For

Outside Plant Fiber Optic Run From B1646 to B1810

66th Air Base Group Communications and Information Division (66ABG/SC)

Overview:

The 66th Air Base Group Communications and Information Division (66ABG/SC) provides Hanscom AFB with network services to all the buildings. The 66ABG/SC division has a requirement to install fiber optic cable between B1646 and B1810.

Optional Site Visit Site Visit to view working area will be held on Thursday, August 16th at 10:00am EST. Please contact the above Points of Contact Project Manager and Contracting Officer if you plan on attending. Site Visit information will be forwarded along once your response is received.

General Requirement

· Require, in advance, names of all technicians that will be working on this project, for Facility Security. All technicians must be US citizens and have proof of ID. All drivers shall have a valid driver license and proof of insurance in order to drive on Hanscom AFB. All documentation will be checked before a visitor’s pass will be issued.

· All work shall adhere to all applicable standards and codes.

· Working hours shall be 7:00 am to 3:00 pm (adjustments can be made), Monday-Friday. No work will be done on days the base is closed, to include, but not limited to Holiday and closure due to storms. Saturdays work shall be scheduled in advance with Project Manager.

· Any cable conveyance material the site has on hand (floor mounted stanchions, uni-strut, etc) may be utilized after coordinating with facilities manager.

Projected Implementation Dates: To be completed no later than 1 November 2018

OSP Requirements:

The Base Communications is requesting the following SOW to be performed:

· Provide and install one (1) Corning (or equal) 96 pair (192) Strand Single Mode (SM-8.3/125um), with no factory splices OSP (Outside Plant) Armored indoor/outdoor rated fiber optic cable.

· The Fiber Optic Cable to be installed will be installed as a ‘Home Run’ between buildings via the underground manhole/duct pathway system as one continuous backbone run without any splices to include bonding and grounding per NEC.

· The fiber optic cable will be terminated at a predesignated rack location within each of the building’s corresponding MDF’ S (Exact Rack Location/elevation by Base Comm. TBD).The Fiber Optic Cable will be terminated onto a rack mounted, 19” Fiber Optic Termination Panel/LIU (FODP) (Light Interface Unit).

· All fiber optic patch panels shall be rack mounted. Fiber Optic Patch Panels will not have a sliding tray or other moving parts which move the terminated fiber strands. All fiber optic LIU’s will be Corning product line (or equal) CCH 2U or 4U, (preloaded panels, high density LC) all fiber optic connectors shall be Fusion Spliced LC style fiber optic pigtails/3 meter. TIA – 604 (FOCIS) 2-6.1.3.1 WBDG UFC

· All test results should be submitted for approval, prior to installation acceptance. All Single Mode attenuation tests will be performed at 1310 Nano Meters (Nm) and 1550 Nano Meters (Nm) wavelengths and in both directions against EIA/TIA-568C standards. The deliverables package should include a soft copy of the test results on a CD with the test results in .pdf format.

· The contractor will be required to schedule and perform a site survey and route walk thru with SC personnel to confirm OSP underground duct spacing, pathway confirmation, racking locations, elevations.

· Confine Space Entry/Manhole Work: A safety briefing will be provided by Base Safety prior to job start. Confine Spaces that will be entered are as follows; Suggested Route: From Bldg. 1810-1646 - Manhole (MH#) 1,2,1A,1B,1D,1F,1G,1H,1I,12 (other paths can be used, at the time of installation only after prior site survey and approval have been completed).

· All Confine Space safety equipment, permits will be used while working in manholes on Hanscom AFB.

· The installation team will be responsible for providing flaggers or traffic control, while working in the streets, building grounds and notifying Police, Fire and Base Safety as well as all related coordination to perform the project etc.

· A ‘Manhole Butterfly Drawing’ will be used to identify contents of manholes (cable type, cable paths, conduit usage, innerduct availability, etc.). Blank drawings will be provided by 66 ABG/SCOI. Contractor is responsible for all butterfly updates, gas monitoring readings, the form will be provided by 66 ABG/SCOI.

· Identification/Marking. The Contractor shall clearly mark all cables.

· Pre-existing 96 strand cable will be removed from building and conduits when active circuits are relocated to the newly installed cable.

Service Outages.

The Contractor shall be responsible for preventing any unscheduled (i.e. cutting or disabling any in-service cables or equipment.), Contractor-caused, interruptions of communications capabilities that are properly identified. The Contractor shall coordinate planned outages with the site POC at least 4 weeks in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).

Active Circuits A phased communications plan developed by the contractor and government will be required to address the needs of building 1810. Government will provide assistance in scheduling and coordinating with base users.

Red-Line and As-Built Drawings.

The Contractor shall submit drawings showing the as-built configuration in format specified by base SCOI project manager. The Contractor shall provide As-Built Rack Elevation, Inside Cable Plant and Outside Cable Plant drawings and distribute in accordance with (CDRL A001).

Test and Acceptance/Installation Test Plan.

The Contractor shall provide a test plan as to how the system shall be tested to demonstrate to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service (CDRL A002). The Contractor shall test the system to demonstrate to the Government quality assurance evaluation of the system. These tests shall be accomplished prior to the system being placed into service.

· All Single Mode attenuation tests will be performed at 1310 Nano Meters (Nm) and 1550 Nano Meters (Nm) wavelengths and in both directions against EIA/TIA-568C standards.

· Test results should be submitted for approval, prior to installation acceptance.

· Confined space safety requires air testing data to be submitted to the base safety upon completion of the project (If applicable).

Acceptance/Installation Test Report.

The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan (CDRL A003).

· These test results will be saved and printed for submission to the 66 ABG/SC or other customer designate.

· The deliverables package should include a hard copy of the test results and a CD with the test results in .pdf format.

Final Acceptance.

· The Contractor shall schedule a final project walk-through with the Base POC.

· This should be scheduled two calendar days prior to acceptance.

Data Deliverables

· The Government reserves the right to review all data deliverables for a period of 10 working days prior to acceptance. No data deliverable will be assumed to be acceptable by the Government until the 10 day period has passed, unless the Government explicitly states otherwise.
