Limited Sources Justification and Approval (J&A)

March 2018 Page 2 of 3

I. Contracting Activity.

The Contracting Activity is the Contracting Division, AFTC/PZIO, Eglin AFB, FL 32542.

This is a Limited Sources Justification using a brand name requirement.

II. Nature and/or description of the action being processed.

This is a new order. This acquisition is considered other contracting and will be a firm fixed price award.

III. Description of supplies/services required to meet agency needs.

The 68 EWS requires an Analog Signal Generator Part Number N5193A manufactured by Keysight Technologies with the following options: RF output range of 0.010 - 20 GHz, capable of producing the following types of modulation on pulse [AM, FM, Phase modulation, LF output and wideband chirp, capable of a 180ns PDW update rate in normal/list mode or a 370ns latency rate in fast CW mode.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to few than required in FAR 8.405-1 or 8.405-2.

FAR 8.405-6(b)(1), The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

Keysight UXG is the only commercially available Radio Frequency (RF) simulator to automatically produce simulations from Next Generation Electronic Warfare Integrated Reprogramming System [Database] (NGES) data using the NEWEG format.

The Keysight UXG is the only RF Simulator with an Opana Output Adaptor. Other RF simulators do not have the output adaptor to meet our requirement to automatically produce simulations from the next generation database utilizing the NEWEG format. The 53d EWG needs to develop NEWEG compatible simulations to test MD on tight timelines with limited manpower/resources, compare automatically produced simulations to existing 53d EWG simulations in other formats, and share a library with other DoD customers. Our engineering staff is responsible for meeting the deadlines established by our Foreign Military Sales and US MD customers, and by not being able to automatically produce simulations (significant time savings over legacy methods), we run the risk of not meeting these deadlines.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

This is a firm fixed price award that will be competed on FBO to maximize competition. Market conditions and previous contract actions show that the prices are fair and reasonable. Based upon competition and market research the contracting officer has determined it is in the best interest of the government, price and other factors considered.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

68 EWS understands the importance of competition and the value to the government and the growth of industry. Although we require a specific piece of equipment, our market research indicated that two small and one large business can be found in the marketplace that offer this piece of equipment, thus providing a competitive environment that will provide the best value to the government while assisting the growth of potential companies.

VII. Other facts supporting the justification.

The 68 EWS can only accept the Keysight UXG due to compatibility of existing equipment. Because the Keysight UXG is the

Limited Sources Justification and Approval (J&A)

March 2018 Page 3 of 3 only RF Simulator currently available with an Opana Output Adaptor, our requirement is for the Keysight UXG. Other simulators can produce signals but we cannot meet our need to automatically produce simulations from the next gen database utilizing the NEWEG format using any other simulator other than the Keysight UXG. Other simulators would require NRE costs to produce an Opana Output Adaptor.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

68 EWS will continue to survey the market to see if new products come on the market that will meet our needs while maintaining the integrity of our ongoing test mission.

IX. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

X. Certification by the technical/requirements personnel.

As evidenced by my (our) signature(s) above, I (we) certify that any supporting data contained herein, which is my (our) responsibility, is both accurate and complete.
