FY18 Comprehensive HVAC Service
STATEMENT OF WORK
16th and 36th Electronic Warfare Squadron (EWS) Date: 13 March 2018
1. GENERAL:
a. The 16th and 36th EWS test laboratories require an ambient temperature below 70 degrees and a humidity level between 40-60 percent to operate. Otherwise unique test equipment and aircraft parts valued at over $252M would overheat causing catastrophic damage. The Comprehensive Service Program (CSP) is intended to ensure the 16th and 36th EWS can perform the mission as directed by AFI 10-703, Electronic Warfare Integrated Reprogramming. Additionally, it would also ensure the 16th and 36th EWS has the ability to directly support operational mission data testing, on-going special programs, and war fighters engaged in combat.
b. This Agreement will commence on April 1, 2018 and shall continue through September 30, 2018 if both parties agree to the following terms. The CSP will include quarterly inspections. Contractor must have a minimum of two (2) Liebert & Trane certified technicians who can respond to service calls within a 2-hour time period. Training certificates must be verifiable, current, and valid. The pricing for this contract will be as follows: Period 1: 1 April 2018 - 30 September 2018; Period 2: 1 October 2018 – 30 September 2019; Period 3: 1 October 2019 – 30 September 2020; Period 4: 1 October 2020 – 30 September 2021.
c. The 16th and 36th EWS shall allow only CONTRACTOR designated personnel to perform the scope of work included in the CSP. The 16th and 36th EWS shall allow access to areas and permit CONTRACTOR to start and stop the equipment as mutually scheduled. All planned work under the CSP will be performed during CONTRACTOR normal working hours unless specifically stated otherwise herein.
d. The CSP price is based upon the system(s) covered being in a maintainable condition. If the CONTRACTOR’S first inspection indicates repairs are required, an estimate will be prepared for the 16th and 36th EWS’s approval. Should the 16th and 36th EWS elect not to have repairs done at that time, CONTRACTOR may request removal of the unsatisfactory equipment from the CSP and have the price adjusted.
e. This Agreement does not cover repairs or replacement of items normally non-maintainable such as main power serviced, electrical conduit, wiring, heat exchangers, cabinets, storage tanks, tube bundles, ductwork, piping, coils, boiler shell, and structural supports. CONTRACTOR is not required to move or modify in any way the building structure or any part thereof in order to carry out the CSP.
f. CONTRACTOR is not responsible for design of the system, obsolescence, safety tests directed or required by any agency, company, person or organization, removal and reinstallation of valve bodies and dampers, repair or replacement necessitated by freezing weather, inadequate electrical power or failure, burned-out main or branch fuses, low water pressure, selection of domestic hot water temperatures, vandalism, misuse or abuse of the system(s), negligence of the 16th and 36th EWS or others, requirements of governmental, regulatory or insurance agencies, or other causes beyond CONTRACTOR control unless specifically stated otherwise herein.
2. LOCATION:
Work sites are at 401 W. Choctawhatchee Ave (Bldg 68), 1358 Wizard Way (1358), 510 Cortese Road (Bldg
510) and/or Range Sites A30/A31, Eglin AFB, FL 32542.
3. CSP REQUIREMENTS:
Under the CSP the CONTRACTOR will provide the following services for the 16th and 36th EWS system(s)/equipment listed in the Mechanical System(s) Inventory.

• Mechanical System(s) Operational Analysis
Travel and jobsite labor including vehicle and living expenses necessary to test existing operation and performance characteristics of the equipment. Inspections in the form of non-destructive testing, vibration & noise monitoring, chemical analysis as well as routing visual inspections will be performed to ensure that the system(s) are in proper operating condition and to identify any potential system(s) failures. The following inspections typify these services as applicable:

• Mechanical System(s) Predictive & Preventative Maintenance
Travel and jobsite labor including vehicle expenses to perform predictive and preventative maintenance as described herein. These services are essential to insure efficient operating conditions and extended equipment life. Preventive maintenance working in tandem with Predictive Maintenance is performed to detect early signs of deteriorating performance and to predict potential system(s) failures. These services diagnose and solve equipment problems often before they occur. Preventive Maintenance is performed on an ongoing basis and is scheduled with little or no equipment downtime with its primary objective aimed at system(s) durability, reliability, efficiency and safety. As customized for the 16th and 36th EWS system(s), the following tasks typify these services as applicable:

• Mechanical System(s) Corrective Maintenance:
Travel and jobsite labor including vehicle and living expenses necessary to perform corrective maintenance for the system(s) is included in the cost of the program. Professional corrective maintenance includes repairing or removing and replacing broken, worn and doubtful components of the system(s) to allow the system(s) to continue to operate at their most efficient levels. The following services are provided when required:
Parts, Components & Materials
The CONTRACTOR will repair or replace worn or failed components and parts covered under this agreement necessary to keep the system(s) in efficient operating condition at no additional expense to the16th and 36th EWS.
All parts, materials, devices, components and equipment furnished under this agreement shall meet and/or exceed the quality and specifications in accordance with acceptable industry standards. In addition, all replacement parts furnished will be of like or current design to minimize system(s) depreciation and obsolescence. Also included in the cost of the program are all required consumable maintenance supplies such as lubricants, coil cleaning solutions, chemicals, rags and oils.
Repair and Replacement Labor
This program includes labor and all associated costs for diagnosis, repair and replacement of parts and components as required assuring reliable system(s) operation without compromise, at no additional expense to the 16th and 36th EWS.
Emergency Service
The primary design of this program along with all aspects of every activity performed is to minimize the incidence of emergency situations. However, when these situations occur, regular and overtime labor and vehicle cost to provide on-call service 24 hours per day, 7 days per week, 52 weeks per year including holidays at no additional expense is included for the 16th and 36th EWS to minimize downtime and inconvenience.
• Program Administration
The CONTRACTOR will be responsible to administer, monitor and update all aspects of the services provided under this agreement. A complete set of documentation will be implemented including computerized maintenance task schedules, inventory records, and all other documentation required for establishing operating trends and further corrective measures.
Detailed Service and/or Maintenance Reports will be left with the 16th and 36th EWS after every service visit. The CONTRATOR will act on the 16th and 36th EWS’s behalf to provide any documentation the EPA may require from the 16th and 36th EWS regarding the compliance to the Clean Air Act.
