STATEMENT OF WORK
FOR
MAINTENANCE OF WEST HANGAR DOORS BUILDING 985 EGLIN AFB

STATEMENT OF WORK
FOR
MAINTENANCE OF WEST HANGAR DOORS
BUILDING 985 EGLIN AFB
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to maintain and service the west hangar doors at building 985 on Eglin AFB in a manner that will ensure continuous and safe operation.
1.1. MAINTENANCE SERVICES. The contractor shall perform four quarterly inspections of two 45’ x 25’ aircraft hangar doors.
1.1.1. The contractor shall perform preventive maintenance during each quarterly inspection to ensure reliable and continuous safe operation. The maintenance work shall be in accordance with commercial practices and HydroSwing USA (http://hydroswing-hydraulic-doors.com) manufacturer’s specifications on Single Panel Doors, and shall be intended to maintain the hangar doors in safe and reliable operating condition until the next scheduled maintenance.
1.1.2. The contractor shall prepare and submit a written report within two-business days of the quarterly inspection. The report shall identify each hangar door, the location (west or east), maintenance work performed, repairs needed, date of inspection, name of inspector, and overall condition of the hangar door. If repairs require work considered over and above routine maintenance work, the contractor shall notify the facility manager and security manager for appropriate decision and action.
1.1.3. The contractor shall prepare and submit a quote for any repairs that require work considered over and above the routine maintenance work within 72 hours of identifying the repair.
1.2. WORK REQUIREMENTS
1.2.1. At a minimum the contractor shall:
1.2.1.1. Test the computer operated system and make any adjustments as necessary
1.2.1.2. Check the hydraulic fluid levels and add hydraulic fluid as necessary (SAE-10, ISO-32, or equivalent)
1.2.1.3 Check all hydraulic fittings for leaks or abnormalities
1.2.1.4. Check and adjust pilot operated control valves
1.2.1.5. Check electric motor and cooling fan for proper operation
1.2.1.6. Check hydraulic rams for leaks or abnormalities
1.2.1.7. Check clevis pin keepers for tightness and damage, and replace if necessary.
1.2.1.8. Service and adjust upper hinges by greasing all fitting and replacing bushings as necessary

Service hydraulic cylinders, grease spherical bearings
1.2.1.10. Troubleshoot any system malfunctions, this will not include the replacement cost of any broken parts or components.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. NONE
4. GENERAL INFORMATION.
4.1. QUALITY CONTROL. The contractor shall develop and implement procedures to identify and prevent defective services from recurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified in paragraph 2, Service Delivery Summary. The government evaluator must have a specific quality control inspector to notify in case of customer complaints.
4.2. QUALITY ASSURANCE. The Government will periodically evaluate the contractor’s performance in accordance with the Statement of Work.
4.3. GOVERNMENT REMEDIES. The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items (May 1997), for contractor’s failure to correct nonconforming services.
4.4. HOURS OF OPERATION. Facility normal duty hours are Monday – Friday 0600-1800. Maintenance visits must be coordinated with Building 985 Facility Manager (850-882-6551) or Site Security Manager (850-882-6552).
4.5. SECURITY REQUIREMENTS. The contractor will provide 96 CS/SCXP a visit request letter one week prior to arrival for Base access. Local policy requires background checks be performed on all personnel needing access for official business. Details about the visit request letter can be provided by 96 CS/SCXP. Escort or Base Pass will be provided by the Facility Manager of Building 985. The contractors must be a United States citizen in order to meet facility security requirements to gain access to Building 985, any questions can be directed to the Site Security Manager (850-882-6552).
4.6. SPECIAL GUIDELINES. The contractor shall comply with UCF 3-260-01 guidelines and constrictions where applicable. In the event that a crane is necessary, the contractor shall coordinate with the customer 7 days in advance.
