Single Source Justification (Simplified Acquisition)
Page 1 of 2Updated: 9 Jun 16
Section A: General Contract Information
Contracting Activity: Gooch & Housego
Project/Program Name: Yearly Calibration/InSb and InGas (Germanium) detectors
Purchase Request/Identification Number: F1T0DA8113A101
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Under the contract, Gooch & Housego will provide Yearly calibration to the 782d Test Squadron (782 TS):
(a) OL 750-HSD-360C LN2 cooled InSb detector with support module
(b) OL 750-HSD-330C Germanium detector with support module
(c) Estimated shipping via UPS Ground
Total Cost
Section C: Justification for Soliciting from a Single Source or Brand Name
The reference detectors Insb and InGas works with the Monochromator which is the Seekers and Sensors Test Flight's (782 TS/ RNWIA) primary spectral response measurement . They determine that the system/radiometers/imagers are within the wavelength range. Possibly replace the IR band pass filter if it falls outside the wavelength desired and requires the original manufacturer (OM), Gooch & Housego (Orlando), to evaluate, repair and calibrate the system. Without calibration, RNWIA cannot provide precision signature measurement services to its customers. Based on RNWIA's market research, the services specified in (B) are not commercially available as the equipment is proprietary to Gooch & Housego (Orlando). An award to another source is not feasible because no other source has the proprietary knowledge necessary to perform the services required by RNWIA. Accordingly, Gooch & Housego (Orlando) is the only firm capable of providing the services described above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.
Section D: Efforts to Obtain Competition
Market research conducted for this acquisition included both Google and GSA Advantage searches to determine if there was an authorized reseller of Gooch & Housego (Orlando) spectroradiometric repair services. The Government was unable to identify resellers of Gooch & Housego (Orlando) repair services.
The Government chose not to use technical data packages, specifications, statements of work, or full and open competition as the Government does not possess Internal Control Documents (ICDs) and technical drawings necessary to contract the repair services requested to another vendor. Purchase of ICDs and technical drawings for repair of the 750-HSD-360 LN2 and OL 750- HSD-330C are not available to the Government.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
This office will continue monitoring the industry through trade journals, technical symposia, and contact with industry representatives should a future need arise. Any future requirements will be researched thoroughly. If a product meeting the technical requirements is identified, a competitive acquisition for the requirement will definitely be considered.
