Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: AFTZ/PZIOA Eglin AFB, FL Purchase Request/ Identification Number:

F1T0DC8136A102

Project/Program Name: Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The subject requirement is for retrofit components to upgrade two Telescopic Mobile Antenna Trailers owned and utilized by the Datalink Test Facility (DTF) at Eglin AFB, Fl. The new components include a Trailer Chassis kit, an upgrade the "A" Frame trailer to a galvanized "Gooseneck" tongue, and a replacement grounding system. (See Section "C" for detailed list of kits and components.)

Previous purchased towers on contract FA2823-14-P-0087 and FA2823-16-P-0034

Section C: Justification for Soliciting from a Single Source

The trailers and their components are proprietary to Aluma Towers Corporation. While there are other companies that can build trailers and trailer components, Aluma Tower already has a proven design to conform with the existing towers. If the were to solicit alternate sources for the retrofit kits, those sources would require labor and travel to inspect, measure, design, build and adequately test their design before the can purchase components. There is risk in doing this, because the Aluma Tower trailers are proprietary designs and the will not be able to forward dimensional or raw material information without Aluma Towers Corp authorization, and retrofitting their trailers with components from other vendors would most likely void any remaining manufacturer warranty.

Replacement cost of the antenna tower is approximately . The following is a description of the repair and upgrade kit components:

Section D: Efforts to Obtain Competition

Single Source Justification (Simplified Acquisition)

Upgrade to previously purchased Aluma Tower trailers. Market research shows there are alternate sources of manufacture for similar equipment , but none of the alternate sources would not be able to fabricate and deliver the requested components without access to Aluma Towers proprietary data. Ant alternate source would be required to reverse engineer the components, and qualify the replacement product. This would cost the government time, extra man hours to engineer and test, and additional procurement expenses. There is inherent risk in reverse engineering this product, and as stated earlier, using an alternate source would void any remaining warranty on the previously purchased telescopic antenna trailers.

Section E: Steps to Preclude Future Single Source Awards

There are additional sources that manufacture military grade, telescopic antenna trailers, and these sources can be identified using sites such like Google, Bing, Yahoo and GSA Advantage. Since this effort is for repairs and upgrades to previously purchased trailers, the will go direct to the OEM of the trailers for this requirement. For future requirements, if there is a requirement for any new telescopic antenna trailers, it is the intention of the to solicit multiple sources to obtain effective competition at that time.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
