STATEMENT OF WORK (SOW)
FOR QUARTERLY INSPECTIONS AND
PREVENTATIVE MAINTENANCE
OF EAST AND WEST HANGAR DOORS
AT BUILDING 985 EGLIN AFB

STATEMENT OF WORK (SOW)
FOR QUARTERLY INSPECTIONS AND PREVENTATIVE MAINTENANCE
OF EAST AND WEST HANGAR DOORS
AT BUILDING 985 EGLIN AFB
1.0. DESCRIPTION OF REQUIREMENT. The contractor shall provide management, tools, supplies, test equipment, consumables, incidentals, and site lead labor necessary to perform quarterly inspections, preventative maintenance, lubrication, and adjustment of two (2) each HydroSwing door systems on building 985 west and one (1) each Wilson bi-fold door. The requirement is for one (1) base year, and four (4) option year contract covering a five (5) year Service Support Contract plan/agreement for Quarterly Inspections & Preventative Maintenance of specified equipment for Hangar 985 east and west at Eglin AFB, FL. The contractor must be registered in SAM.gov and a products and services vendor(s) that can support the existing hangar doors and infrastructure.
1.1. OBJECTIVE. The contractor shall perform quarterly inspections & preventative maintenance covering inspection, testing, adjusting, and lubrication of the Wilson bi-fold door system and HydroSwing door systems. The contractor shall preform the inspections and preventative maintenance in accordance with commercial practices and Wilson Doors (http://wilsondoors.com) manufacturer’s specifications or suitable documentation on the bi-fold panel doors and perform inspections & preventative maintenance in accordance with HydroSwing USA (http://hydroswing-hydraulic-doors.com) manufacturer’s specifications or suitable documentation on the single panel doors. Alternate generator testing of both door systems as needed at no additional cost to ensure doors open and close in the event base power is out. Include one (1) site vulnerability assessment designed to identify current electric and hydraulic emergency door systems auto shut off protection features. The contractor shall ensure the hangar doors are in a safe and reliable operating condition until the next scheduled inspection.
1.2. Scope of Work for Wilson bi-fold Door.
1.2.1. Test the electric motor system and make any adjustments as necessary.
1.2.2. Check electric motor for smooth and proper operation.
1.2.3. Check cables for fraying or abnormalities.
1.2.4. Check and adjust chains / cables and locking mechanisms as required.
1.2.5. Check chain / cable spools, sprockets, and gears for tightness, security, and damage.
1.2.6. Inspect / Service and adjust upper hinges by greasing/lubricating all fittings as required.
1.2.7. The contractor shall provide an emergency contact number and respond to calls within 24hrs 95% of the time in the event the door system fails after inspections or maintenance for a specified warranty period not to exceed one year.
1.2.8. Additional work, repairs, or parts not covered under this SOW may be requested by the customer provided outside of the resultant contract and paid for via Government Purchase Card (GPC) to ensure hangar door is operational 98% of the time per year.
1.3. Scope of Work for HyroSwing Doors.
1.3.1. Test the computer operating system and make any adjustments as necessary.
1.3.2. Check the hydraulic fluid levels and add hydraulic fluid as necessary (SAE-10, ISO-32, or equivalent).
1.3.3. Check all hydraulic fittings for leaks or abnormalities.
1.3.4. Check and adjust pilot operated control valves.
1.3.5. Check electric motor and cooling fan for proper operation.
1.3.6. Check hydraulic rams for leaks or abnormalities.
1.3.7. Check clevis pin keepers for tightness and damage.
1.3.8. Service and adjust upper hinges by greasing/lubricating all fittings as required.
1.3.9. Service hydraulic cylinders and grease spherical bearings.
1.3.11. Test door opening and door closing safety features to ensure door STOPS in the event of a significant pressure drop / leak (- 500psi).
1.3.12. The contractor shall provide an emergency maintenance contact number and respond to calls within 24hrs 95% of the time in the event the door ram/s / actuator/s fail / leak after maintenance for a specified warranty period not to exceed one year.
1.3.13. Additional work, repairs, or parts not covered under this SOW may be requested by the customer provided outside of the resultant contract and paid for via Government Purchase Card (GPC) to ensure hangar door is operational 98% of the time per year.
2.0. PERIOD OF PERFORMANCE. This contract will support one base year plus four option years to ensure continuous safe and reliable door operations. Actual project timelines will be determined post award during the project kickoff meeting which will occur within one (1) week of the contract award. Possible conditions that will affect scheduling are active missions, holiday schedules, material availability, machining of parts, facility access, and travel conditions.
2.1. CONTRACTOR PERSONNEL.
2.1.1. Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle Passes. The contractor shall comply with all requirements and procedures IAW AFFARS 5352.242-9000, Contractor Access to Air Force Installations and other requirements stated herein. The contractor shall obtain base identification and vehicle passes, if required, for all Contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor employees are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
2.1.2. Contractor Employee List. This form shall list every employee requiring base access. Every time employees change; it shall be updated to reflect additions and/or deletions. Identify those individuals you wish to have escort authority by including the word “escort” or “E” next to their names. Limit the number of individuals designated as escorts to a reasonable number (i.e. one or two). The contractor shall provide a contract project manager to coordinate with the unit POC/Alt POC for submission of this employee list and acquiring base access.
The contractor will provide a contract project manager who shall submit the employee listing the unit POC/Alt POC no less than 3 business days prior to the performance start date and at least one day prior as changes occur.
2.1.2.1. Upon notification of the employee listing being forwarded to the Visitor Control Center (VCC), all contractor employees shall report to the VCC to complete the required documentation for base access. Contractor employees shall be required to provide two (2) forms of identification IAW paragraph 2.1.2 above. If an employee will be driving on Eglin AFB, they are required to provide a valid driver’s license, vehicle registration, and proof of insurance.
2.1.3.2. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
2.1.3.3. Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office.
2.2. PHYSICAL SECURITY. The contractor shall ensure no government owned or controlled real or personal property is damaged during any service provided under the contract. The contractor will be responsible for the repair or replacement of any government property damaged by the contractor.
2.3. CONSERVATION of UTILITIES. The contractor shall make sure employees practice energy conservation to include all government furnished utilities.
3.0. EXECUTION and DELIVERY. The contractor will work with the 28TES to finalize the inspection/scheduled maintenance time frames once the project is awarded to deconflict with the mission. The contractor will need to involve the following department personnel: Security and Facility Managers. All work performed will be done during normal business hours Monday through Friday, 0600 – 1800 local time and excludes holidays and weekends. Customer acceptance will be outlined during the project kickoff meeting post award.
4.0. CLOSEOUT. Closeout procedures include testing of completed door system / work and the delivery of documentation to the designated Government representative.
5.0. FUNCTIONS to be TESTED.
5.1. To protect government equities the Government will periodically evaluate the contractor’s performance in accordance with the Statement of Work and the contractors quality assurance plan ensuring the doors are maintained to industry standards.
5.1.1. The contractor shall use current Wilson door and HydroSwing door documentation or suitable documentation found in industry. See APPENDIX B to ensure the smooth, reliable, and safe operations of the Wilson bi-fold and HydroSwing door systems.
5.1.2. Open and close doors from stop to stop to ensure doors open and close fully.
5.1.3. For testing of HydroSwing door system drop hydraulic door pressure below manufacture or safety valve minimums (- 500psi) to ensure the door safety valve slides (locking the hydraulic fluid) and stops the door to avoid crashing down, crushing personnel, or damaging aircraft.
5.1.4. The contractor shall do a final inspection of the whole door system to include all mechanical stops, hinges, hoses, cables, pullies, wiring, hydraulics, hydraulic pump, and electric motor to ensure the system is safe to operate.
6.0. DOCUMENTATION.
6.1. The contractor will provide documentation to include the following:
6.1.1. Any copies of manuals homemade, hard, or latest internet copies for inspections and maintenance or associated equipment shall be delivered to the U.S. Government.
6.1.2. The contractor shall provide test results for both Wilson and HydorSwing door systems opening, closing, leak checks, and attached emergency devices in the case of a pressure differential.
6.1.3. Contractor shall provide maintenance & repair reports within two (2) business days 95% of the time.
6.1.4. A letter of warranty indicating the period of the warranty and items covered by the warranty.
7.0. PROJECT PERFORMANCE REQUIREMENTS.
7.1. The Government SAP Security Officer (GSSO), Facility Manager (850-882-6551) or Assistant Security Manager (ASM) (850-882-6552) will provide access to the base and the facilities for the contractor. All required contractor personnel documentation will need to be provided to security NLT one week prior to base visit for vetting and facilitated by the GSSO, Facility Manager or ASM.
7.2. If escorts are required in these facilities, they will be provided by the GSSO, Facility Manager, or ASM.
