subfactor 2: Small Business Participation Plan/Subcontracting Plan, can you please clarify what is required by FAR 52.219-9 for the Subcontracting Plan (Individual Contract Plan)?
Recommend reviewing the clause in depth, but please not this clause does not apply to small business concerns.
16. On page 44 of 61 solicitation, it says the rates are based on current CBA. Could you please provide the full CBA document so we can incorporate the required fringes into our pricing? Which union is at the location?
Yes, the CBA will be posted on 12/19/17.
17. Who provides salt and sand? Will the Government provide snow removal equipment?
The contractor will be responsible to provide salt and sand, the Government will not provide any snow removal equipment.
18. Can the contractor cross utilize a food service manager to for quality control or does the QC Manager need to be stand alone?
This contract is a performance based service, we do not dictate if positions are cross utilized or stand alone.
19. What’s the cost of the back ground check?
The Government isn’t available to provide or dictate the cost of back ground checks.
20. What is the number of days Freedom Hall operates in a year? (365 days?)
Freedom Hall doesn’t close, so yes it’s a 365 day operation.
21. How many days of UTA Weekends do we serve?
It depends on reserve unit scheduling, it could be as low as two days, but no more than six monthly.
22. Do we serve brunch and supper on UTA weekends?
Brunch and Supper will be served on weekends and holidays, not just UTA weekends.
23. The operating hours for Freedom Hall on weekdays shows breakfast and brunch that overlap in hours. Do we serve both breakfast AND brunch on weekdays?
Breakfast is served on weekdays and brunch on weekends and holidays.
24. The operating hours shows both dinner and supper on weekdays that overlap in hours. Do we serve both?
No, Dinner is served during week days only. Supper is served on weekend and holidays.
25. The meal estimates for Freedom hall on weekdays only provide the numbers for B, L and Dinner only while the operating hours show there are Brunch and Supper on weekdays. Can you provide the meal count for Brunch and supper on weekdays?
Brunch and Supper will not be served on weekdays, only weekends and holidays.
26. Does the carry out meal estimates in Freedom hall represent the carry out service for all 3 meals or dinner only?
Each meal period during week days will have carryout and weekends will only have carryout after supper.
27. Will there be parking for our managers/staff?
No assigned parking or allocated for managers or staff.
28. Please provide a copy of the site visit sign in sheet.
Copy of the sign in sheet will not be provided
29. Please provide a copy of the most recent Collective Bargaining Agreement and Addendum.

30. Page 4, paragraph 1.4.8. In-flight Kitchen - Is the contractor responsible for providing all packaging in connection with Flight meal boxes or will the Government be providing the packaging?
Yes, contractor will be responsible for providing all packaging to include plastic-ware in In-flight Kitchen boxed meals
31. Page 5-6, paragraph 1.4.12. Ground Maintenance – This section references snow removal, what are the contractor responsibilities for the loading docks with regard to snow removal? Is the contractor to clean the area around the dock to include the parking areas at buildings 1628 and 1201 so that delivery trucks can back up to the docks?
The contractor will be responsible for snow removal within 75 feet of the bldg’s, so yes sidewalks, any parking areas to include loading docks shall be treated and or cleaned to allow safe access to the facilities and delivery trucks access to the docks.
32. Page 51, #4, Proposal Format and Content. We respectfully request an increase to the maximum page limitation for the Technical Proposal. There is a significant amount for information required to properly address the solicitation.
We deem the page limitation for section I, II and III as appropriate.
33. Page 54, Price Proposal. This section does not require offerors to submit a completed Schedule B as part of our submission. Please confirm, the only pricing information required for submission is Attachment 2. If Offerors are to submit a completed Schedule B, please increase the page count an additional 11 pages.
The price exhibit is included as an attachment ensure a complete uniform price review, but should vendor choose to complete the bid schedule within the RFP…that will not count against your page limit for pricing.
34. Does the Government intend to extend the RFP response date?
Yes, we will post an amendment by 12/19/17 to extend the response date.
