Section B: Description of the Supplies/Services Required

The 7th Special Forces Group (Airborne) is looking to award a non-personnel services contract to provide scheduled and unscheduled maintenance of the S2 Netbox Access Control (AC) system, supporting multiple buildings on the 7th SFG(A) compound. The AC system is a security measure used in order to grant access to authorized personnel through the use of security identification cards and badges; it is used to control personnel movement into, and movement within restricted areas. These standards and procedures are established to safeguard facilities against espionage, sabotage, damage, and theft. Personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services are needed to perform repairs and upgrades outlined in the attached Statement of Work.

Section C: Justification for Soliciting from a Single Source

Simplex Grinnell originally installed the Access Control system along with the infrastructure needed to support these systems. Simplex Grinnell is a subsidiary of Tyco International, which has merged with Johnson Controls, a global multi-industrial company. The brand identity has transitioned to Johnson Controls.

The system uses a manufacturer proprietary software program, for which the installation and maintenance license is now held and maintained by Johnson Controls. The basic program allows password protected field editing by factory trained personnel, who are the authorized holder of the software license. The introduction of a different company outside of the merger to service these systems would diminish current standardization and could potentially detract from network stability, which could impact the security of the compound.

Section D: Efforts to Obtain Competition

No competition could or will be obtained due to the proprietary characteristics of the used software. However, we will seek consideration from other vendors in the case of an Access Control overhaul.

Section E: Steps to Preclude Future Single Source Awards

7th SFG(A) will continue to search for different vendors who can provide these services. However, is was concluded that Simplex Grinnell was the only vendor in the area with qualified technicians who could ensure interoperability between the system components, and provide an on-hand redundant pool of equipment in the event of any component failures. Due to the brand merger, Johnson Controls is noted as the qualified source.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
