STATEMENT OF WORK
Install New Chain Link Fence for CE Equipment
Storage Yard with Two 24 Foot Double Gates.
Location: CE Equipment Storage Yard 12091

1. GENERAL INFORMATION:
This project is intended to install new chain link fence for CE Equipment Storage Yard with two 24 foot double gates in accordance with all applicable National, Air Force, State and local building codes and regulations. This work will consist of supplying/furnishing all labor, materials, tools, equipment, shop drawings, and expenses necessary to accomplish the work described below in compliance with the Commonwealth of Massachusetts Building Code and Massachusetts General Law requirements, Unified Facilities Criteria (UFC) state and federal codes, base standards and manufacturer’s instructions. Where there is a conflict between nationally recognized codes and local codes, the most stringent shall apply. Effective immediately: Due to safety concerns the use of manhole fixed ladders on Hanscom AFB is prohibited for the purpose of entry and egress is prohibited. An alternative means is authorized (i.e. appropriate portable ladder/personnel lowering device).
2. SCOPE: Install new chain link fence for CE Equipment Storage Yard with two 24 foot double gates.
• Prior to starting any work, all work shall be coordinated with Base Civil Engineering.
• A Dig Safe Permit is required.
• Contractor must adhere to United Facilities Criteria (UFC) Security Fences And Gates
UFC 4-022-03.
• The existing chain link fence within the boundaries of the new fence will be removed by others.
• Contractor shall be responsible for all work required to complete this job.
• Please refer to sketch provided.
• Field measurements are required.
• Contractor shall provide As-Built drawings.
• Contractor shall provide a warranty for materials and labor.
• Work shall include but will not be limited to:
o Removing and properly disposing of an existing section of 6’ chain link fence (approximately 85 lineal feet) and all associated hardware which shall include but will not be limited to wire fence fabric, posts, concrete footings, rails, caps, tension bars, tension clips, tie wire, stretcher bars, bracing, brackets, bolts, nuts, washers, fittings, connectors, etc. This section of fence leads to the FAA Gate. This section of fence will be replaced as part of the new fence installation project as shown on the sketch provided.
o Filling in all holes where the existing sections of fence were removed to match the existing ground surface (asphalt or grass) and all repairs shall be even with the existing grade. This shall include all holes including the sections of fence which were removed by others.
o Saw cutting asphalt as required for the excavation that will be performed for concrete terminal post footings, concrete line post footings, and concrete gate post footings.
o Removing and properly disposing of the asphalt that was saw cut.
o Excavating for concrete terminal post footings, concrete line post footings, and concrete gate post footings. Concrete terminal post footings shall be 36” deep and 16” in diameter, concrete line post footings shall be 36” deep and 12” in diameter, and concrete gate post footings shall be 36” deep and 36” in diameter. (4”) terminal posts shall be installed at the beginning, in the center, and at the end of each length which is over 100 lineal feet. (2-1/2”) line posts shall be installed equally spaced between the terminals posts and spacing shall be no greater than eight feet on center.
o Pouring concrete terminal post footings, concrete line post footings, and concrete gate post footings. All footings shall be finished even with the existing grade.
o Installing (4”) black vinyl-coated terminal posts, (2-1/2”) black vinyl-coated line posts, and (6-5/8”) black vinyl-coated gate posts. All fence posts shall be installed vertically and plumb and all fence posts shall be aligned in a straight line on each section of fence. Sufficient time must be allowed for the concrete footings to cure before installing the wire fence fabric. Installing asphalt as required where asphalt was cut and seeding as needed where grass areas were disturbed.
o Installing approximately 600 lineal feet of 7’ chain link fence and all necessary hardware which shall include but will not be limited to 9 Ga, 2” mesh, black vinyl-coated wire fence fabric with twisted selvage on the top and bottom of the wire fence fabric, (1-5/8”) black vinyl-coated top rails, (1-5/8”) black vinyl-coated bottom rails, caps, tension bars, tension clips, tie wire, stretcher bars, bracing, brackets, bolts, nuts, washers, fittings, connectors, etc. The wire fence fabric shall be installed on the side facing outside of the CE Equipment Storage Area and facing Grenier Street.
o Installing two black vinyl-coated twenty four foot double swinging gates with 7’ chain link fence and all necessary hardware which shall include but will not be limited to 9 Ga, 2” mesh, black vinyl-coated wire fence fabric with twisted selvage on the top and bottom of the wire fence fabric. Each gate shall have a locking assembly.
o Grounding the new 7’ chain link fence according United Facilities Guide Specifications, Division 32 – Exterior Improvements, Section 32 31 26, Part 3 Execution 3.6 Grounding.
3. GENERAL REQUIREMENTS:
Work includes, but is not limited to the following:
a. Provide resolutions of any technical problems that arise during the construction.
b. Should any change in scope be required, it must be coordinated with the Project POC and approved as a change order prior to performing the change in work.
c. Provide updates to Project POC. Any construction issues, changes to schedule, or schedule slippages with justification must be reported at the periodic updates.
d. The Contractor is solely responsible for compliance with the Occupational Safety and
Health Act of 1974 (OSHA) and the protection of their employees and all sub-contractor employees. In performing work under this contract on a Government installation, the contractor shall report any accidents involving Air Force property/equipment damage, or contractor personnel injuries occurring on the job or an accident resulting in death, injury, occupational disease, or adverse environmental impact to the contracting officer within five days.
e. Any modifications and addition on a facility that contains Lightning Protections System (LPS) This includes paint projects, roofing projects, projects requiring roof penetrations, installation of new HVAC or other metallic equipment, antenna installation, or other work.
Additions and modifications to the facility envelope require re-evaluation of the LPS for the completed facility as a whole. The LPS required by the addition or modification shall not be a simple addition to the LPS. The LPS must be considered a single entity and must comply with requirements of a single LPS upon completion. The LPS shall be inspected by a commercial, third-party inspector whose sole work is lightning protection, and shall be certified by this third-party inspector as compliant with AFI 32-1065 and NFPA 780, in that priority order. Projects calling for an LPS addition to an existing LPS project shall consider the configuration of the final LPS in the initial design. Projects of this type shall ensure the final LPS as a whole is compliant with AFI 32-1065 and NFPA 780, in that priority order. The same third-party inspector requirements shall apply.
f. Complete the “builder data inventory and assessment sheet” for newly installed assets, ensuring the bar code number is attached to the new equipment. Transfer bar codes from any removed equipment to the builder assessment ½ sheet form
g. Provide three (3) copies of O & M manuals and warranty letter
h. Period of Performance 90 days after award of contract
