POSTED RESPONSE AND NOTICE 9 JUNE 2020 FA255020R0004
Further Answers to Questions received following Amendment 2, and additional information:
1. Question: Section K information is included as part of the Attachment 5 Excel spreadsheet and there is no place to mark or sign, therefore how does the government want offerors to provide a signed copy of the representations and certifications within Section K? Can offerors provide a statement saying their representations and certifications are up to date within SAM?
Gov’t Response: By signing the SF33 acknowledging all amendments, the government considers that the contractor is also certifying all required FAR and DFARS provisions IAW FAR 52.204‐8(d).
2. Question: With regards to Section L 4.2.1, “Offerors (including affiliates, subcontractors, teammates and/or joint venture partners) shall only submit past performance in the areas that they are proposed to perform IAW Attachment L‐7 ‐ Relevancy Matrix.”
Our Question is: Can we bid Offerors (including affiliates, subcontractors, teammates and/or joint venture partners) in areas other than those we used their past performance in?
Gov’t Response: If a subcontractor has the past performance, the Government would expect that to be submitted. If it is not, the Government reserves the right to seek past performance as stated below in
Section M.
2.3.2.1 In conducting the past performance evaluation, the Government reserves the right to use both the information provided in the offeror’s past performance proposal volume and information obtained from other sources available to the Government. To include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal
Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract
Reporting System (eSRS), or other databases; the Defense Contract Management Agency
(DCMA), and interviews with Program Managers, COs, and Fee Determining Officials
3. Additionally, information was disclosed which may be of interest to all interested parties. A Gov’t employee was asked about current support for the GBSOC area of WICS, and responded as follows:
I can only speak for GBSOC.
Number of staff‐ 20
Location of staff‐ Building 400, MOD 3 till Sept 2020 building 702
Hours of operation‐ 24/7
The Government does not validate the accuracy of this information but in the interest of fairness, believes this should be shared with all potential offerors. The number “20” was not provided as a count of contractor employees, and could have been referencing workspaces, or personnel within the work area including government and military, etc. Regardless, the Government does not validate its accuracy or meaning.
The Government requests that potential offerors remind their employees not to seek information concerning WICS II from anyone other than the Contracting Officer, Mr William Ray or Mr James Knight.
Based on this notice there is no revision to the RFP due date.
