Statement of Objectives (SOO)
For B1358 Rooms 151 and 14, Eglin AFB, Florida
19 August 2025
Scope:
• Install fiber-optic cabling in support of networking enhancement
APPLICABLE STANDARDS CONTRACTORS & INSTALLERS SHALL ADHEAR TO:
Standards shall be used as a baseline of quality and craftmanship for installing communications products and systems connectivity to the AFNET
National Electrical Code (NEC) and National Electrical Manufacturers Association (NEMA) Standards: NFPA 70
Unified Facilities Criteria: (UFC) 3-520-1, 3-580-1, 4-010-06 dated most recent.
American National Standards Institute/Telecommunications Industry Association (ANSI/TIA) Standards: 568, 569, 606, 607 dated most recent.
National Electrical Contractors Association/Fiber Optic Association: (NECA/FOA) 301-2016 Installing and Testing Fiber Optics
Building Industry Consulting Service International (BICSI) - Telecommunications Distribution Methods Manual 14, Industry Best Practices “Preferred”
96th Communications Squadron Cyber Infrastructure Standards and Installation Specifications, to include Applicable Publications and Standards referenced in Attachment G, dated Feb 2025
All DoD and Industry standards/guidelines shall be used to provide a complete system, from end to end. Note: Since Standards are continually being revised, contractors and installers should refer to the latest version of any relevant standard for compliance.
Communications Deliverables: Contractor/Installer shall provide for review final ISP/OSP copper or fiber test report(s) and as-built/as-installed drawings prior to scheduling a final quality assurance inspection. Note: Deliverable guidance can be found in the 96 CS Cyber Infrastructure
Standards and Installation Specifications.
Specific Task Objectives:
• The contractor shall provide all materials and perform all work in strict adherence to the above applicable standards.
• This statement outlines that the technical solutions provided are offered as recommendations and that the contractor is obligated to undertake the design and engineering process in compliance with all relevant and applicable standards.
• Contractor is required to include in their response to the request for quote, a list of the products they plan to provide, along with corresponding part numbers and quantities for technical approval.
• Install 102-total customer-elected color, 2-strand OM3 MM Plenum fiber optic tight buffered or MIC indoor cable(s). Terminate FO cable in cabinet patch panels, and at the outlet using LC type connectors. Downward sloped 4-port face plates with label windows shall be used with color matching Fiber Adpater Modules.
o Network One shall be Purple.
o Network Two shall be Brown.
• The 102 total drops shall be divided between two office suites. 60 work area outlets shall be installed into Suite 151 to include internal offices (room 152 and 153) and the remaining 42 work area outlets shall be installed into room 14 outside of communications closet 14B.
• In communications closet (Room 14B), contractor shall use customer-determined rack for termination point of newly installed fiber optic cabling.
o Network One (Pruple) shall be terminated in Rack 4.
o Network Two (Brown) shall be terminated in Rack 2.
• Contractor shall install required fiber optic patch panels after customer validation of final network requirements.
Suite 151 Requirements – 24 Desks (3 Offices), 1 monitoring station (TV), 3 Additional Drops
• Cables installed to Suite 151 shall utilize existing 4-inch duct, located in the rear-left ceiling of communications closet 14B. Cables shall be installed into modular furniture located in room 151.
o Network One (Purple) Shall be ran through the pre-existing 4” conduit with current Orange Cables.
o Network Two (Brown) Shall be ran the pre-existing 4” conduit with current Red Cables.
• Cables shall utilize existing cable tray located within Suite 151 to distribute to required locations.
• Terminations on wall-based desks shall be installed in surface-mounted raceway, and be terminated no more than 18-inches below ceiling to prevent future modular furniture interference or damage.
• Terminations on center-island desks shall utilize a utility pole. Utility pole locations to be set by customer. If no preference is made, utility pole shall be installed onto the wall and surface-mounted raceway shall be utilized to distribute to required areas.
• All new work area outlets shall have a j-hook placed either above the ceiling or with in proximity and a minimum of 12-inches of slack provided on the j-hook.
• Contractor shall provide 10-feet of fiber optic cable slack within the cable tray for maintenance of the horizontal cabling system in communications closet cable ladder. Do not put slack or service loops in communications cabinets or racks.
• Duct ends in rooms 14B and 151 shall be properly fire-stopped after installation is complete.
• Cables shall be labeled in accordance 96th Communications Squadron Cyber
Infrastructure Standards and Installation Specifications, Feb 2025 Edition.
Suite 14 – Office space directly outside 14B - 42 Drops
• Cables installed to Suite 14 shall utilize pre-existing 3-inch conduit, located the bottom of each Network Rack in the communications closet 14B..
o Network One (Purple) Shall be ran through the pre-existing 3” conduit in the bottom of Rack 4 with current Yellow Cables.
o Newwork Two (Brown) Shall be ran the pre-existing 3” conduit in the bottom of rack 2 with current the Current Blue and Orange Cables.
• Fiber optic cables shall exit Room 14B into Room 14 via the Current installed 3” sleeves or currently installed wire trays.
• Fiber optic cables shall run down currently installed wire racks to currently installed 1” conduit to wall mounted Downward sloped 4-port face plates with color matching Fiber Adapter Modules.
• Fiber optic cables shall rund down currently installed wire racks to currently installed 1” flexible conduit to subfloor boxes using downward sloped 4-port face plates with color mating Fiber Adapter Modules.
• Cables shall be labeled in accordance 96th Communications Squadron Cyber Infrastructure Standards and Installation Specifications, Feb 2025 Edition.
The government reserves the right to refuse final acceptance until all discrepancies have been resolved to the satisfaction of the government.
