The opportunity is for the Department of the Air Force Space Command to award an indefinite delivery/indefinite quantity contract for full food service, including cashier services and updating menu boards. Government-furnished equipment will include the cash register system and menu boards in the dining facility. FA255023R0002, Full Food Service RFP 8 Sep 2023

Questions Submitted and Answers

1. Question: The solicitation at Attachment 5, Section 1.3, indicates that "Award may be made under the RSA to the SLA, even if that proposal is not evaluated as the best value to the Government," because the RSA will "establish priority for blind persons recognized and represented by the State Licensing Agency, in the award of contracts for the operation of cafeterias on federal property."

The RSA indicates that the "priority shall be given to blind persons licensed by a State agency," as opposed to any specific SLA.

Will the RSA priority will be applied to all blind vendors who are licensed by any state licensing agency, not just the Colorado SLA?

Answer: The RSA priority will be applied to the proposal submitted by the Colorado State Licensing Agency.

2. Question: Will the Air Force conduct meaningful discussion with the state, if through meaningful discussions, the state’s offer (bid) could be deemed reasonable through those discussions?

Answer: Discussions will be conducted with the Colorado State Licensing Agency concerning its proposal, such discussions are required by law to be meaningful.

3. Question: In Attachment 1 – PWS, starting on page 28 of 37, the Government provides a list of Government Furnished Equipment (GFE). The PWS includes providing cashier services as well as updating menu boards, but neither the cash register system nor any menu boards are listed. Can the Government confirm that the cash register system and the menu boards are provided as GFE?

Answer: The cash register system and the menu boards in the dining facility are Government property and will be provided to the Full Food Service contractor during contract performance.

4. Question: In Attachment 5 – Evaluation Criteria, Paragraph 2.2.2.2, Relevancy Assessment states that "The primary basis for the relevancy assessment is the average number of meals served per month as stated in the Performance Work Statement for each of the contracts submitted on the Past Performance Matrix form". While the Past Performance Matrix form has an entry for "Average or Actual Meals per Month Served at the Same Facility", there is no location to provide the contract PWS. Is the Government just seeking the offeror to quote the number of meals served each for the cited contract or are they seeking evidentiary documentation?

Answer: For each Past Performance reference, the offeror will need to complete RFP Atch 11, Past Performance Matrix, and insert the Average or Actual Meals per Month Served at the Same Facility in the block indicated and then complete the rest of the form. The RFP does not include an instruction for the offeror to submit a copy of the Performance Work Statement for the Past Performance reference.

5. Question: Please define "Basic Maintenance Service" as noted in the PWS at 1.8.2.

Answer: The contractor is to maintain all equipment in the Dining Facility, except for equipment classified as real property. There are relatively few items of real property in the Dining Facility; real property is characterized as being attached to the building or built into the building, such as the walk-in refrigerators and walk-in freezers. Equipment which is only connected to the building by one or more utility connections (such as electrical power, natural gas, and/or water supply line) is not real property. If an item of equipment in the Dining Facility breaks, it is the responsibility of the contractor to get it fixed.

6. Question: Is replacement of compressor on a 4 Door refrigerator considered basic maintenance? (1.8.2 and Appendix 4)

Answer: Yes; the Schriever SFB Civil Engineering Squadron is only responsible for the repair or replacement of real property in the Dining Facility. The only equipment in the Dining Facility which is real property is the walk-in refrigerators and walk-in freezers. All other coolers, freezers, and warmers that are not attached to the wall, floor, or ceiling are the contractor’s responsibility.

7. Question: Is trouble shooting, and diagnostic evaluation of Oven Conventional COMBI considered basic maintenance? (1.8.2 and Appendix 4)

Answer: Yes; this is the responsibility of the contractor.

8. Question: Are parts to include compressors considered “basic repairs and maintenance service” for a 2 glass door refrigerator? (1.8.3 and Appendix 4)

Answer: Yes, this is under PWS paragraph 1.8.3., Replacement Parts.

9. Question: Would the Government consider allowing a one-page introduction for each volume to allow the Offeror the ability to provide a summary of information being presented in the volume?

Answer: No; an introductory summary for each proposal volume is not needed.
