EGLIN AIR FORCE BASE Feb 2018

PERFORMANCE WORK STATEMENT

FY17 AERIAL Application of Dimilin 2L on Eglin and Duke Field Airfields.

PESTICIDE

1.0 DESCRIPTION OF SERVICES

The contract is for helicopter application of Dimilin 2L insect Growth Regulator Aqueous Flowable (EPA# 400-461) for the control of the grasshopper population on Eglin Air Force Base (AFB) and Eglin Aux-3 (Duke Field). The Contractor shall perform all work and furnish all personnel, supervision, materials, equipment, and transportation to apply Dimilin 2L in compliance with the EPA Pesticide Label, Florida State Law, and RCS: 15- 518, Section 18.0 Remarks” and applicable guidance provided in “RCS 06-475 “Long-term Vegetation Control”. The work shall be accomplished in accordance with (IAW) the Contractor’s accepted bid package; the requirements in this contract; the best industry standards; pesticide labels; federal and state laws; Air Force Instructions, DOD Instructions (DODI); Eglin Air Force Base (AFB) policies, including a policy that requires aerial treatments to be scheduled in advance as missions; and Eglin AFB environmental documents. Aerial application shall be accomplished by helicopter only, using differential GPS (Geographic Positioning System).

Close communication with the Quality Assurance Personnel (QAP) is required so they may consult with biologists when needed. Variations must be agreed upon by the QAP.

The Contractor shall comply with direction from the government regarding military installation requirements and site-specific requirements.

This work shall be accomplished between the second and third grasshopper instar state; estimated annually between 1 March and 1 May. Grasshopper surveys conducted by a qualified wildlife biologist will dictate the specified treatment date.

1.1 APPLICATION OBJECTIVES

The objective of this project is to reduce grasshopper populations as a food source for foraging birds at Eglin AFB and Duke Field. A reduction of grasshoppers is expected to correlate to a significant decrease of avian presence near aircraft operations.

1.1.4 Application Area

The application area is approximately 1,600 acres. Application will occur in alternating “spray on” and “spray off” swaths so only 50% of the vegetation receives chemical.

These areas are located within Class D airspace at Eglin AFB (KVPS) and Duke Fields (KEGI). Application areas include the infield portions along runways and taxiways with the exception for areas identified as “Darter Stream Buffer Zones”.

PWS FY10 Aerial Herbicide RCW Cluster 1003B

3/28/2017 3:42 PM

The application areas are predominantly of level grade with minimal trees and brush scattered throughout the treatment area. The perimeter of both airfields have densely populated tree lines, with above ground power lines in the vicinity of the proposed operational areas. The Government will provide Geographic Information System (GIS) electronic files to the Contractor to delineate the area to be treated and treatment boundaries.

1.2 CONTRACTOR AERIAL APPLICATION REQUIREMENTS

1.2.1 Aerial Applicator License and Certification

All Aerial Applicators shall hold a current Florida Commercial Use Pesticide Applicator’s license and Aerial category; the alternate requirement is that all applicators hold DoD Aerial Applicator certification. A copy of the license shall be submitted with the bid evaluation package. All aerial applicators will document current Aerial Spray Pesticide Applicator license/certificate in the Air Force Integrated Pest Management Information System (IPMIS) at https://web.ipmis-helpdesk.org/.

1.2.2 Experience in Aerial Application

1.2.3 Differential GPS for Aerial Application

The Contractor’s Aerial Applicator aircraft shall be equipped with differential GPS capable of using the Air Force’s ArcView Geographic Information System (GIS) electronic files. The subject GIS files shall be used to determine treatment boundaries;

the aircraft GPS shall be used to determine aerial pesticide application boundaries, location, pattern, and rate. The Contractor shall provide the name and contact information for the Contractor’s GPS and GIS coordinator with the bid package, and shall work with the Air Force to ensure compatibility (projection and coordinate system) of the electronic files with the aircraft GPS. This coordination shall be within seven calendar days of acceptance of bid.

After treatment, the electronic files generated by the Applicator during treatment will be provided to the Air Force for integration with Air Force files.

1.2.4 Application Device

Aerial Application equipment will comply with the Pesticide Label to minimize drift.

Equipment must be calibrated to distribute the appropriate rate of Dimilin at droplets of 150-220 microns.
