STATEMENT OF WORK
96 MDSS/SGSD – Pharmacy Phase II, Eglin AFB, FL
27 Aug 2018
1.0 DESCRIPTION OF SERVICES: The Contractor shall furnish the necessary personnel, material, equipment, transportation and services to move in new furniture, assemble, and installation. The contractor will also dispose of all packaging material that accompanies shipment. Contractor shall keep in effect all necessary permits, licenses, and insurance.
2.0 BACKGROUND. The specialized pharmacy casework will be installed within the Hospital
Pharmacy in Building 2825, 307 Boatner Rd, Eglin Air Force Base, Florida 32542. Currently there is no designated classroom space or modular casework solution in place. The overall design area will encompass the designated overall space of 51' 6"L x 15' 9" W, within the administrative area of the Hospital Pharmacy. The current furniture will have to be cleared and removed to ensure installation of the specialized pharmacy casework to create the Pharmacy Phase II classroom and meet mandatory course curriculum objective requirements.
Additionally the design will reintegrate the administrative and support functions’ office space to create a seamless transition to the new training mission and limit displacement to current operations.
2.1 Pharmacy Phase II site at Eglin was activated November 2017 and authorized in early 2018 by AFMC/SG, in response to the site deactivation of the Pharmacy Phase II site at Lackland Air Force Base on December 2015. Site assessments concluded that Eglin was the appropriate platform to support the educational and real-world training necessary for student development and course enrichment (inpatient and outpatient operations with diverse exposure to different pharmaceutical therapy and treatment due to specialty clinics).
2.2 Procurement of the Phase II classroom’s casework will be maximally utilized to accommodate completion of mandatory didactic and simulation course curriculum instruction. The instruction portion of the training mandates 33 hours of lecture, in addition to accomplishing a 127 hour course with 4 hands-on blocks, 21 objectives and 17 progress checks, associated with outpatient pharmacy, compounding sterile products, controlled substance operations & management, and non-sterile compounding; totaling 160 training hours.
2.3 The Phase II classroom is not office furniture, as it has to be specialized pharmaceutical-grade classroom casework. As the hands-on portion (objectives, tasks, and progress checks) of the Department of Defense Pharmacy Training Program, will actually be utilized to engage in real world patient care, as well as simulate real-world Air Force working environments in accordance with United States Pharmacopoeia 795 and United States

Pharmacopoeia 797 federal regulations. The course curriculum, in this area, will have instructors demonstrate and students perform the occupational tasks such as compound moderate – complex non-sterile products, manipulation of medium – high risk compounded sterile products, and simulate and/or real-world outpatient scripts, filling and dispensing medications. As such, the casework...etc. would need to withstand up to our cleaning and sterilizing protocols, as well as occupational ergonomic standards.
3.0 SPECIFIC REQUIREMENTS FOR CASEWORK:
3.1 CASEWORK AND FABRIC GRADE. Casework must be specialized pharmaceutical-grade construction, in which the work surfaces shall be constructed of smooth, nonporous, impervious materials, so that they are easily cleaned and disinfected. Storage shelving, counters, and cabinets shall be smooth, impervious, free from cracks and crevices, non-shedding, cleanable, and disinfectable. Their number, design, and manner of installation shall promote effective cleaning and disinfection. The surfaces shall be resistant to damage by disinfectant, corrosive or flammable agents. Color, fabrics, and finished will be selected after award.
3.1.1 Casework faux/modular walls for classroom construction will be built to the dimensions 36’ 3”L x 15’ 9”W. The casework faux/modular walls for classroom must route electrical and communication ports from direct power to faux/modular walls outlets/ports. Additionally, the casework must be thick enough or padded with sound-soak materials/technology to provide a sound barrier even with faux/modular wall being 18” from established ceiling height (see 2.1.1.2 for panels NRC & STC rating request).
3.1.1.1 Book shelves re-purposed as faux/modular walls will not meet the intent of creating a classroom environment with faux/modular walls thick enough or padded with sound-soak materials/technology to provide a sound barrier to establish a quiet environment, free of distractions, which is conducive to learning (see 2.1.1.2 Panels).
3.1.1.2 PANELS. Panels should be no taller than 18” from the height of the ceiling and fire suppression system. Panels will have a smooth finish.
Powered panels should have two duplex outlets per panel for panels 30” wide and wider. Powered panels should have one duplex outlet for each 24” panel. Power to panels should be prewired for ease and expeditious installation. The acoustical rating of .70 NRC or better (35 STC preferred but not required) is desired to reduce the STC 35(loud speech audible but not understood). Modular data and communications capabilities are required for phones and networked computers utilized in classroom environment. Power must be sufficient to support electrical power required for workstation lighting, phone, network cabling, desktop peripherals and electronic devices.

3.1.2 Two offices will be built within the casework faux/modular walls for classroom with one office (1) that has the dimensions of 9’ 6” L x 7’ 9”W and the other office
(2) that has dimensions 9’ 6” L x 7’ 6”W. The creation of these offices within the casework faux/modular walls for the classroom must also have the ability to route electrical and communication ports from direct power to faux/modular walls, must be thick enough or padded with sound-soak materials/technology to provide a sound barrier even with faux/modular wall being 18” from established ceiling height (See
2.1.1.2 Panels).
3.1.2.1 The doors to the 2 classroom offices will be constructed with sliding barn doors that have textured acrylic inlay. The barn doors will optimize the limited available space in office and not impact classroom space with the required footprint for a swing arm-standard door. The barn doors will face the inside of the classroom and the textured acrylic inlay will allow for view of the activity within the office.
3.1.2.2 Casework in these offices will need to be specialized pharmaceutical-grade construction as needed for Specialized Individual Assistance (SIA), remedial training, or progress check make-up (see 2.1 Casework and Fabric Grade for requirements).
3.1.3 Displacement of the Administrative workspaces (Flight Administrative Assistant &
6 outpatient operations leadership & clinical support functions workspaces) will be replaced with complimentary furnishings to the specialized pharmacy construction for seamless transition and aesthetics. Materials used in these specified areas should be of equal to or better than pharmaceutical grade but must be at a minimum high pressured laminate.
3.2 WORKSTATIONS. The workstations will have to meet required specifications as listed below per location:
3.2.1 DRAWING/DESIGN. The contractor shall use the attached drawing for design and proposal purposes.
3.2.2 CLASSROOM WORKSTATIONS. There needs to be 6 workstations in the classroom. The workstations in the classroom should be 6’ L x 2.5” W, of which the work surfaces shall be constructed of smooth, nonporous, impervious materials, so that they are easily cleaned and disinfected. Counters shall be smooth, impervious, free from cracks and crevices, nonshedding, cleanable, and disinfectable; their number, design, and manner of installation shall promote effective cleaning and disinfection. The surfaces shall be resistant to damage by disinfectant, corrosive or flammable agents. Nesting tables, on wheels required. The workstations must have ergonomic design with adjustable height. Tables must have ability to place
S O W : P h a r m a c y P h a s e I I C a s e w o r k | 4 computer workstations and have cable management solutions. If possible, offer a way to store and lock mobile stations (ie. Laptops) in a flip-down manner.
3.2.2.1 Podium – standing height required for briefing ((with power and communication cable accessible/integrated))

3.2.2.4 Double-Door Double-lock security narcotic cabinet at a minimum 22” W x
8” D x 30” H
3.2.2.5 Horizontal Laminar Flow Hood at minimum 49”W x 34” D x 49 ½” H with accessories (stainless steel stand, stand casters)
3.2.3 CLASSROOM OFFICE (1) & (2). The workstation in the classroom office (1) &
(2) should be an L-Shaped desk with the desk being on the opposite faux/modular wall than the barn-door opens. The operator of the desk will be facing out toward the inside of the classroom. The workstation should provide for cable management and electrical power. The L-shaped desk must be sized so that Length x Width also allows for two chairs (counseling/visitors/SIA) to be placed in the office as well.
Desk with metal or bulletin backsplash, 1- lockable lateral file/file drawer, 1-overhead flipping & locking compartment, and 1- 5-shelf with lower locking cabinet bookcase.
3.2.3.1 Classroom Offices (1) & (2) work surfaces shall be constructed of smooth, nonporous, impervious materials, so that they are easily cleaned and disinfected. Counters shall be smooth, impervious, free from cracks and crevices, non-shedding, cleanable, and disinfectable; their number, design, and manner of installation shall promote effective cleaning and disinfection. The surfaces shall be resistant to damage by disinfectant, corrosive or flammable agents.
3.2.4 FLIGHT ADMINISTRATION ASSISTANT WORKSTATION. The
workstation in the Flight Administrative Assistant area should be an L-Shaped desk.
The operator of the desk will be facing out toward the back end of the classroom.

The workstation should provide for cable management and electrical power. The L-shaped desk must be sized so that Length x Width x Depth of the desk allows for egress and entry to space between the faux/modular walls of the classroom and established pharmacy walls. Desk should have a metal or bulletin backsplash, 7 lockable lateral file/file drawers and 4-overhead flipping, lockable compartments.

3.2.5 SUPPORT FUNCTIONS’ ADMINISTRATIVE WORKSTATIONS. The 6
workstations should provide for cable management and electrical power. 6 cubicle matrix sizes cannot be less than 11’x 11’ for personnel with openings of not less than 3’ for egress. (See 2.1.3)
3.2.5.1 Each cubicle requires 2-overhead storage compartments with flipping doors, locking mechanisms (per cubicle – 2 cubicles per side x 3 rows = 6 total workstations). Task lights are required under each storage compartment. Desk should have metal or bulletin backsplash. Color matched resin end supports are desired.
3.2.5.2 Pedestals will be metal, fully locking, 22” high with full depth drawers for legal or letter filing. Pedestals used to support worktops must be weight bearing certified.
3.3 OFFICE AND CUBICLE CHAIRS. Office and cubicle chairs shall be ergonomically adjustable rollaway chairs, mesh high back with fabric cushion seats, adjustable height and wide arms, built in lumbar support, adjustable seat pan. Total 9 Office chairs.
3.3.1 Guest chairs require four-legged, cushioned seats. Guest chairs total 4. Color of chairs will be selected after award.
3.3.2 Classroom chairs require rolling coasters and ergonomic. Classroom chairs total
30. Color of chairs will be selected after award. Nesting chairs on wheels required.
4.0 TEAR DOWN/INSTALLATION. Take down of current cubicles, removal and disposal of existing workstations. Delivery & Installation of new classroom faux/modular walls, classroom workstations, workstation and guest chairs, and administrative workspaces (Flight Administrative Assistant & six outpatient operations leadership & clinical support functions workspaces).
5.0 CONTRACTOR QUALITY ASSURANCE: The Contractor shall be responsible for the quality of all completed work. The Contractor shall also ensure that furniture has been inspected for durability, material defects, and physical operational checks of office furniture will be completed. The contractor will be responsible for safeguarding government property.

6.0 GENERAL INFORMATION:
6.1 HOURS OF PERFORMANCE. The normal working duty hours are 7:30 a.m to 4:30 p.m., Monday through Friday excluding Federal Holidays.
6.2 CONTRACTOR RESPONSIBILITIES: The contractor will coordinate with either contracting officer, contract administrator, and/or requirement point of contact to schedule installation within 5 days after date of contract award and within 5 days after delivery of furniture. The contractor will provide a renovation schedule. Any damages to office furnishings or machines incurred due to work executed herein shall be repaired or replaced by the contractor at no additional cost to the government.
6.3 CONTRACTOR CONSENT TO BACKGROUND CHECKS: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by the National Crime Information Center (NCI). NCI checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to NCI background checks. Contractor and subcontractor personnel who do not consent to a NCI check will be denied access to the installation. Completion of a successful NCI check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas.
6.4 COMPENSATION: The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause (see AFFARS 5352.242-9000, Contractor Access to Air Force Installations). Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
6.5 CONTRACTOR EMPLOYEES: Contractor personnel shall present a neat appearance and be easily identified as contractor employees. The contractor shall obtain base identification and vehicle passes for all employees who perform work on Eglin AFB.
Contractor personnel are required to wear or prominently display installation identification while visiting or performing work on the installation. The contractor shall not employ persons for work on this contract identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Each employee will be easily identified by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges that contain the company name and employee names.
6.6 SECURITY REQUIREMENTS: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the

Government installation, shall abide by all security regulations of the installation. The contractor shall obtain the following pass and identification items for each employee as required (see AFFARS 5352.242-9000, Contractor Access to Air Force Installations). The contractor shall be provided all forms required for U.S. Government documents; the contractor shall complete and submit said forms in accordance with established DOD and Air Force directives, and shall ensure employees possess the documentation described in paragraph 6.5 and 6.8.
6.7 RANDOM SEARCHES: Contractor personnel are subject to random personal and vehicle searches. If the contractor’s personnel refuse to be searched, they will be denied entry to the base. Denial of entry to personnel who refuse to be searched, or detention of personnel found to be in possession of contraband, may result in loss of base driving privileges, debarment from the base, or other administrative action.
6.8 VEHICLES AND PASSES: Each vehicle must have a vehicle pass. The application for a vehicle pass must be accompanied by the state vehicle registration and proof of insurance.
Vehicle passes must remain with the vehicle for which issued. Entrance to the base must be through the North Gate. Contractor vehicles are subject to search prior to entering and exiting the base and while on the base. Further, the vehicles and equipment may be escorted during exercise operations and may be rendered immobile when not in operation by the removal of ignition keys or by other readily reversible means.
6.9 ELECTRICAL. All electrical will be in accordance with the National Electrical Code. All electrical requirements and additional electrical (power requirements) will be provided by the contractor.
6.9.1 ELECTRICAL INSPECTION. The contractor will schedule an electrical inspection with Eglin Civil Engineering to inspect all newly installed electrical switches, devices, plug-ins, etc. before final acceptance and payment of project.
7.0 SITE VISIT: Contractors may schedule a site visit with the contract administrator prior to the solicitation close date.
8.0 UTILITIES. Contractor is responsible for any modifications/additions to all utilities such as plumbing and HVAC fire suppression, if required, to include but not limited to all parts, material and labor.
