Single Source Justification (Simplified Acquisition)
Section A: General Contract Information

Section B: Description of the Supplies/Services Required
Purchase of two Tekmicro Gemini-V6A VME/VPX FPGA boards, part No 700-00118-113, with one 12-bit 3.6 GSPS ADC, one 12-bit 4.0 GSPS DAC, three SX475T-2C FPGAs and 5GB DDR3 + 72 Mb QDR II memory. Total price is (reference quote TEK20160608-718, 15 June 2016).
These items are to be used by AFRL/RWWG in the RF chamber Kinetic Kill Vehicle Hardware-in-the-Loop (KHILS) facility to support an ongoing RF simulator development program.
Section C: Justification for Soliciting from a Single Source
These FPGA boards will be used in a new RF simulator system that is being built in the KHILS RF chamber. These FPGA boards are the main processing element in the system that generates the RF signals in the chamber and as such are crucial to its operation. This system needs to be hardware and software compatible with the existing Gemini-V6a board already installed in the prototype RF simulator in KHILS as well as with the new RF simulator in a sister facility at the GWEF (96 Test Wing), which also uses the Tekmicro FPGA boards. AFRL/RWWG, and the 96 Test Wing already have a significant investment in this hardware architecture. Much of the software for these boards has already been designed and represents is a sizable AF investment. Using another vendor’s product would require a substantial redesign of the RF Simulator and a major rewrite of the software which would be prohibitively expensive and not ensure compatibility between the new and existing equipment.
Section D: Efforts to Obtain Competition
AFRL/RWWG, has exhaustively researched the VME/VPX based FPGA processing board market through technical literature, buyer’s guides, catalogs, web searches and communication with vendors. A similar FPGA board from Bittware was evaluated but the serial interfaces between FPGAs could not support the high-speed synchronized data transfers required for this application. Another comparable FPGA board from Mercury Computer Systems was evaluated but also used serial links between FPGAs instead of large parallel links which ultimately limited its consideration for this application. The high-speed parallel data bandwidth requirement cannot be compromised since it is required to support the instantaneous bandwidth of the waveforms used in testing the wideband UUTs in the HITL simulator. The Tekmicro board has the parallel links and is currently the only known product available on the market which meets our requirements for FPGA density, data bandwidth, ADC and DAC bandwidth and memory size. It also meets the requirements for compatibility with existing/future laboratory hardware and commonality with existing 96Test Wing and AFRL/RWWG developed software.
Section E: Steps to Preclude Future Single Source Awards
AFRL/RWWG will continue its in-depth research and market surveys of VME/VPX based FPGA processing boards in order to identify other potential sources and preclude the necessity for future acquisitions of the same hardware.
