/D-RAPCON/Performance Work Statement (PWS)
1. Strain Gauge Instrumentation Description and D-RAPCON Equipment:
The strain gauge instrumentation will be performed on the Easat RADAR antenna located at McKinley labs test chamber, at Eglin AFB, FL. Installation, system specific configuration, testing, and calibration of sensors will take place on the EASAT antenna, and will include instrumentation on the following (but not limited too):
a) Antenna Dish on the front and back, as well as on specialized clamping devices
b) Support structure to include pedestal and weight bearing legs (shown in appendix A)
2. Instrumentation Requirement:
a) Preparation, Installation, and calibration of both uniaxial and rosette stain gauges (~30 total), in addition to the following materials:
i. (15) EA-06-031RB-120 3-element rosette strain gages. Brand name or equal (but must insure minimum 3% strain range, resistance and overall gauge dimensions).
ii. (13) EA-06-031CE-350 uniaxial strain gages. Brand name or equal (but must insure minimum 3% strain range, resistance and overall gauge dimensions).
i. (5000’) 3-cond Vinyl coated.
ii. Rental/use of System 7000, or similar system that meets the same capabilities as the
StrainSmart Data Acquisition System 7000, with capability to record data for 80 channels. These capabilities include: Stable, accurate, low-noise signal conditioning, measurement accuracy of +/- 0.05%, Measurement resolution 0.5 microstrain, Individual input cards for strain gage and strain-gage based transducers, thermocouples, sensors with high-level voltage outputs, and LVDTs, Electronically selectable- built-in bridge completion for 120-, 350-, and 1000-ohm strain gages, virtually unlimited number of channels in increments of 8 channels, maximum scan rate of 2048 samples per second, self-calibration traceable to NIST standard, simultaneous sampling with anti-aliasing filter and analog-to-digital conversion for each channel, selectable digital filtering of measurement signals, high-speed Ethernet network interface, and remote utility to include capability for acquiring data without connection to a computer.
b) Strain Gauges: Strain gauges measuring stress on the system during McKinley Lab Wind testing.
Due to the specialized composite materials that the antenna is made out of, in addition to the support structure, the strain gauges need to be calibrated and tested to ensure accurate readings are measured.
c) Rod Load Cell Instrumentation: Provide, preparation, and Installation of six (6) 5K rod end load cells.
d) After testing, the D-RAPCON antenna will be de-instrumented, and the contractor will perform a visual inspection and do additional cleaning, if necessary to reach areas containing any specialized adhesive materials.
e) Hours of operation will be in agreement with McKinley labs, currently 0700 – 1500.
f) Cost will include personnel labor, per diem, setup/teardown of instrumentation, testing and calibration, and data system collection setup/use, project documentation, meetings, cleanup and disposal.
g) Billing: Costs will be based on a daily rate and billed only for actual days used. Currently, it is anticipated that there will be 3 days for instrumentation/installation, 3-4 days for testing, and 1- 2 day for removal/tear down.
h) Personnel: Professional and field personnel engaged in work are trained in accordance with current OSHA regulations and wearing required protective equipment. Work will be performed in accordance with applicable federal, state and local regulations in effect.
i) Disposal: All removed instrumentation and data collection equipment will be packaged and disposed of by the contractor.
j) Test stipulation: The notional test dates may change depending on government purchased parts, operational system or availability of McKinley lab. Test will be rescheduled if these are not met.
3. Test Preparation and checkout Requirement:
Meeting requirements:
• 1 test planning meeting should be scheduled prior to test to review site layout, planning and schedule
• 1 test review meeting to discuss the output of the instrumentation as well as collect the raw data
Checkout Requirements:
• Independent verification of this requirement will be accomplished using the methods listed below.
o Review of gauge calibration/strain test results o Analysis of wind test data o Visual inspection and verification of strain gauge setup in accordance with appendix A
• Project Documentation to be provided:
o Certificate of Liability Insurance, prior to start o Calibration/Strain testing results/summary o Data Collection Data Results, as generated from the data collection system for all instrumentation, described in section 2 above.
• After Test meeting complete, as requested by Government.
Notional Schedule:
• Wind Test: 9 -16 Feb 2018 (8 days estimated)
4. Period of Performance (POP):
• Due to mission requirements and unforeseeable circumstances it is hard to pin-point exact testing days; 3 days for instrumentation/installation, 3-4 days for testing, and 1-2 day for removal/tear down will occur sometime between 01 February 2018 and 31 July 2018. The Government will notify the contractor within 5 days of needing testing support.
5. Classified Storage and Work Area Requirements: None
6. Test Description:
Installation, instrumentation, and data collection of the D-RAPCON antenna before and during the McKinley wind test. This is required to correctly instrument the gauges to the system, in order to support government specialists in analysis and modeling efforts for the continued use of the system for DT testing as well as verify the system is meeting high wind requirements
