Questions and Answers

1. In section 2.1, you state that modernizations are not covered in the base contract. However, in section 2.5, you indicate the contractor is responsible to obtain an engineered replacement for something that is obsolete. Doesn’t that then become a modernization?

A. Modernizations, as referenced in the PWS, are synonymous with alterations and are not covered under the full maintenance service arrangement. All modernizations of existing systems are addressed in PWS paragraph 3.2 and will be performed outside of this requirement. In the event of an obsolete part, an engineered equivalent shall be used. This is not considered modernization, as referenced in the

PWS.

2. In section 2.6, proprietary software issues that require third party services – do they constitute a non-covered repair?

A. Proprietary software issues are addressed in Section 2 of the PWS titled Exclusive Services. In the event the contractor encounters issues requiring third party services, they will be addressed on a case by case basis per the PWS paragraph 2.6.

3. Will there be a site visit date?

A. A site visit will be scheduled and will be communicated by an amendment to the solicitation and posted to FBO.

4. In section 4.1, you indicate the contractor has 30 days to identify any pre-existing conditions and you will tell the contractor whether you will get it repaired or have the contractor repair and reimburse.

What rates will we use for repairs that you want the contractor to implement?

A. In the event an item needs repairs prior to the contractor taking possession, the government reserves the right to complete those repairs by any means authorized. This may be accomplished by way of the awardee or any other certified repair technician.

5. I noticed there is some older equipment, some from the 60’s, 70’s, and 80’s. Do you have a 5 year plan for upgrades?

A. There is currently no 5 year plan for upgrades in place.

6. Hydros from the 60’s. Have those units been modernized and had the piston / cylinder replaced? Or can we assume they are still single bottom cylinder?

A. No modernization has taken place.

7. In section 4.5, is the QEI certified personnel only needed for tests, and not for routine maintenance inspections?

A. No, the QEI is required for all routine maintenance/inspections along with testing.

8. In section 4.7 and 5.1.3, can the reports be sent monthly detailing maintenance and trouble shooting activities, including any trend analysis, rather than within two days of an incident?

A. On emergency trouble calls the technician has 2 days to give a written report is what these paragraphs are referring. Routine reporting is monthly.

9. In section 5.1.2, contractor responds within 4 hours of a call. If the call comes in late in the day, is the contractor required to work overtime, or can they come in the following morning?

A. Routine hours are 0600-1600 local time, routine calls that come in outside of those hours will be handled next business day.

10. In section 8.9, what buildings contain asbestos? Can we see reports?

A. We do not currently have a report identifying all buildings containing Asbestos. If the contractor believes that an area contains Asbestos, the Contracting Officer Representative (COR) should be notified so the area can be tested.

However, there can be a dramatic difference in price between a hydraulic elevator and a traction elevator. Could we propose an average traction price and an average hydro price?

A. You may submit separate pricing for the hydraulic and traction elevators, but the quantity must equal 63 and the total price per CLIN is what will be evaluated for award.
