SECTION 1
DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform Hoist and Crane
Inspection, Certification and Repair for the 796 Civil Engineer Squadron, Eglin Air Force Base, Florida.
1.1. Basic Services. The contractor shall provide all personnel, equipment, tools, materials, supervision (except as specified as Government-furnished property and services), and other items and services necessary to perform all hoist and crane inspection, certification and repair services at Eglin AFB as defined in this Performance Work Statement (PWS). Tasks shall include, but are not limited to: on-site inspections, maintenance, and tests; annual load tests; annual capacity certifications; and perform repairs as ordered by the Contracting Officer for all cranes and hoists listed in Appendix A.
1.2. Performance Period. The contractor shall perform the services in the PWS for the period of
1 October 2024 to 30 September 2025 and any option periods exercised thereafter.
1.3. Place of Performance. The contractor shall perform the services in this Performance Work
Statement at Eglin Air Force Base, Florida to include its Ranges and Sites as listed in Appendix
A.
1.4. Inspection, Maintenance and Repair of Cranes/Hoists.
1.4.1. Applicable Standards. The contractor shall inspect, test and maintain the cranes and hoists to meet the manufacturer’s specifications and recommendations, and shall adhere to all and industry standards and practices including, but not limited to the latest editions of:

B30.17 Overhead and Gantry Cranes: Top Running Bridge, Single Girder, Under-hung Hoist, SAE J159 Standard Practice for Load Moment Systems on Mobile Cranes, Guidelines of the
Crane Manufacturers Association of America (CMAA), Specification Numbers 70 and 74, NEC-
National Electric Code Article 610, NAVFAC P-307 Management of Weight Handling
Equipment issued by the Naval, Facilities Engineering Command, Navy Crane Center; and industry practice, commonly referred to as “Levels One, Two and Three” inspection. In the case of any conflict between several prevailing standards, the more stringent shall apply. In addition, the word “should” (recommended) contained in these standards and guidelines shall be interpreted
“shall” (required). Safety devices that are reasonable and reliable, but not currently installed, shall be recommended for installation.
1.4.2. Inspections/Maintenance Services. The contractor shall perform inspections, testing and maintenance on all equipment listed in Appendix A annually or as indicated. The contractor shall provide written certifications confirming the rated capacity for each crane and hoist that has been proof load tested as a deliverable IAW paragraph 1.15. Inspections and maintenance shall comply with all appropriate standards listed in paragraph 1.4.1 of this PWS for the specific type of hoist and crane being serviced.
1.4.2.1. Maintenance. The contractor, at no additional cost to the Government, shall supply consumable items such as grease, oil, hydraulic fluid, etc. and shall properly remove waste materials resulting from the contractor’s operations as per Section 4 paragraph 4.6. of this PWS.
Maintenance shall include, but is not limited to cleaning, oiling, adjusting, and replacement of small part(s). The contractor shall bear the material and labor cost, up to $100, to replace parts for all hoists and cranes listed in Appendix A. Any required repairs above $100 shall be identified in writing to the Contracting Officer/COR for approval. All maintenance work shall have at least a
90-calendar day warranty for material and workmanship and a 90-calendar day warranty for part(s). In the event the manufacturer’s warranty is greater than 90 days, then the greater warranty shall prevail.
1.4.2.2. Un-safe Conditions. During the inspection, testing, maintenance, and proof load test visit as scheduled in Appendix A, the contractor shall notify the Contracting Officer/COR by phone or in writing within one (1) duty day of any equipment deemed to be un-safe. This also includes equipment that the contractor determines repairs are required and justifiable for safety or preventive maintenance reasons. For any item listed in Appendix A, the contractor shall determine the extent of repairs required to bring the unit to a certifiable (safe) condition (to include performing diagnoses of electrical or mechanical problems) and provide a written estimate for the repairs to the Contracting Officer/COR for approval.
1.4.3. Service Ticket Reports. After each service, and IAW paragraphs 1.7. of this PWS the contractor shall prepare a service ticket. Each service ticket shall contain as a minimum: the equipment identification, problem, and corrective action plan. A copy of the service ticket shall be furnished to the COR at the end of the month as a deliverable IAW paragraph 1.15.
1.5. Scheduling. The contractor shall submit proposed monthly work schedules as required.
Schedules shall include work to be performed, location, and date and approximate time. The contractor shall submit changes or revisions to work schedules to the COR.
1.6. Interim Service. Interim service shall consist of routine and emergency calls for repair, modification, installation, or transfer and removal of equipment. The contractor shall provide the names and telephone numbers for individuals appointed as points of contact for all work requirements stated herein. Response time starts at the time of call placement. The COR authorized to place calls will be furnished to the contractor at the pre-performance conference. Response time is defined as the time required for a maintenance technician to arrive on site with the materials, tools, and test equipment necessary to either restore hoist or crane to a 100 percent fully operational condition or safe the situation for repair later if restricted by duty hours.
1.6.1. Routine Interim Service. Response time is four (4) working hours after placement of call.
When interim service calls are placed for other than repairs, alterations/upgrades, etc. the work will be scheduled by the COR. Repair of the equipment will be handled IAW the appropriate CLINs.
1.6.2. Emergency Service. An “emergency” is defined as anything, which if not remedied, could cause further damage to government property, or pose a safety threat to individuals. The contractor shall respond on site to emergency service calls for inoperative equipment to eliminate the emergency situation 24 hours per day 7 days a week, within 4 hours after notification by the COR or other authorized representative. A determination of an emergency call will be by the COR and predicated upon life safety and/or to mission requirements. Repair of the equipment will be handled IAW the appropriate CLINs.
1.7. Replacement of Parts. The contractor shall provide replacement parts in the performance of this contract as authorized by the Contracting Officer. All parts will be “new” original equipment manufacturer or equivalent. Payment for replacement parts shall be limited to the factory list price, including approved transportation expenses, less any trade discounts, rebates, allowances, and commissions. The Contracting Officer shall be notified immediately of any unusual delays expected in the attainment of parts. The contractor shall attach a copy of the factory authorized price list for all parts, related transportation receipts, and any discounts, and submit these with the monthly invoices.
1.8. Refurbishment. The potential for a unit to be refurbished may occur during the course of this contract. Such work will be requested at the Governments’ discretion after a discussion with the vendor to determine the feasibility of such refurbishment in lieu of replacement of a Hoist or Crane
Unit. All refurbishment work shall comply with the requirements herein with any repair work accomplished. The vendor will supply at the Government’s request a separate quotation of cost for consideration. All refurbishments work will be funded on a designated CLIN as authorized by the CO/COR.
1.9. New Installation (Replacement). The potential for a new Hoist and Crane installation may occur during the course of this contract. Such work will be requested at the Governments’ discretion after a discussion with the vendor to determine the best course of action upon a system failure. All new installation/replacement work shall be of “Like Type Units” and comply with the requirements herein. The vendor will supply at the Government’s request a separate quotation detailing all costs for consideration. All new installation/replacement work will be funded on a designated CLIN as authorized by the CO/COR.
1.10. Testing. Routine testing of limit switches, pendant operating buttons, and other appropriate system and element testing is part of regular inspection and maintenance. Weight certifications
(proof load testing) shall be accomplished IAW AFI 91-203 Chapter 35. Test loads shall not be less than 100% and not exceed 125% of the rated load. The contractor shall provide all personnel, materials, and equipment necessary to conduct the proof load tests, including but not limited to operators, riggers, rigging gear, portable laboratory for non-destructive examination (NDE) crack detection, and test weights. During the proof load test, improper operation or poor condition of safety devices, electrical components, mechanical equipment, and structural assemblies shall be monitored. The contractor shall immediately report observed defects that require testing to the
CO/COR and testing shall be suspended until the deficiency is corrected.
Corrections will be appropriate to the identified deficiency and addressed at the time of discovery as to who will make the corrections and when they will be made. During and immediately following each proof load test, thorough inspections shall be made IAW AFI 91- 203 and all applicable OSHA, ASME, and industry standards listed in paragraph 1.4.1. and paragraph 1.4.2..
1.10.1. Test Report and Certification Certificate. Upon completion of each inspection, maintenance, proof load test, and/or repair, the contractor shall complete and deliver a comprehensive written report of all items checked, inspected, cleaned, lubricated, measured, tested, load tested, repaired and/ or replaced as a deliverable IAW paragraph 1.15. Reports for all cranes listed in Appendix A shall utilize standard Crane Institute of America forms or an equal preventive form at no additional cost to the Government. The contractor shall submit an electronic copy to COR and one paper copy to each user. Each unit report shall identify the Item Number from Appendix A, Building Number and location, hoist/crane type and capacity, Manufacturer name, Serial Number, Reporting Company, Qualified Inspector/ Tester Name(s) and Signature(s), Work Date(s) and Report Date. The signed reports shall certify to all parties involved that the hoist is in good condition, properly labeled, and safe to operate within the rated capacity.
1.11. Labor. Labor shall be billed at the man-hour unit price(s) for services provided under the contract line item(s). Time begins when the service person reports to the authorized COR and ends when services are signed for by an authorized COR. Labor hours will be funded on a designated
CLIN as authorized by the CO/COR.
1.12. Call Log. The contractor shall provide a listing of calls that he has responded to during the month. Log shall be submitted as a deliverable IAW paragraph 1.15.
1.13. Hand Receipts. The contractor's service person shall sign a hand receipt for any equipment removed from the base. The contractor is solely liable for all equipment and is required to reimburse the Government for any damage to or loss of Government equipment.
1.14. Receiving Reports. The contractor shall provide a monthly receiving report (RR) for services rendered. RRs, along with all backup documentation, shall be submitted to the COR no later than ten (3) workdays following the month of service. Once the RR is accepted and approved, the contractor will be notified. The contractor will be responsible for submitting the RR documents via Procurement Integrated Enterprise System, My Invoice. Proper and timely submission of monthly RRs is the sole responsibility of the contractor.
1.15. Deliverables. The contractor shall provide copies (Hard copy, Disk or electronically) of all
Inspections, Load Tests and Repairs accomplished for the prior month and other records to the
COR no later than ten (3) workdays following the month of service. Reports and records must be received by the COR prior to or with the monthly receiving report as detailed in para 1.14.
1.16. Variation in Workload. Workload estimates in Appendix A are provided as a guide to the contractor in estimating manpower workload and scheduling requirements. Variations can be expected for all types of services to include special events and unscheduled services.
Variations/deviations in workload data shall not constitute grounds for a claim against the
Government.
1.17. Special Qualifications
The contractor shall ensure that personnel have at least five (5) years of experience in the Hoist and Crane maintenance trade, in accordance with (IAW) Federal and State regulatory agencies and standards listed in paragraph 1.4.1. of this PWS. The contractor’s certification shall be provided to the Contracting Officer (CO) /Contracting Officer Representative (COR) at the pre-performance meeting. The contractor shall insure all certifications remain current during the life of this contact. The contractor shall not be allowed to work on hoist and cranes without this certification.
SECTION 2
2. SERVICES SUMMARY (SS):
2.1. General. The contract service requirements are summarized in performance objectives that relate directly to mission essential items. Unless indicated elsewhere these performance objectives will be measured monthly. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. These thresholds are critical to mission success.
2.2. Performance Evaluation. Performance of a service shall be evaluated to determine whether or not it meets the performance requirements of this contract. Re-performance of unacceptable services at no additional cost is the preferred course of action when appropriate. In the case of issued Corrective Action Reports (CARs), the Contracting Officer shall take appropriate measures according to the “Inspection of Services” clause. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

7 HAZMART
The contractor shall have approval from the base Bio-Environmental
(BEE) and HAZMART sections prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that require MSDS.

8 Emergency Service
The contractor shall respond on site to emergency service calls for inoperative equipment to eliminate the emergency situation 24 hours per day 7 days a week, within 4 hours after notification by the CO/COR.

SECTION 3
3. GOVERNMENT-FURNISHED PROPERTY. The Government will not provide any facilities or storage space for the contractor’s use under this contract.
3.1. Government-Furnished Services.
3.1.1. Utilities. The Government will provide without cost the utilities for the operations of the facilities provided. These utilities include electricity, water, and sewer. While working on the sites the contractor may use existing power and water sources as supplied by the Government to facilitate completion of work. Contractor shall not waste utilities and shall turn off water faucets or valves when not in use. Any leaks or problems shall immediately be brought to the attention of the COR or the facility manager should call the Civil Engineering Customer Service (882- 2477).
3.1.2. Fire Prevention and Protection. The Government will provide fire prevention, protection, inspection, and maintenance of Government furnished fire extinguishers and systems. For assistance the contractor’s facility manager should call 882-3229 ext. 2. Eglin AFB Fire
Department telephone is 882-5856 for routine calls and 911 for emergencies ONLY.
3.1.3. Emergency Medical Service. In the event of an emergency during hours of operation, call
911. The Government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become critically ill while performing responsibilities under this contract. The contractor may also request response and transport from a local hospital. The contractor is responsible for any and all costs associated with emergency medical treatment of his employees.
3.1.4. Security Forces. The Government will provide general on-base Security Police service.
Security Forces phone extensions are 911 for emergencies and 882-2502 for routine calls.
3.2. CONTRACTOR-FURNISHED PROPERTY AND SERVICES. Except for facilities, materials, and services specifically noted in Section 3.1, the contractor shall furnish all personnel, vehicles, tools/equipment and licensing/training/certifications required to perform all contract requirements.
3.2.1. Telephone Service. The contractor shall maintain, (at their own expense) an operating business telephone at all times. The contractor shall provide a point of contact and phone number at contract start.
3.2.2. Personnel. The contractor shall furnish all clothing, Personal Protective Equipment (PPE), tools/equipment and identification badges to contractor personnel as required. All personnel requirements as stated in Section 4 shall apply.
3.3. Forms and Publications. The Contractor is responsible for obtaining and maintaining all forms and publications needed to perform the contract.
SECTION 4
4. GENERAL INFORMATION
4.1. Contractor Personnel
4.1.1 Contractor Manager. The contractor shall provide and maintain an office through which the contract manager or alternate(s) can be contacted during duty hours. Duty hours are 0645 to 1600
Monday-Friday excluding federal holidays. The contract manager or alternate(s) shall be available during duty hours to discuss issues. The contractor shall provide to the CO the names and phone numbers of contractor POCs for after duty hours including nights, weekends, and holidays. After duty hours, the contract manager or alternate(s) shall respond within two (2) hours of notice by
CO or designated Government official to discuss urgent matters. This information will be kept updated by the contractor whenever personnel changes occur. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract. The contract manager and alternate(s) must be able to read, write, speak and understand the English language.
4.1.2. Contractor Employees. The Government reserves the right to restrict the employment, under this contract, of any Contractor employee, or prospective Contractor employee who is identified as a potential threat to health, safety, security, general well being, or the operational mission of the installation and its population. Contractor personnel shall present a neat appearance.
Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.
Employee’s clothing should be clean, in good state of repair and not display any offensive language. Casual clothing such as tank tops, halter-tops, swimsuits, etc. is not acceptable. The contractor is responsible for providing clothing and badges to contract employees at his/her expense.
4.1.2.1. All personnel employed by the contractor in the performance of this contract and any representative(s) of the contractor entering the Government installation shall abide by all security regulations of the installation. The contractor shall ensure all employees to include the Project
Manager have the necessary clearance requirements for secure facilities and base access.
4.1.2.2. The contractor shall provide sufficient information to obtain favorable National Agency
Check (NAC) investigations for its employees.
4.1.2.3. Contractor Manpower Reporting Application (eCMRA)
The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via the secure data collection site
(i.e. Contract Manpower Reporting Application). The contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any http://www.ecmra.mil/ time during the FY, all data shall be reported no later than October 31 of each calendar year.
Contractors may direct questions to the above eCMRA help desk.
4.2. Hours of Operation. The contractor shall perform the services required under this contract during the following hours. The contractor is not required to perform services on Federal Holidays.
4.2.1. Normal Duty Hours. Base hours of operation are 0645 to 1600. The contractor may find it necessary to deviate from the normal duty hours of operation to ensure timely completion of work under this PWS at no additional cost to the Government.
4.2.2. Hours of Operation Other Than Normal. The contractor shall work whatever hours necessary to resolve an emergency occurring within their area of responsibility. There are numerous mission situations that may require the contractor to work other than normal duty hours.
4.2.3. Federal Holidays.

4.2.4. Performance of Services. During Crisis Declared by the National Command Authority.
IAW DFARS 237.76 and afore mentioned Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that services as identified in this
PWS are NOT essential for performance during a crisis.
4.3. Quality Control (QC)
In compliance with the contract clause entitled "Inspection of Services -- Fixed-Price", the
Contractor shall provide a Quality Control Plan that contains, as a minimum, the items listed in paragraph 4.3.1. to the contracting officer for acceptance not later than the pre-performance conference. The contracting officer will notify the Contractor of acceptance or required modifications to the plan before the contract start date. The Contractor shall make appropriate modifications and obtain acceptance of the plan by the contracting officer before the contract start date.
4.3.1. Quality Control Plan (QCP).
The Contractor shall be required to submit a QCP before contract start date. The Contractor’s quality control plan shall contain, as a minimum, the following items:
a. A description of the inspection system to cover all services. Description shall include specifics as to the areas to be inspected on a scheduled and unscheduled basis, frequency of inspections, and the title and organizational placement of the inspector(s).
b. A description of the methods to be used for identifying and preventing defects in the quality of service performed.
c. A description of how the records will be kept. Records must document all inspections and corrective or preventive actions taken.
4.3.2. 100% Inspection. The COR will review all inspection reports and load test certificates for completeness and accuracy. All repair and/or replacement work will be evaluated during and upon completion. Unsatisfactory results shall be rectified ASAP after notification from the CO/COR.
4.3.3. Customer Complaints. The COR will receive and investigate complaints. The COR shall be responsible for initially validating customer complaints. The CO shall make final determination of the validity of customer complaint(s) in cases of disagreement with the COR and the contractor.
Validated customer complaints shall be re-performed within four (4) hours of notification.
Exceeding the performance threshold for performance objectives in any one-month period may result in a warning or letter of concern from the CO. Exceeding the performance threshold for performance objectives for any two, or more consecutive or non-consecutive months during a contract period may constitute an immediate Progress Meeting with the Multi-functional Team.
All remedies will be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions -
Commercial Items, Inspection/Acceptance.
4.3.4. Periodic Progress Meetings. At the CO’s discretion, the contractor shall periodically meet with the CO and other Government personnel to discuss the contractor’s performance. The following issues may be discussed; opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and valid customer complaints against each performance objective observed and steps taken by the contractor to prevent occurrences in the future. The contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends. The minutes of these meetings will be reduced to writing, signed by the CO and any other signatures as deemed appropriate and distributed to the multi-functional team and the contractor. Should the contractor not concur with the minutes, the contractor will provide a written notification to the contracting office identifying areas of non-concurrence for resolution.
4.3.5. Government Quality Assurance
According to the Inspection of Services clause (52.246-4 Inspection of Services—Fixed-Price), the Government will evaluate the Contractor's performance under this contract. Government personnel will record all surveillance observations. When an observation indicates defective performance, the COR will require the contract manager or representative at the site to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgment that he or she has been made aware of the defective performance. Government surveillance of tasks not listed in the PWS or by methods other than those listed in the PWS (such as provided for by the Inspection of Services clause) may occur during the performance period of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions. Any action taken by the contracting officer as a result of surveillance will be according to the terms of this contract.
4.3.5.1. Quality Assurance
The Government will periodically evaluate the Contractor’s performance in accordance with the
Quality Assurance Surveillance Plan (QASP). The Government may inspect each task as completed and increase the number of quality assurance inspections if deemed appropriate because of repeated failures discovered during surveillance inspections or because of repeated customer complaints. Likewise, the Government may decrease the number of quality assurance inspections if performance dictates. The Government shall also receive and investigate complaints from customers. The Contractor shall be responsible for initially validating customer complaints; however, the Government representative shall make the final determination of the validity of customer compliant (s) in the cases of a disagreement between the Contractor and the customer.
4.3.5.2. Contracting Officer Representative (COR)
CORs are representatives of the Contracting Officer and will participate in the administration of this contract. Subsequent to contract award, the Contractor will be provided with a letter identifying the COR and setting forth their duties and authorities.
4.3.5.3. Discrepancy Notification
The COR will inform the Contractor PM (or authorized representative) when discrepancies occur and will request corrective action. The COR will make a notation of the discrepancy on their surveillance checklist with the date and time the discrepancy was noted and will request the
Contractor PM (or authorized representative) to initial the entry on the checklist.
4.3.5.4. Scope Changes
Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer and not the COR.
4.4. Schedules. The contractor shall submit an annual schedule for load test and inspection services described in PWS paragraphs 1.5. The facility manager contact list will be provided to the contractor at the pre-performance conference and updates to this list will be the responsibility of the COR.
4.5. Contractor/Employee Base Pass and Identification, Special Clearances and Vehicle
Passes. The contractor shall comply with all requirements and procedures IAW AFFAR 5352.242-
9000, Contractor Access to Air Force Installations. The contractor shall ensure all employees requiring access to the installation to include all ranges and sites have completed all requirements and obtained authorization from the contracting office. All vehicles shall be operated IAW Base traffic rules and regulations. The Government reserves the right to limit or deny access to the installation as required.
4.5.1. The contractor shall retrieve all identification media, including vehicle decals, from employees who depart for any reason before the contract expires, e.g. termination, retirement.
Vehicles are subject to inspection by the COR, Base Safety Office, and Security Forces.
4.5.2. Restricted Areas/Access. During the contract, certain areas/sites may be restricted or closed to contractor personnel. The contractor shall comply with all requirements for entry to include signing in or securing an entry badge. Certain facilities and or areas may require contractor employees to be escorted by Government personnel (includes Government contractor personnel) during the performance of their custodial duties.
4.5.3. Government and Personal Property. The contractor shall be responsible for safeguarding all
Government property to include Government-furnished property listed in Section 3. The contractor shall conduct work so that property, personnel, and work areas are protected at all times from inconvenience, damage, or injury. In the event of damage of any nature, caused by contractor operations or employees, due to improper protection, precaution, or safety measures, such damages shall be repaired or replaced by the contractor at his expense.
4.6. HAZMART. The Government (HAZMART personnel) will inventory all chemicals that the contractor brings on to Eglin Air Force Base or any property under the control of Eglin Air Force
Base. Any products that meet the criteria of “Hazardous Waste” must be bar coded and tracked until permanently removed from Government property. The inventory will be performed prior to commencement of work. Criteria for identifying hazardous waste, is contained in Subpart C of 40
CFR, Part 261.
4.6.1. Spill Response. The Contractor will be briefed on Eglin Air Force Base spill response procedures at the pre-performance conference. The Contractor is responsible to report and promptly cleanup all spills IAW paragraph 4.7.2. In the event that it is necessary to utilize
Government material, equipment or personnel to clean up a contractor caused spill, the contractor shall be required to reimburse the Government for all associated costs.
4.6.2. Notification of Environmental Spills. If the contractor spills or releases any substance contained in 40 CFR 302.4, Section 102(a), Table 302.4 into the environment, the contractor shall immediately report the incident to the Unit Environmental Coordinator (UEC) at 882-6969, and
CO or designated COR. The contractor shall have and maintain a spill kit on each vehicle large enough to contain 110% of the maximum volume of chemicals carried on that vehicle. The liability for the spill or release rests solely with the contractor. The contractor is responsible for all costs associated with clean-up and restoration including any applicable fines and/or penalties.
The Government reserves the right to initiate and complete all cleanup actions. However, the
Government’s actions will not alter or amend the contractor’s liability for site cleanup.
4.6.3. Environmental Requirement for Utilizing Recoverable Materials. The Federal Government is committed to the protection of the environment. To advance this goal at Eglin AFB, the contractor shall utilize recovered content materials to the maximum extent practicable IAW the
Environmental Protection Agency’s (EPA) Comprehensive Procurement Guidelines (CPG) located at http://www.epa.gov/cpg/products.htm and Federal Acquisition Regulation (FAR)
Clause 52.223.-4, Recovered Materials Certification.
4.6.4. Usage of Recoverable Materials. The contractor is responsible for tracking and reporting usage of applicable recovered content materials during the performance of this contract. The contractor shall comply with all requirements as stated in FAR Clause 52.223-9, Estimate of
Percentage of Recovered Material Content for EPA Designated Products.
4.7. Hazardous Material/ Waste Management. The contractor will be briefed on Eglin Air
Force Base Hazardous Material / Waste Management Plan at the pre-performance conference.
4.8. Hazardous Material Handling. The contractor shall have approval from the base Bio-
Environmental (BEE) and HAZMART sections prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that require MSDS. The contractor shall identify these materials and products on Air Force Form 3952 Chemical/Hazardous Material
Authorization Request, Process Identification Form, and Shop Disposal Form. The contractor shall provide one copy of the MSDSs for each item to BEE and HAZMART sections for review prior to any chemicals being brought onto Eglin Air Force Base. The contractor shall maintain one copy of the MSDSs for each hazardous material line item used within the work center.
The contractor shall not use products that are or contain Toxic 17 chemicals, Extremely Hazardous
Substances (EHS), Ozone Depleting Substances (ODS), and/or Persistent Bio accumulative and
Toxic (PBT) chemicals. Any hazardous material containing one of these banned substances will not be allowed on base.
4.9. Training. The contractor shall ensure all employees complete the local Air Force Hazardous
Communication, HAZMART, and hazardous waste training. The contractor shall appoint a primary and alternate HAZMART and Hazardous Waste monitor. Monitors are responsible for training all contractor personnel regarding hazardous material containers maintained within Eglin
Air force Base and complete MSDSs immediately upon receipt of new chemicals, products, or materials. The contractor shall submit MSDSs to HAZMART as required. The Contractor must also provide environmental, health, safety, security, schedules, tasks, fire prevention and conservation of utilities training to ensure employee compliance with all Federal, State and local laws or regulations.
4.10. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.

4.11. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned or privately owned vehicle while on Eglin Air Force Base.
4.12. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter
4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
4.13. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.
4.14. Physical Security. Upon entering (and exiting) a building during non-duty hours, the contractor shall secure (all) entry/exit points to prevent unauthorized personnel from removing
Government property. Contractor personnel shall only unlock the number of offices/rooms they can physically control or observe. The contractor shall be responsible for safeguarding all
Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
SECTION 5
5.0. APPENDIX. The Government will make all publications, forms, references and report formats listed available. Publications can be accessed on-line at http://www.e-publishing.af.mil/.
Supplements or amendments to listed publication from any organizational level may be issued during the life of the contract. The contractor shall immediately implement those changes in publications, which result in a decrease, or no change in the contract price. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the contractor shall submit to the CO a price proposal and obtain prior approval. Price proposals shall be submitted within 15 calendar days from the date the Contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance. Changes in the contract price due to supplements and amendments shall be considered under the FAR 52.212-4, Contract Terms and Conditions - Commercial Items clause. Failure of the contractor to submit a price proposal within 15 calendar days from the date of receipt of any change, shall entitle the
Government to performance in accordance with such change, at no increase in contract price.
