Requesting a 440-07A Caterpillar backhoe with a carriage fork attachment, and hammer attachment.

Section C: Justification for Soliciting from a Single Source or Brand Name

The USAF 441 VSCOS is the approval authority for the Air Force for the purchase of all vehicles. The letter approving this purchase is attached to this Form 9 package. Caterpillar only has one division that is authorized to sell to the government; Caterpillar Defense and Federal Product is the only authorized dealer for this backhoe to the government. An extensive search was made to find similar products that met our needs. None were found. Caterpillar is the only brand that has the carriage fork attachment that allows the front bucket to come off and the carriage fork to attach making this a fork lift without having the bucket attached. Other brands have forks that attach over the bucket making it very cumbersome for us to complete our mission. The Hammer attachment allows us to chisel away concrete targets to retrieve embedded test objects.

USAF 441 VSCOS has determined that the Caterpillar 440 is the most suitable vehicle to meet our mission requirements.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

We will continue to be on the lookout for other manufacturers of backhoes with the features required in the future.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
