Section B: Description of the Supplies/Services Required

The 513th EWS requires the purchase of the following services: Procurement of two (2) CompactRIO controller Core Processing Units (CPUs) (Part #: cRIO-9066 National Instruments 783169-01) and two (2) DIN-Rail mounting kits (Part #: National Instruments 779018-01) chassis for the on site Liquid Cooling Unit (LCU) system and Labview software development at vendor site to ensure compatible integration into the existing 513th LCU system. Installation of the new cRIO chassis and CPUs into existing LCU system control panels, followed by performance of Buyer's Acceptance Testing on site at the 513th EWS laboratories.

The 513th EWS test laboratories require an upgrade to their Liquid Cooling Unit (LCU) system to protect unique test equipment and aircraft parts values at over $300M. The original CompactRIO (cRIO) controllers and chassis used in the system are the end of life and unable to support software upgrades necessary to allow the LCU to meet current and future cooling requirements.

These capabilities are a must to satisfy the customer requirements. The LCU system constitutes an integral part of the Joint Striker (JSF) United States Reprogramming Laboratory (USRL) architecture modernization plan that supports current missions and future growth of F35 reprogramming support services for Eglin AFB.

Section C: Justification for Soliciting from a Single Source or Brand Name

The USRL requires an upgrade of the POA Mx Chiller. This unique equipment was designed, built and installed by Innoventor for the USRL using the specific specifications provided by the government during the initial purchase. Innoventor sold the drawings, software and specifications to Butler America, LLC. The rights were transferred to the current vendor, McDonald Construction Service - a subsidiary of Butler America, LLC. Due to the proprietary nature of this system, McDonald Construction Service is the only vendor capable of providing the desired upgrade service without substantial duplication of cost which is not recoverable through open competition as well as unacceptable delays in fulfilling its requirements. The use of this vendor is essential to the government requirements, thereby precluding consideration of another company.

Section D: Efforts to Obtain Competition

The customer made inquires to different vendors, including the usual Air Force supply channels. The customer also conducted market research in GSA Advantage for other similar product schedule holders. In addition, they made an extensive search of the Internet revealing no other sources capable of meeting any of the requirements.. BEMCO Inc. and LYTRON companies were considered with a similar products that did not meet technical requirements. McDonald Construction Service is the only vendor with the unique qualifications required to provide timely and proficient support for the Liquid Cooling Units.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 513 EWS actively surveys the market place and reviews data and catalogs to preclude the necessity for sole source acquisitions. The 513 EWS will continue to monitor the industry through perusal of trade journals, technical symposiums and contact with industry representatives. Any future requirements will be researched and if other vendors meeting the requirements are identified then a competitive acquisition for the requirement will be considered. However, due to the proprietary nature of the PAO chiller, this in not possible at this time.
