Section B: Description of the Supplies/Services Required

This requirement is for acquiring technical solutions that will reuse $150K in government owned telemetry modules and the purchase of additional modules. These modules are needed to build 3 each independent B-2 telemetry support processing checkout units (LS-84-EC).

-LS-84-EC - Portable economy chassis telemetry processing system w/ LDPS application for the setup, monitoring of hardware and the processing, archive, display, and playback of the TM data. Qty.: 3.

-EC-SYSTEST - ATP on reconfigured system after customer owned/tested PCI cards have been installed/ Qty.: 3.

-LS-40-DB20 - Bit sync daughtercard, mounts on he LS-50-P.; this is a factory refurb card. Qty.: 1.

-LS-50-P - PCI multi-function decom, first generation; factory refurb card w/ 1 yr. warranty. Qty.: 1.

Note: Lumistar, Inc. will fabricate a custom IO panel for the EC chassis to be compatible with these PCI card functions.

Section C: Justification for Soliciting from a Single Source

The Lumistar Telemetry Processing Checkout Units (LS-84-EC) are the only vendor source capable of integrating on-hand telemetry modules into the portable checkout tool. This proven tool is in use by B-2 Developmental flight test Instrumentation Engineering, Edwards AFB, CA. Having the same available tools on Whiteman AFB for Operational Flight Test is critical-- providing technicians with turn-key capability to assess avionics systems under flight test conditions prior to take-off. Without this capability, the risk of aborting a multi-million dollar mission increases. Lumistar, Inc., is not on GSA, however they may have associate agreements for sales using other companies. These other companies cannot meet this requirement as this is a custom order. This order combines customer supplied components and refurbished government supplied components. Supplying existing government components and having them refurbished by Lumistar, Inc., equals a cost savings of approximately

Section D: Efforts to Obtain Competition

Subject matter experts have studied/explored industry via conferences, held site visits to B-2 developmental test facilities and searched for technical solutions online. This purchase proves to be best value along with proven reliability and full technical support. There is no company that can repackage this capability into the same form factor that has provided reliable utilities for ongoing Developmental Training. Any future requirements will be researched and if a product meeting the requirements is identified then a competitive acquisition for the requirement will be considered.

Section E: Steps to Preclude Future Single Source Awards

This is a one time purchase; there are no expectations of duplicating this capability within the next 10 years.

The B-1 Flight Test community is very small, sharing resources among developmental and operational testing units. The unique equipment required for flight tests is mission essential in developmental testing. Operational Tests and Developmental Tests are crucial processes needed to support the testing and maturing of special aerospace support equipment. By utilizing the same capabilities project success is guaranteed, schedule is maintained, and cost is reduced.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
