ADDENDUM TO CLAUSE 52.212-2
52.212-2 EVALUATION--COMMERCIAL ITEMS (Oct 2014) (1). This acquisition will utilize a best value approach, in which the Government seeks to award to an offeror who provides the greatest confidence that they will meet the Government’s requirements affordably. The Best Value technique chosen for this particular acquisition will be Lowest Price Technically Acceptable (LPTA).
(2). Price/Cost Evaluation. Initially offers shall be listed according to price from lowest to highest.
(3). Technical Evaluation. Offers shall be evaluated independently of the cost/price proposal evaluation to determine the offerors compliance with the technical requirements of this solicitation. The government may make a final determination as to the rating of an offer based on the proposal as submitted without requesting any further information. Offerors proposals will be evaluated against the following factors:
1. Requirement CLIN 0001: 3000 lbs of 112 Micron Tungsten Powder Package to include shipping: FOB destination.
Specifications: High Purity, High Density, 99.9+% pure, APS 112 Microns The chemical and physical characteristics of Tungsten metal powder shall comply with the requirements specified in Table I when tested as specified therein.
(a). Factor 1: AREA OF MANUFACTURE: United States of America (b). Factor 2: Purity Tungsten - The purity of the tungsten shall be determined by direct measure. The presence of tungsten, as with other metallic components, shall be determined by the use of the x-ray fluorescence spectrometer described in the SOW 4.4.3.1.
Metallic impurities - The purity of Tungsten metal powder as well as its metal impurities shall be determined using a Bruker AXS X-Ray Fluorescence (XRF) spectrometer, or equivalent spectrometer. Metal content will be the average of three different samples. Samples of tungsten will be analyzed for impurities of Iron, Chromium, Molybdenum, Nickel and others.
Particle Size - The particle size distribution is determined using a Microtrac® dynamic light scattering particle size analyzer with a dry sample delivery controller, or equivalent. The procedures of 4.4.4.1 shall be used as guidance if an equivalent measure method is used by the manufacturer. Any equivalent method shall be approved by the procuring activity prior to use.

TECHNICAL CRITERIA
(i). ACCEPTABLE – Requirements meets evaluation criteria and minimum requirements. Proposal is acceptable.
(ii). UNACCEPTABLE – Fails to meet any one or multiple minimum requirements. If any one factor is determined to be unacceptable, this will render the entire proposal as technically unacceptable and eliminate the offeror from further consideration.
(6). If the lowest priced evaluated offer has been determined technically acceptable, that offer represents the best value for the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. If the lowest priced offeror is not technically acceptable, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to have a technically acceptable.
(7). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offerors initial offer should contain the offerors best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
