About this file

This is a Statement of Work for OS/COMET™ Software Maintenance for the Naval Satellite Operations Center (10 SOPS).

10 SOPS requires ongoing maintenance support for OS/COMET software used to operate Military Satellite Communications (MILSATCOM) constellations, including Ultra-High Frequency Follow-On (UFO) and Fleet Satellite (FLTSAT) satellites, as well as the Mobile User Object System (MUOS). The software is deployed across five operational sites: Headquarters and Laguna Peak at Point Mugu, California; Detachment Alpha at Prospect Harbor, Maine; Detachment Charlie at Finegayan, Guam; and Detachment Delta at Schriever Air Force Base, Colorado Springs, Colorado. The existing site license, established under NAVSUP FLC San Diego Contract Number N00244-21-C-0019 (awarded 15 July 2021), covers one FLTSAT satellite vehicle, four UFO satellite vehicles, up to seven MUOS satellite vehicles, and unlimited quantities of eleven specified license types.

The contractor shall provide all software patches, upgrades, new version releases, licensing files, technical documentation, manuals, and drawings that are standard from the manufacturer. Delivery shall occur via media (CD, DVD) for software and email for licensing files and emergency patches. The contractor must provide technical support through telephone, email, and on-site assistance as needed to resolve emergency issues affecting 10 SOPS operational requirements. The contractor shall provide two points of contact with telephone numbers for service calls and bear responsibility for packing and shipping all materials to the specified address at Point Mugu, California. The period of performance consists of five one-year terms beginning 15 July 2026 and concluding 14 July 2031.

DESCRIPTION

1.0 BACKGROUND

10 SOPS is responsible for the operations and maintenance of Military Satellite Communications (MILSATCOM) constellations. Additionally, 10 SOPS is responsible for operations and maintenance of the Mobile User Object System (MUOS).

10 SOPS is responsible for the associated ground systems, including the Narrowband Satellite Control Network (NSCN), which connects remote sites for ISCS and MUOS. 10 SOPS currently uses OS/COMETTM as a core base component to perform satellite operations for commanding, control, and tracking. The OS/COMET software is used across distributed networks for operations, processing & analysis (P&A), software development, and test & evaluation (T&E).

10 SOPS owns OS/COMET software site licenses for ISCS and MUOS per NAVSUP FLC SAN DIEGO Contract Number N00244-21-C-0019 awarded on 15-Jul-2021 with the conditions listed in table 1.
