THIS POSTING INCORPORATES ALL QUESTIONS RECEIVED BY 16 JAN 2014
EVM Software/Maintenance Questions NOTE: The Government responses are provided for informational purposes only. Any responses below shall NOT change the requirements as spelled out in RFQ FA2816-14-T-0001, unless issued via an Amendment to the Solicitation via Standard Form 30.
1. This is solicited as an EVM software Requirement, but it appears from the SOW that the solution will primarily handle data that is collected from your source environment in a PM/EVM/RM tool such as MS Project or Primavera. That data will then be transformed within the COTS Solution to produce the information outputs such as CDRLs, Other Reports, and dashboards
Section 1.3.1 of the SOW mentions converting all existing SMC contract/programs from Winsight, Excel, XML records into the new software tool.
It also appears that there is an expectation of a development effort and an 8570 compliant development team since the solicitation refers to a contract manager, personnel qualifications and parking.
Question: 1. Please confirm whether SMC is looking for a Pre-existing Project Integration and Analysis Software Program that is capable of satisfying the EVM requirements in the RFQ or if an 8570 qualified Development team is expected to take a COTS product such as MS Sequel Server or Share Point and develop the solution using a language such as MS.net.
GOVERNMENT RESPONSE: SMC is looking for a Pre-existing COTS software product that is capable of satisfying the EVM requirements in the RFQ. (CLOSED)
Question: 2. Please confirm if the existing SMC contract/program records to be migrated from Winsight, Excel, XML reside in the tools discussed in Section 1.2.2- 1.2.4. and if so will this be a one-time migration or ongoing?
GOVERNMENT RESPONSE: One time migration. (CLOSED)
Question 3. Can we submit Past Performance information prior to proposal due date?
GOVERNMENT RESPONSE: Yes you may submit your Past Performance information and copies of software in advance of the proposal due date, if your intent is to submit a proposal. In fact it is encouraged, however not required. (CLOSED) Question 4. January 20 is the Martin Luther King holiday. This makes it difficult to ensure that deliveries are made in time given a Sunday followed by a Monday holiday. Recommend changing the due date to 22 January 2014.
Is this possible?
GOVERNMENT RESPONSE: While it is not believed the Holiday would impact submissions Amendment 0001 has been issued changing submission date to 22 Jan 2014, 1:30 PM Pacific Standard Time. (See Amendment 0001, Paragraph A) (CLOSED)
Question 5. When the solicitation due date was changed to 21 January the Past Performance Questionnaire due date was kept as 15 January 2014. Was this done on purpose or an oversight? Some contact personnel have to seek higher approvals for release of performance information and keeping the due date consistent with the solicitation closing would be most helpful, especially in aligning our past performance submission with the questionnaires.
GOVERNMENT RESPONSE: Change Past Performance Questionnaire due date to read 22 Jan 2014, 1:30 PM Pacific Standard Time. (See Amendment 0001, Paragraph B)(CLOSED)
Question 6. Did you want the past performance questionnaires also submitted with the proposals as well as direct submission to Dennis Hass or yourself?
GOVERNMENT RESPONSE: No. See Past Performance Questionnaire, Page 1 which states, “Return surveys directly to the point-of-contact identified above. Do not route completed surveys through the contractor that performed services for your organization. Surveys received directly from contractors will not be used in the evaluation.”
Question 7. What is the method and way for submitting our response to this RFQ?
GOVERNMENT RESPONSE: It is up to you as an individual offeror. Follow the Instructions To Offerors. In making your decision keep in mind that you are required to submit two copies of your software via disk (the Government will not download from a website).
Question 8. Which vendor EVM software your are requesting and for what Operating system?
GOVERNMENT RESPONSE: Vendor should propose COTS Software (their own or SW they have the right to resell, other than Winsight ) compatible with Windows 7.
Question 9. Under (d) the unit of issue is Lump Sum; EXTENDED AMOUNT $10,000.00.
NEGOTIATED Class for Los Angles AFB, CA $ ; Schriever AFB, CO $ ; and Kirtland AFB, NM $ . Does this mean that the $10,000.00 total must be the sum total for these three based.
GOVERNMENT RESPONSE: The Government may determine there is a need for additional training upon completion of the initial training for all users. The RFQ calls for initial training of all users at each location (Los Angeles AFB, CA, Schriever AFB, CO and Kirtland AFB, NM). This CLIN sets-aside $10,000.00 for the Contracting Officer to use to authorize additional training to be conducted at one site, two sites, all three sites, or no additional training. To establish the cost for additional training (should not assume that all users would require additional training) at a specific location your proposal must include a cost for Los Angeles AFB, a cost for Schriever AFB, CO and a cost for Kirtland AFB, NM, if requested. If no additional training is required the $10,000.00 will be deobligated from the contract. If the amount of additional training would exceed $10,000.00 the Contracting Officer can unilaterly add additional funds to that CLIN. Please do not assume that if we request additional training at Kirtland AFB, NM that we would also request for the other two locations.
