Description/Specifications/Statement of Work

Requirements Turnkey dual Chemisorption and Physiorption Analyzer System to include hardware and software options necessary to perform Temperature - Programmed Desorption + Reduction + Oxidation analysis.

Technical Requirements for Chemisorption Physiorption Analyzer

1. The AFRL/RWF has a purchase requirement for a turnkey dual Chemisorption and Physisorption analyzer system. The delivered system shall include all hardware and software components (except gases) necessary to perform Temperature-Programmed Desorption + Reduction + Oxidation analysis.

As a minimum the system shall include the following:

a. System shall be of the Thermal Conductivity Detector (TCD) type. The TCD shall be temperature controlled and insulated to afford low noise, low drift and high signal to noise ratio. The TCD should be capable of having the range and sensitivity adjusted. The signal output should be 0-10 volts with X1 or X10 gain and a resolution of 0.1 mV. (Please include filament material options and costs with quote).

b. Shall include a removable furnace capable of sustained operation at 1100C and compatible with both oxidizing and reducing atmospheres. The furnace system shall include furnaces for both standard pulse chemisorption and TPD/TPR analysis. The furnace controller shall allow programmable linear temperature ramps from 0.5C to 50C per minute. The system shall be capable of controlling the sample temperature between 25C and 1100C.

c. Shall include at least two sample ports in parallel and two high temperature quartz sample tubes. The sample temperature should be monitored in-situ by inert clad thermocouples. Self-sealing sample cell holders are preferred.

d. Shall include syringe injection capability to perform dose sizing. Automatic injection loop capability is also desirable.

e. Shall include at least one consumables spares kit with one additional quartz sample tube, O-rings, filters, etc.

f. Shall include integrated sample cooling. This can be accomplished using either fan forced air or plumbed house air/nitrogen. Sample cooling should be capable of cooling samples from max temperature down to 40C in approximately 30-40 minutes for high throughput analysis.

g. Shall include at least five gas inlets (at least one preparation gas and four carrier gases). Automatic gas switching is preferred. A system that is capable of performing titrations for metal area and dispersion measurements through the use of automatic injector and gas switching is highly desired. A system capable of variable gas flow rate control is not required but preferred.

h. Shall include the following semi-conductor grade, stainless steel diaphragm, dual-stage regulators;

(ii) price.

Technical and price, whem combined, are equal.

ADDENDUM TO FAR 52.212-2 - EVALUATION - COMMERCIAL ITEMS (OCT 2014)

*** THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE PHYSICALLY REMOVED FROM

THE RESULTATNT AWARD. ***

1. Methodology. This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) approach, in which, the Government intends to award to an offeror with a technically acceptable quote at the lowest overall total evaluated price.

The LPTA approach does not permit tradeoffs between price/cost and past performance, and will include an evaluation for technical acceptability.

2. Relative Importance. The Government's evaluation will be based on the following factors and sub-factors:

a. Factor 1 - Price

b. Factor 2 - Technical Acceptability Price and Technical are equal when evaluated.

3. Offers which are unrealistic in terms of technical acceptability or price may be rejected at any time during the evaluation process. The Government reserves the right to make an award without discussions; however, discussions may be conducted with all, some, or none of the offerors. Offerors may be required to participate in telephone discussions at AFTC Installation Contracting Division/PZIOAD, 308 West D Av. Eglin AFB, FL 32542.

4. The Government intends to award a Firm-Fixed Price (FFP) Contract as a result of this solicitation.

5. Offerors are cautioned to follow the detailed instructions in the Addendum to 52.212-1 and Addendum to 52.212-2 fully, as the Government reserves the right to make an award based on initial offers received, without discussion of such offers.

a. Price Evaluation. The first (1st) step will be evaluating prices and listing all responsive offers by price from lowest to highest. Offeror's prices submitted in the Offer Schedule will be evaluated for completeness and fair and reasonableness. All offerors will be evaluated based on price and placed in order from lowest to highest price. To determine the lowest price, the total proposed price for CLIN 0001 will be used.

b. Technical Evaluation. Offers shall be evaluated independently of the cost/price quote evaluation to determine the offerors' compliance with the technical requirements of this solicitation. The Government may make a final determination as to the rating of an offer based on the quote as submitted without requesting any further information. The technical factor will receive an overall rating of either "Acceptable" or " Unacceptable" using the rating description in Table 1 below. The Government's technical evaluation team shall evaluate the technical quote on a pass/fail basis, assigning one of the ratings described below for any sub-factor. Any sub factor evaluated as "Unacceptable" will render the entire quote "Unacceptable"; therefore, un-awardable. Only those quotes determined to be technically "Acceptable", either initially or as a result of discussions, will be considered for award. However, the offeror is cautioned that the Government reserves the right to award this effort based on the initial quote, as received, without discussion. Evaluators shall assign a rating, which fails within one of the following ranges according to the degree to which the offeror meets the minimum requirements described below in Table 1.

Table 1. Technical Ratings

Rating Description

ACCEPTABLE Quote meets the requirements of the solicitation. The offeror's documentation clearly demonstrates their capability and understanding of all aspects of performance in accordance with the product specifications.

UNACCEPTABLE Quote does not meet the requirements of the solicitation. The offeror's documentation does not clearly demonstrate their capability and understanding of all aspects of performance in accordance with the product specifications.

A system that is capable of performing titrations for metal area and dispersion measurements through the use of automatic injector and gas switching is highly desired. A system capable of variable gas flow rate control is not required but preferred.

h. Shall include the following semi-conductor grade, stainless steel diaphragm, dual-stage regulators; (1 CGA-320 at 30psig for Carbon Dioxide, 1 CGA-540 at 30 psig for Oxygen, 1 CGA-350 at 30 psig for Hydrogen, and 1 CGA-350 at 30 psig for Carbon Monoxide). Each regulator shall include proper sized Swagelok fitting and tubing for connection to the Instrument.

(Hookup for House nitrogen or argon will be supplied by the user). The hydrogen regulator should include a hydrogen safety device (excess flow valve).
