Statement of Work (SOW)
For
Five Cable Projects
66th Air Base Group Communications and Information Division (66ABG/SC)
Hanscom AFB MA

Overview:
The 66th Air Base Group Communications and Information Division (66ABG/SC) provides Hanscom AFB with network services to all the buildings. The 66ABG/SC division has five cable requirements:
1. Bldg. 1106 Conference Room upgrade: Additional drops to small conference rooms.
2. Bldg. 1107: Re-route Bldg. 1612 cable through basement to the consolidated fiber node in 1107. Contract will need to include trenching and penetration of conduits into the basement.
3. Bldg. 1435: Install plenum CAT 6 cable runs in Rm. 105 data center and install cable management trays below raised flooring and above network racks.
4. Bldg. 1646A basement: Install Fiber Optic management trays.
5. Bldg. 1646A Core Switch Tie Cable: 48 pair Single Mode and 24 pair Multimode tie cable from MPLS room to 1646A basement.

Optional Site Visit Site Visit to view working area will be held on Tuesday, August 14th at 10:00am EDT. Please contact the above Points of Contact Project Manager and Contracting Officer if you plan on attending. Site Visit information will be forwarded along once your response is received.
General Requirement
· Require, in advance, names of all technicians that will be working on this project, for Facility Security. All technicians must be US citizens and have proof of ID. All drivers shall have a valid driver license and proof of insurance in order to drive on Hanscom AFB. All documentation will be checked before a visitor’s pass will be issued.
· All work shall adhere to all applicable standards and codes.
· Working hours shall be 7:00 am to 3:00 pm (adjustments can be made), Monday-Friday. No work will be done on days the base is closed, to include, but not limited to Holiday and closure due to storms. Saturdays work shall be scheduled in advance with Project Manager.
· Any cable conveyance material the site has on hand (floor mounted stanchions, uni-strut, etc) may be utilized after coordinating with facilities manager.
Projected Implementation Dates: To be completed no later than 30 April 2019

CLIN 0001 B1106 Conference Room upgrade Bldg. 1106 Conference Room upgrade: Additional drops to small conference rooms:
· Provide and install a total of One Hundred and Forty Eight (148) category 6 Plenum rated communications cabling to the various conference rooms, front/back lobby and office area.
· One Hundred and Eleven (111) will be designated as NIPR network class station cabling (yellow cable code).
· Thirty Seven (37) will be designated as GPN network class station cabling (Blue cable code)
· All station cabling on the end user TO’s will be category 6 plenum rated cable terminated onto standard RJ-45 Style Modular Keystone jacks color coded to the appropriated network (Blue/GPN Yellow/NIPR) and in either a flush 4/6/8 gang wall plate or a standard plastic work boxes dependent on the actual room/location (wall/table etc.).
· All station cabling will be installed as home runs originating from the customer’s existing networking closet/rack. J-Hooks will support the cabling every 4 to 5 feet or by using the existing supports, cable trays etc.
· All patch panels shall be mechanically printed. The cabling sequence for the Category 6 products will be 568B. All cables passing through firewalls/floors will be sleeved and fire stopped accordingly to the NFPA/NEC.
· The contractor will utilize the customer’s existing rack. All station cabling will be terminated onto a standard 48 port category 6 rated patch panel.
· A Certified Level Three tester (i.e. Fluke, Wire scope) shall be used for all copper testing and an OTDR for all fiber optic testing/certification.
· The Contractor will supply a copy of the marked up “as builds”, an electronic copy (CD) and printed copy of all test results in a three ring binder.
· All testing shall be in accordance of UFC DOD; BICSI EIA/TIA.
· All work comes with a minimum 1-Year guarantee.
· The Contractor will follow the guidelines of the Telecommunications Distribution Methods Manual for all of our installations. This installation shall comply with current EIA/TIA 568B and 569-C Specifications unless otherwise requested by the customer.
· Identification/Marking. The Contractor shall clearly mark all cables.

CLIN 0002 Re-route B1612 cable through basement to the consolidated fiber node in B1107 Bldg. 1107: Re-route Bldg. 1612 cable through basement to the consolidated fiber node in 1107. Contract will need to include penetrations / core holes sleeved fire stopped conduits from the basement.
· Provide Labor and materials to reroute both B1612 to B1107 fiber optic cables (12MM/24SM) from under the raised floor old Air Force Data Center (adjacent to B1107 New Data center) remove/pull back to basement easement below and reroute to back into the B1107 new data center.
· Contractor will be required to core and install four conduits (concrete encased/welded) with inner-duct from the outside hand hole into the basement of 1107.
· Contractor will be required to core two (2) additional holes (2-4” sleeved/fire stopped) through the data center’s concrete floor prior in order to gain access into the area. Holes should located on the south end of the communications room.
· Both fiber optic cables will be re-terminated. All fiber optic patch panels shall be rack mounted. Fiber Optic Patch Panels will not have a sliding tray or other moving parts which move the terminated fiber strands. All fiber optic LIU’s will be Corning product line CCH 2U or 4U, (high density preferable) all fiber optic connectors shall be Fusion Spliced LC style fiber optic pigtails/3 meter. TIA - 604 (FOCIS) 2-6.1.3.1 WBDG UFC.

CLIN 0003 B1435 plenum CAT 6 and cable management trays below raised flooring and above network racks.
Bldg. 1435: Install plenum CAT 6 cable runs in Rm. 105 data center and install cable management trays below raised flooring and above network racks.
· Provide and install underfloor cable tray i.e. 10’x12”x2” with associated 90 degree bends, intersections and center divider. The underfloor cable tray will be set up in a manner to anchor/secure to existing floor pedestals of data center floor.
· All cable tray will be bonded to an appropriate ground per NEC, NFPA, EIA, TIA, and BICSI.
· Provide and install above networking racks/rows 10’x12”x2” cable tray with the associated 90’s, intersections, waterfalls and a center divider. The above network cable tray shall be anchored by means of threaded rod with hanger strut secured to the tray itself from the ceiling/iron. Elevations shall be determined upon a mandatory site survey/contractor walk thru.

CLIN 0005 B1646A Core Switch Tie Cable Bldg. 1646A Core Switch Tie Cable: 48 pair Single Mode and 24 pair Multimode tie cable from MPLS room to 1646A basement.
1. Provide and install one (1) Corning 48 pair (96) Strand Single Mode (SM-8.3/125um), with no factory splices armored indoor/outdoor rated fiber optic cable.
2. Provide and install one (1) Corning 24 pair (48) Strand Multi Mode (MM-62.5/125), with no factory splices armored indoor/outdoor rated fiber optic cable
3. The Fiber Optic Cable to be installed will be installed as a ‘Home Run’ between MPLS room to 1646A basement pathway system as one continuous backbone run/TIE cable without any splices to include bonding and grounding per NEC.
4. The fiber optic cable will be terminated at a predesignated rack location within each of the building’s corresponding MDF’ S (Exact Rack Location/elevation by Base Comm. TBD).The Fiber Optic Cable will be terminated onto a rack mounted, 19” Fiber Optic Termination Panel/LIU (FODP) (Light Interface Unit).
5. All fiber optic patch panels shall be rack mounted. Fiber Optic Patch Panels will not have a sliding tray or other moving parts which move the terminated fiber strands. All fiber optic LIU’s will be Corning product line (or equal) CCH 2U or 4U, (preloaded panels, high density LC) all fiber optic connectors shall be Fusion Spliced LC style fiber optic pigtails/3 meter. TIA – 604 (FOCIS) 2-6.1.3.1 WBDG UFC
6. All test results should be submitted for approval, prior to installation acceptance. All Single Mode attenuation tests will be performed at 1310 Nano Meters (Nm) and 1550 Nano Meters (Nm) wavelengths and in both directions. Multimode fiber is to be tested at 850 and 1300 nm, while in compliance of EIA/TIA-568C standards. The deliverables package should include a soft copy of the test results on a CD with the test results in .pdf format.
7. The contractor will be required to schedule and perform a site survey and route walk thru with SC personnel to confirm OSP underground duct spacing, pathway confirmation, racking locations, elevations.

Service Outages.
The Contractor shall be responsible for preventing any unscheduled (i.e. cutting or disabling any in-service cables or equipment.), Contractor-caused, interruptions of communications capabilities that are properly identified. The Contractor shall coordinate planned outages with the site POC at least 4 weeks in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).
Active Circuits A phased communications plan developed by the contractor and government will be required to address the needs of building 1612 (CLIN 2). Government will provide assistance in scheduling and coordinating with base users.
Red-Line and As-Built Drawings.
The Contractor shall submit drawings showing the as-built configuration in format specified by base SCOI project manager. The Contractor shall provide As-Built Rack Elevation, Inside Cable Plant and Outside Cable Plant drawings and distribute in accordance with (CDRL A001).
Test and Acceptance/Installation Test Plan.
The Contractor shall provide a test plan as to how the system shall be tested to demonstrate to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service (CDRL A002). The Contractor shall test the system to demonstrate to the Government quality assurance evaluation of the system. These tests shall be accomplished prior to the system being placed into service.
· All Single Mode attenuation tests will be performed at 1310 Nano Meters (Nm) and 1550 Nano Meters (Nm) wavelengths and in both directions against EIA/TIA-568C standards.
· Test results should be submitted for approval, prior to installation acceptance.
· Confined space safety requires air testing data to be submitted to the base safety upon completion of the project (If applicable).
Acceptance/Installation Test Report.
The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan (CDRL A003).
· These test results will be saved and printed for submission to the 66 ABG/SC or other customer designate.
· The deliverables package should include a hard copy of the test results and a CD with the test results in .pdf format.
Final Acceptance.
· The Contractor shall schedule a final project walk-through with the Base POC.
· This should be scheduled two calendar days prior to acceptance.
Data Deliverables
· The Government reserves the right to review all data deliverables for a period of 10 working days prior to acceptance. No data deliverable will be assumed to be acceptable by the Government until the 10 day period has passed, unless the Government explicitly states otherwise.
