About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document, dated March 2026, for a contract award under $10M with CO certification.
The 50th Contracting Squadron at Schriever Space Force Base seeks to award a sole-source contract to HSQ Tech, Inc. for nonpersonal services supporting the HSQ Energy Management Control System (EMCS) at Schriever SFB. The contract encompasses firmware updates, software updates, graphics updates, automation controls analysis and optimization, emergency on-line response, and emergency on-site response. The estimated contract value is $815,871.50 for the base year plus four options and a six-month option period, with an estimated performance period of 21 September 2026 through 20 September 2031 at a firm-fixed-price rate. The total estimated value is $139,867.28.
The justification for sole-source award is based on 10 U.S.C. 3204(a)(1), asserting that only one responsible source exists and no other supplies or services will satisfy agency requirements. HSQ Tech maintains proprietary control over the EMCS system's computer, firmware, software, and sensors in 19 buildings at Schriever SFB, and does not permit external organizations to operate on the system. An RFI was posted on SAM.gov for three days in July 2026 with no responses indicating competing vendors. The justification notes that replacing HSQ's infrastructure with an alternative vendor would require costly Disk Management Framework assessments and security certifications, creating operational fragmentation and administrative burden. The Contracting Officer certified the document on 29 July 2026, with Technical and Requirements Personnel certification on 3 August 2026.
