| # | CONTRACTOR QUESTONS | REF | GOVERNMENT ANSWERS | REF |
In Section L, page 31, paragraph 2.1.4.1 instruction is given to submit…..”one additional copy of Volume I, Technical Proposal (sanitized with CAGE code only). Does sanitizing include the entire volume with no reference to Offeror’s name? Please clarify the intent of this instruction. | Sec L para 2.1.4.1 | It should be one copy of the technical proposal with one sanitized copy. |
In several paragraphs of Section L, on pages 31-36, reference is made to the number of copies for each of the volumes to be presented. Please confirm that the following is correct: Orig. + One Copy - Volume I – Technical Proposal
Orig. Only - Volume II (a) – Past Performance Orig. + One Copy - Sanitized w/CAGE code only Volume II (b) – Signed Teaming Agreement Orig. + One Copy - Volume III – Cost/Price Proposal & Contractor Responsibility
| Sec L pgs 31-36 | Same as above | ||
One more clarification.....please confirm what’s meant by a “sanitized” copy. I’m accustomed to ensuring sanitized documents for State Dept.’s OBO, but unsure how we need to “sanitize” our submission. | Sanitized means no company letter head, logos etc. |
What date and time is the proposal due? The FBO page states one thing and the solicitation states another. | Friday, 24 August 2018 by 2pm Central Standard Time (CST) |
Is the excel pricing file a mandatory item in an FFP acquisition? The file does not allow for changes in the application of overhead, etc. There are items that could be burdened by overhead and others that would only be burdened by a material handling rate. | Yes. The 50 Div Cost Estimate document is required to be filled out and turned in with the proposal. Calculate % of GENERAL CONTRACT OFFICE OVERHEAD (Office Expenses) |
The acquisition specification calls out “stainless steel” cable trays. Is this mandatory? The industry standard (COTS material) is galvanized steel. | Cable trays are to be provided as specified on the design drawings. |
Is all work detailed in the drawing package to be executed by the contractor or are there elements of the drawing package (electrical) that is being done by others? There is very little detail listed coving electrical work in the provided SOW. | All work is to be executed by the contractor. |
Will the Gov. be extending the due date upon the release of the answers to the questions submitted by industry? Two weeks would be suggested. | No. Answering the questions will not impact the due date for proposals. |
Please confirm we are to design and construct the tower in accordance with ANSI/TIA-222-h. | New towers will be designed and constructed IAW sheet S001 General notes, Specialty Engineering Notes, Foundation Design and Structural Steel. |
Please supply the Risk Category and Topographical Category. | See Sheet S001 for new tower design requirements. |
Can we delete Specification Section 05 12 00, paragraphs 3.6.1.1, 3.6.1.2, 3.6.2.1, 3.6.2.2, 3.6.3.1, 3.6.3.2, 3.6.3.3, 3.6.4 and replace them with the inspections and testing recommended by ANSI/TIA-222-h Annex O? The inspections that occur high up on the towers would be safer. | Testing must be accomplished by the appropriate and applicable codes and standards. If such standard conflicts with specified requirements. Notify Contracting Officer for approval. |
Can we delete Specification Section 05 12 00, paragraph 1.3 and replace it with erection crews experienced in the erection of tower and members of the National Association of Tower Erectors? Tower crews are not typically certified by AISC, and this change will avoid us having to use building erectors to erect a tower. This too would enhance safety. | Yes. Towers should be erected by crews certified by National Association of Tower Erectors. Contractor shall provide copies of certifications to the Contracting Officer. |
Have geotechnical investigations (soil borings) been made to determine soil bearing capacity and settlement related information for the soil type at the Site, in order to design the main tower footing, deadmen, cable racks, and miscellaneous structures around the towers? | Please see Foundation Design Note #1, Sheet S-001. Foundations provided are fully designed |
Will the National Standard for the design of Communication Towers be used, i.e ANSI/TIA-222-6, or any European Standards for construction? | New towers will be designed and constructed IAW sheet S001 General notes, Specialty Engineering Notes, Foundation Design and Structural Steel. |
Will the main tower columns be solid steel as sometimes seen on other tall communications towers? | Please see Specialty Engineering Notes 9 and 10, sheet S001. The towers are to be designed by a specialty engineer. |
Will the guy wire loads from the tower vendor be furnished to the structural engineers designing the deadmen? | The tower vendor is to be selected by the GC. The foundations (deadmen) shown on the drawings are fully designed. Also, please see General Note #9, sheet S-001. |
