About this file

This document is a Statement of Work (SOW) for transitioning the Lenel Access Control System (ACS) at the 53rd Wing on Eglin AFB, Florida from a centralized to a decentralized/segregated system.

The key requirements are to install new standalone Lenel workstation/servers and migrate the existing 53rd Wing/AP database into each location, including buildings 60, 64, 985, and rooms 401, 500, and 503 in building 351. The contractor will install new government-furnished workstations, servers, and printers, configure the Lenel software, test the systems, provide training, and deliver closeout documentation. The overall project is expected to take 50-70 days and will be coordinated with the 53rd Wing to accommodate facility access and mission schedules. The related federal contract opportunity is a pre-solicitation for a "Standalone Lenel Badging System" for the 53rd Wing, Materiel Command Test Center.

STATEMENT OF WORK (SOW)

6 February 2024

1.0.DESCRIPTION OF REQUIREMENT. The 53rd Wing requires the Lenel Access Control

System (ACS) be transitioned from a centralized networked system located in building 351, room 503 to a de-centralized/segregated ACS with standalone terminals for each of the 53 WG SAPFs located on Eglin AFB, Florida (6 total). These will act as primary systems, on site and will have their own Lenel software administration for the access control points within their facility. The contractor install a new government purchased workstation/server and paper printers at each location. The system currently located within building 351, room 500 will not only be as the administrative control of the ACS for rooms 500 and 503 S/T but will also act as the only badge creation workstation for the entire Wing. Once created, these badges can then be enrolled in each of the other 53rd Lenel systems as needed based on access requirements. All existing facility Lenel hardware (controller locations) will be reused. Should the IP structure of the current system be required to change, access to each Lenel controller will be required for re-programming. The contractor will provide a total of ten (10) hours of training for instruction of the new 53 WG admin teams (2 hours for each system) in the use of the Lenel software. the existing 53 Wing/AP database will be copied and migrated into each of the new Lenel workstation/servers.

1.2. Objective. Installation of new workstation/servers and migration of a de-centralized ACS to support the 53 WG.

1.3. Scope.

1.3.1. Make a copy of the existing 53rd WG/AP Lenel database and migrate it into each of the new workstation/servers within buildings 60, 64, 985, and bldg. 351 rooms 401, 500 and 503.

1.3.2. Install government provided workstation/servers within buildings 60, 64, 985, and bldg.

351 rooms 401, 500 and 503.

1.3.3. Install Lenel OnGuard server software onto the new workstations installed within buildings 60, 64, 985, and bldg. 351 rooms 401, 500 and 503. This includes all required 32ES licensing.

1.3.4. Migrate the 53 WG/AP database onto all new workstations/servers installed within buildings 60, 64, 985, and bldg. 351 rooms 401, 500 and 503.

1.3.5. Remove hardware programming for buildings/rooms not associated with facility domain that workstation/server was installed.

1.3.6. Route and terminate a new Cat6 cable from each new workstation to the existing Lenel controller associated with that facilities workstation/server within buildings 60, 64, 985, and bldg. 351 rooms 401, 500 and 503.

1.3.7. Begin migration of Lenel hardware within each associated building into the new local workstation/server installed within buildings 60, 64, 985, and bldg. 351 rooms 401, 500 and 503.

1.3.8. Confirm communications between all field controllers and new workstations/servers installed within buildings 60, 64, 985, and bldg. 351 rooms 401, 500 and 503.

1.3.9. Install a new government purchased (paper) report printer at each workstation location within buildings 60, 64, 985, and bldg. 351 rooms 401, 500 and 503.

1.3.10. Test full system function in all areas of all associated buildings effected by new configuration.

1.3.11. Provide system training for all new 53 WG admin teams.

1.3.12. Provide system closeout documentation.

2.0 Period of Performance. The overall project is expected to take 50-70 days and will be dependent upon facility access and the ability migrate the 53 WG database. Actual project timelines will be determined post award during the project kickoff meeting which will occur within one (1) week of contract award. Possible conditions that will affect scheduling are active missions, facility not ready for installation, holiday schedules, material availability, facility access, and travel conditions.

3.0 Execution and Delivery. The contractor will work with the 53 WG/AP to finalize the project timeline once the project is awarded. The contractor will need to involve the following department personnel: Security and Facility Managers. All work performed will be done during normal business hours Monday through Friday, 0800 to 1700 local time and excludes holidays and weekends. Customer acceptance will be outlined during project kickoff meeting post award.

4.0 Closeout. Closeout procedures include testing of the completed work and the delivery of system documentation (if any) to the designated customer representative.

5.0 TESTING - Lenel OnGuard Head End System. Each facility/device that has been worked must be tested and approved by the designated Government representative.

5.1. Functions to be tested and desired results:

- Communication between the local server/workstations and all field controllers.

- Doors unlock and allow access when an authorized credential (card, pin, or combination of the two) is presented to the card reader.

- Events screen reports access granted with username.

- Reader beeps but remains locked when unauthorized credentials are presented.

- Events screen reports information read from unauthorized credential.

- System history reporting.

- Badge generation and printing from the local Lenel workstation/server in building 351

(room 503.

6.0. Documentation. Contractor will provide documentation which will include the following:

6.1. A test result document for each location and system that clearly shows the customer has witnessed the above noted test procedures and signed off as working.

6.2. Any copies of hardware manuals delivered with the new installed equipment.

6.3. A Letter of Warranty indicating the selected period of warranty and the items covered by the warranty.

7.1. 120vac power including outlets or hard-wired circuits. For all access control system workstations and servers.

7.2. Desk space for all local workstations.

7.3. All existing Lenel field hardware will be reused.

7.4. A copy of the existing 53 WG/AP Lenel database for each new workstation location.

7.5 Path between the first and second floor systems in building 64.

8.0. Project Performance Requirements.

8.1. The GSSO for each location must provide access to the base and the facilities for the contractor. All required contractor personnel documentation will need to be provided for security vetting upon request by the 53 WG/AP office.

8.2. If escorts are required in these facilities, they will be provided by the local GSSO.
