About this file
This is a Source Selection Sensitive document justifying the use of a single source for a federal contract award below the Simplified Acquisition Threshold (SAT). The contracting activity is AFTC/PZIO at Eglin Air Force Base, Florida, and the project involves procuring leased space on a commercial tower to place a Boresight system for the Test site D-6 Boresight System project.
The government determined that leased space on the Crown Castle tower is the only viable solution to meet the Boresight system requirements due to strict technical constraints. The tower location must provide a clear line-of-sight to the D-6 site and be within three unobstructed miles of the RADAR and Telemetry source, with clear sight lines and no tree or other obstructions. The government conducted extensive market research evaluating alternative options including a commercial tower, local hospital, water tower, additional tower, and land purchase with a 300-foot tower construction. All alternatives were deemed infeasible or cost-prohibitive due to lack of available space, failure to meet performance requirements, or excessive land acquisition costs (minimum 4.3 acres required). The Crown Castle tower represents the most cost-effective solution with available leasing space. The Contracting Officer certified on February 12, 2025, that only a single source is reasonably available under FAR 13.106-1(b)(1). Future single-source awards will be precluded through periodic market research to identify more cost-effective solutions.
