Single Source Justification (Simplified Acquisition)
SAF/AQCP Template | 1 May 2014 Page 1 of 2
Section A: General Contract Information
Contracting Activity: AFTC/PZIOA Purchase Request/ Identification Number:
Project/Program Name: Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Brand Name: Aeros Inc. (1) Aerostat Envelope, 12m3, 13'Lx9'Wx5'H w/ Helium Fill Hose, A12, $4,200.00 ea.; (1) Winch & Tether (500'), A12-GE-006, $1,600.00 ea.; (1) Ground Power System (12VDC/120VAC input), A12-GE-002, $2,200.00 ea.; (1) Wind Sensing Payload, AirMar 220WX, A12-PL-011, $6,500.00 ea.; (1) Ground Receiving Station, Wireless (USB output), $2,900 ea.; and (1) Packaging & Shipping (FOB-Origin), $1,600.00 ea. Total cost estimate is $19,000.00.
Section C: Justification for Soliciting from a Single Source requires wind speed and direction telemetry from a weather station hovering up to 300 feet from the ground.
The weather station is required to have sensing capabilities to detect true north or magnetic north.
Aeros Inc. is the only company to able integrate a wireless solution, using the AirMar 220WX Weather Station, needed to meet mission requirements.
Aeros Inc. will integrate the AirMar 220WX with their 12m3, 13'Lx9'Wx5'H Aerostat. Currently they are the only small Aerostat company capable of providing a wireless solution. If the AirMar 220WX weather station is not integrated wirelessly then a 300'-500' foot cable must be attached which creates the need for a much larger and more expensive Aerostat to lift the additional 50-100 lbs of cabling.
Section D: Efforts to Obtain Competition
Similar Aerostat products were researched by Chief of Instrumentation & Engineering. Products manufactured by Skydoc, Aerostat, and Vaisala Inc. were not capable of providing a wireless solution or the data required.
Section E: Steps to Preclude Future Single Source Awards
If this requirement is requested in the future, research for other vendors/sources will be conducted as was the case in finding suitable equipment.
