About this file

This is a Determination & Findings (D&F) document justifying a sole source acquisition from FARO Technologies for a terrestrial laser scanning system. The Air Force Technical Center (AFTC/PZIOAB) is procuring a FARO Focus Core 100m Terrestrial Complete Scanning System with integrated components including a data processor, handheld controller, Standard Carbon Fiber Tripod, VR Ready Notebook for data processing, SCENE software license, Single User Soft Lock, Laser Scanner Mobility Pack, 11-inch iPad Pro WiFi controller, and Scanner Training at a facility. The acquisition is justified under RFO 12.102(a) (Commercial Products and Services) on the basis that only one source is available.

Market research identified the FARO Focus Core 100m as the optimal system compared to comparable alternatives (Leica RTC360 and Trimble X9 Core) because it meets stated operational requirements including a 100-meter range, up to 2 million points per second, millimeter-level 3D accuracy, HDR imagery, full-dome scanning coverage, wireless control, and field-registration capability at significantly lower total cost than comparable systems. The FARO solution provides a complete, integrated package with dedicated data processing capability configured for point-cloud processing, reducing additional procurement and integration requirements. The determination was signed by Contracting Officer Kristina B. Brannon on September 23, 2026.
