Single Source Justification (Simplified Acquisition)
20 Apr 2017 Page 1 of 1
Section A: General Contract Information
Contracting Activity: AFTC/PZIOA-D
Project/Program Name: PAO Coolant Manifold
Purchase Request/Identification Number: F1TTAP7137A001
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The 53rd Wing has a requirement for a fluid distribution flow control panel to be used for proper operation of multiple line repleacable units (LRUs) off one chiller system.
Section C: Justification for Soliciting from a Single Source or Brand Name
A custom built distribution manifold is required to insure proper performance of multiple LRUs due to the need for varying fluid flow rate requirements. Additionally, the manifold must be compatible with the current liquid cooling system. Interoperability of this manifold must be guaranteed. While other vendors are capable of providing a similar manifold, only one vendor can guarantee its performance in-line with the current cooling system. Mydax, Inc. is the only know vendor able to provide this manifold and guarantee compatibility with the existing system.
Section D: Efforts to Obtain Competition
Market research was conducted by the customer and the contracting office. Multiple vendors were contacted and confirmed their ability to produce the desired manifold, and inability to guarantee performance in the current system. None, with the exception of Mydax, Inc. can provide a guarantee of compatibility with the existing system.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Further research can be conducted to monitor the market and identify future authorized vendors that may be able to provide current requirement while guaranteeing compatibility with the existing system.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
