Questions & Answers #2 (2 March 2015)

FA2823-15-R-3004

33 FW Dining Facility

1. Can you clarify what is meant by “Predecessor Company?” in Section 8.) g.) v.) “Predecessor Companies – If any of the contracts submitted were performed by a predecessor company submit documentation that shows a legal tie between the companies. References submitted without this documentation will not be evaluated.”

Answer: In general terms, when a company merges or is acquired and it takes on the name of the acquirer, or changes its name, the old company is the predecessor. For example, ABC Corp is acquired by XYZ Corp and as a result the new company name becomes A-Z Corp, the old company, ABC Corp, is the predecessor.

2. In the paragraph for Base Passes for Site Visit”, are we required to complete and email the Memorandum and the CAB affidavit? The forms were NOT attached to the solicitations as the paragraph states. Please provide these forms so we can submit them for site visit.

Answer: These forms will be made available and posted to the Federal Business Opportunities website.

3. Instructions for attachment 5 state: “Of the five (5) total past performance references allowed, submit no more than two (2) Performance Information Fact Sheets for references that are current, recent and relevant that demonstrate key personnel, major subcontractors, teaming and/or joint venture partners’ (if any) ability to perform the services as specified in the PWS.

References of this type in excess of two (2) will not be read or evaluated and will be removed from the proposal.” Does this mean that we can submit only 2 pages max per reference or 2 pages total for all references?

Answer: You may submit up to five (5) total references, but you cannot submit more than two (2) references for key personnel, major subcontractors, teaming and/or joint venture partners.

4. For Price Proposal in Volume I, are we required to submit Attachment 4 only or the Section SF 1449 Continuation Sheet (aka Section B) as well?

Answer: Offerors are not required to enter any pricing information on the SF 1449. All pricing is to be entered into the MS Excel file (Attachment 4).

5. What is transition time period (i.e. 15 days, 30 days, etc.)?

Answer: Paragraph 1.16 of Attachment 1 has been revised to state a 15-day transition. See Attachment 1, PWS Revision 1, dated 2 March 2015. See Amendment 0002

6. The page limitation for the Technical Volume is 35 pages total for 5 subfactors. Our team’s Quality Control Plan alone is around 60 pages long. In order to correctly address and explain in detail, would you allow for an increase of the page limitation?

Answer: The page limit has been increased to no more than ten (10) pages. See Amendment

Answer: The PWS references have been corrected. See revised PWS. Attachment 1, PWS Revision 1, dated 2 March 2015. See Amendment 0002

8. Does a partnership agreement between a prime contractor and subcontractor need to be submitted?
