SECTION I DESCRIPTION OF SERVICES

1. SCOPE OF WORK. The Contractor will provide all personnel, labor, equipment, supplies, tools, materials, supervision and other items and services necessary to provide all inspections, maintenance, repair & corrosion control on the Security Barriers, Motorized Gates, Motorized Arm Lift and Scissor Lifts at Schriever Air Force Base (AFB), Colorado, (Barrier Systems consist of actuators, control systems-including software-control wiring, circuitry, structural framework, lighting, spring assembly, hydraulic related equipment, safety loops, switches, corresponding traffic lights, associated computerized systems and control cabinets) in a manner that will comply with commercial standards and in accordance with (IAW) all applicable federal, state, and local regulations for maintaining these systems to ensure continuous, safe, and reliable operation. Estimated Workload Data for Security Barriers are listed in Appendix A. Systems consist of:

1.1. MAINTENANCE AND REPAIR SERVICES.

1.1.1. Scheduling Services. Contractor will contact 50th Civil Engineers Squadron (CES) Operations Support Service Contracts Manager at 567-3291/4728 at least five

(5) work days in advance of actual performance date to schedule any services so arrangements can be made for security and traffic disruptions prior to work performance. If maintenance or repair requires a road to be closed to perform work, the contractor will provide notice at least 30 work days in advance so coordination can be made with the appropriate offices. Contractor will contact the service contract manager or facility manager if keys are needed to access the system. A list of Facility Managers, phone numbers, and e-mail addresses will be provided by the government.

1.1.2. Barrier Maintenance. All maintenance and repairs will be performed IAW manufacturer’s current recommendations and specifications (Delta Scientific Corporation, B & B, Chamberlin/Lift Master and Maintenance Manuals, etc). All work will be performed by qualified technicians specifically trained to work on all hydraulic/electric barrier and motorized gate systems. Maintain maintenance and service records for each barrier system and ensure all records are accurate, current, and provided to the Contract Service Manager within five (5) workdays of the completion of the PM checks. Document all repairs and replaced parts in the service records.

1.1.2.1. Semi-Annual Preventive Maintenance (PM). Perform semi-annual PM WITHIN THE FIRST QUARTER OF THE CONTRACT PERIOD OF PERFORMANCE on all barriers identified under paragraph 1. Maintenance and necessary minor repairs will be accomplished during this PM.

1.1.2.1.1. Quarterly PM Check. Perform quarterly PM checks 90 days from last quarter on all barriers identified under paragraph 1. Maintenance and necessary minor repairs will be accomplished during the quarterly PM.

1.1.2.1.2. Non Payment for Multiple Trips. The government will not pay for multiple trips between the contractor’s office/workshop and Schriever AFB for parts and equipment during the semi-annual PM or quarterly PM check.

1.1.3. Service Calls Repairs. Service call repairs may be in the form of either routine or emergency calls when a barrier system or motorized gate is non- operational. QAE will identify calls as routine or emergency before notifying the contractor. Contractor will provide maintenance and warranty for all newly-installed components. Service call repairs for warranty items will be free of charge to the Government when applicable. Correct all deficiencies during the service call repairs whenever possible or within a maximum of three (2) workdays. Contractor shall have all equipment and material required to start work upon arrival at the service location. All repair work shall be IAW normal commercial practices using parts specified by the barrier manufacturer or items of equal or better quality. Downtime of the barrier or gate systems shall be kept to an absolute minimum. Should parts have to be ordered, notify the QAE of all projected downtime, estimated time of repairs, and keep the government informed of any changes.

1.1.3.1. Routine Service Calls. When a routine security barrier repair is required, the CE Service Contracts Manager will call the contractor, annotate the call log, and provide the call number to the contractor. The Contractor will respond within one

(1) workday after notification and repair the barrier or gate to an operational state.

1.1.3.2. Emergency Service Calls. When an emergency repair is required, the CE Service Contracts Manager will call the contractor, annotate the call log, and provide the call number to the contractor. Contractor will respond regardless of the time of day or day of week, including Federal holidays, WITHIN FOUR (2) HOURS after notification by the government representative and repair the system to operational capability.

1.1.4. Monthly Inspection of Pop-Up Barriers. Perform monthly inspections of the pop-up barriers and motorized gates to ensure the barriers are operating in normal and emergency modes. Perform a visual inspection of the pit for any hydraulic leaks. Inspection will be performed from 0500 – 0600 hours.

1.1.5. Paint/Corrosion Control. Barrier systems active and passive shall be maintained and protected from corrosion with High Adhesion Paint such as Grip- Tite® paint or an equivalent adhesive paint. Paints used for pavement marking and delineation must conform to Surface Deployment and Distribution Command Transportation Engineering Agency (SDDCTEA), State Department of Transportation (DOT) and Federal Highway Association (FHWA) standards for configuration and reflectivity. Base will provide direction at the task order level.

1.1.5.1 At a minimum, every other year (barriers) shall be touched up painted during summer PMI to include cleaning (pressure wash) and removal of corrosion, application of primer and applicable top coat to match surrounding surface coating.

1.1.5.2. Barriers shall be sandblasted and re-paint (every other year) entire barrier structure during summer PMI to include all metal parts below grade and the surface of the barrier and surrounding pavement. Apply primer compatible with surface and topcoat. Apply applicable top coat for the application in compliance with industry and safety standards. Base will provide direction at the task order level.

1.1.6. Required Government Approval. Upon government approval and notification, the contractor will commence repair work. Invoices will state repair work performed with itemized listing of labor and parts by facility and service call number. The contractor is not authorized to install any new equipment to existing equipment without prior approval from the CE Service Contracts Manager/QAE. Request for installation of new equipment will be routed through the OAE using an AF Form 332, Base Civil Engineer Work Request.

1.1.7. Reports. Contractor will prepare and submit a written report within five (5) workdays after each service call. The report will provide the following:

a. Identification and Location of each Security Barrier and Motorized Gate

b. Work performed to include man-hours

c. Repairs/parts needed

d. Date of Inspection

e. Inspector

f. Estimated Date of Repair

g. Overall Condition of the Security Barriers

The report will be sent to the Contracting Officer and CE Service Contracts Manager/QAE electronically via e-mail or to the following address: 50 CES/CEOS, 500 O’Malley Ave, Schriever AFB, CO 80912.

SECTION III

GOVERNMENT-FURNISHED PROPERTY/SERVICES/EQUIPMENT

3.1 Government-Furnished Equipment. Security Barrier equipment on Schriever AFB is listed in Section I.

SECTION IV

GENERAL INFORMATION

4.1. HOURS OF OPERATION.

4.1.1. Normal Hours of Operation. Perform routine services required under this contract that do not require any disruption to normal traffic flow during Schriever AFB normal duty hours of 7:30 a.m. to 4:00 p.m. Monday through Friday. Maintenance to any security barrier allowing direct access to Protection Level resources will be coordinated with the owner/user of the resource involved to ensure proper escort of contractors is established and Security Forces is notified (Para 1.1.1.)

4.1.2. After Normal Hours of Operation for Security Barriers. Routine services to security barriers listed below will be done during non-peak hours or hours of gate closure

West Gate: Open 24 hours a day, 7 days a week. Access available after 7:00 p.m.

Monday through Friday and after 4:00 p.m. on weekends.

North Gate: Open 7 days a week. Access available after 11:00 p.m. to 5:30 AM Monday through Friday and after 11:00 p.m. to 5:30 AM on weekends.

West Restricted Area Gate: Open 24 hours a day, 7 days a week. Access available after 7:00 p.m. Monday through Friday and after 4:00 p.m. on weekends.

North Restricted Area Gate: Open 7 days a week. Access available after 11:00 p.m. to 5:30 AM Monday through Friday and after 11:00 p.m. to 5:30 AM on weekends.

4.1.3. Holidays. Routine work will not be required on the following holidays or any holidays observed in lieu thereof:

4.1.4. Personnel. The contract manager or alternate will be available during normal hours of operation, within one hour, to meet on the installation with Government personnel to discuss problem areas. After normal duty hours, the contract manager or designated alternate will be available to meet on the installation within two hours.

4.2. QUALITY CONTROL. The contractor will develop and maintain a quality program to ensure services are performed IAW commonly accepted commercial practices. Contractor will develop and implement procedures to identify and prevent defective services from recurring. As a minimum, the contractor will develop quality control procedures that address the areas as identified in Section II, Service Summary.

4.3. QUALITY ASSURANCE. The government will periodically evaluate the contractor’s performance by appointing Quality Assurance Evaluator and alternate to monitor performance to ensure services are received. The government QAE will evaluate the contractor’s performance through intermittent on-site inspections and receipt of complaints from base personnel.

4.4. SECURITY REQUIREMENTS:

4.4.1. Compliance: shall comply with all SAFB security requirements. SAFB is a controlled/restricted area and special security procedures are utilized to deter espionage, sabotage, and theft of Air Force resources. The Contractor shall be responsible for security of his work areas in cooperation with applicable base agencies. All contractor personnel must have legal United States residency and work authorization status. Contractors will be responsible to verify legal work status in accordance with US Code, Section 274a. 2., regarding 1-9 (Employment Eligibility Verification Form)... FC has differing Security Requirements, see paragraph 1.6.12 - 1.6.12.4.

4.4.2. Vehicle Passes: All vehicles will be used in accordance with AFI 31-204, Air Force Motor Vehicle Traffic Supervision. All vehicles attempting to gain access to SAFB must be available for inspection. Large commercial vehicles will present themselves at the SAFB West Entry Gate for inspection prior to gaining access to SAFB.

4.4.3. Restricted Area Vehicle Pass: The contractor shall request, obtain, and properly use RA vehicle pass through the Security Manager on base for all vehicles used in the performance of this contract, IAW AFI 31-204, AF Motor Vehicle Traffic Supervision.

4.4.4. Restricted Area Unescorted Entry: Since this contract requires frequent access to the SAFB restricted area. Unescorted entry to the SAFB restricted area is required for completion of the contract; the Contractor will request National Agency Check w/Inquiries (NACI) through the 50 SCS Security Office. The Government shall conduct and cover the cost of the actual NACI, which will be submitted through 50 SW/IP (Information Protection Office). Upon favorable adjudication of the records check results, interim unescorted entry may be granted pending completion of NACI. Unescorted entry based on a favorable records check will be limited to Area 7. Individuals may be granted interim unescorted entry based on a favorable local agency check and submission of the NACI.

4.4.5. Denial of Entry: The installation commander reserves the right to deny entry to SAFB to any person whose NAC is unfavorable or upon disclosure of information that indicates the individual’s continued entry to SAFB is not in the best interest of the USAF. Additionally, the violation of, or deviation from established security procedures by any contractor employee may result in the confiscation of restricted/controlled area badges and denial of future entry to SAFB.

4.4.6. Personnel Identity Verification: 50 SFS personnel will verify the identity and entry authorization of each contractor employee and vehicle, and may conduct a search of any baggage, articles, or vehicles on SAFB.

4.4.7. Visitor’s Badge: Contractor employees requiring entry, but not requiring unescorted entry, will be issued a visitor badge and will be under direct surveillance, at all times, of a Contractor employee possessing a restricted/controlled area badge with escort authority. Contractor employees entering SAFB will obtain their visitor badge from the 50th SFS, Building 200, North Entry Control Facility (NECF). The visitor badge will be returned to the NECF each time the employee departs the SAFB controlled area. While within the SAFB controlled area, Contractor personnel will display the visitor badge on their outer garment above the waist and shall remain at all times within view of the escort official.

4.4.8. Lost Security Badge: The contractor shall immediately report the occurrence of lost badge(s) to the QAE, who will in turn report to 50 SFS. If the QAE is not available, the loss shall be reported directly to 50 SFS within one (1) duty day of loss. Replacement badge will not be issued until reporting procedures are satisfactorily completed.

4.4.9. RA Camera Authorizations: Prior to an individual carrying and utilizing a camera inside the RA it must be approved. The Commander, responsible for the activity/area to be photograph must approve the photography on a signed memorandum. The memorandum must contain the event/location to be photographed, the dates of photography, the photographers information (name, office symbol, phone number, control number, etc.), and the information for the camera and storage device.

4.4.9.1. Once approved/signed by the CC, the letter will then be authenticated by SF and forwarded to 50 SW/PA. The photographer must maintain a copy of the memo on their person while photographing inside the RA. All pictures released outside of the government agency must be reviewed by PA prior to release.

4.5. SAFETY:

4.5.1. Safety on an Air Force Installation: The Contractor shall maintain a safe and healthful working condition for all personnel and must ensure conformance with standards developed under United States Public Law 91-596, the Occupational Safety and Health Act (OSHA) of 1970, and State Occupational Safety and Health (OSH) standards, and American National Standard Institute (ANSI) and National Fire Protection Association (NFPA) standards. If a conflict occurs, the contractor shall apply the more stringent standards. The contractor shall ensure that the 50th Space Wing/Safety Office (50 SW/SE) is notified of any mishaps within one (1) hour. Phone numbers for reporting mishaps to 50 SW/SE: (719) 567-7233. The contractor shall allow the 50 SW/SE to monitor all operations to ensure the safety of Government property and Air Force personnel. The contractor shall follow Air Force traffic regulations according to AFI 91-207 Para 3.4 — The US Air Force Traffic Safety Program

4.5.2. Mishap Reporting: Report all mishaps involving any person sustaining injury or illness resulting from contractor operations and all mishaps involving Government property or equipment damaged by the contractor to 50 SW/SE, the end-user and the CO no later than the end of the next duty day. If the mishap includes damage to Government property or equipment, the report and subsequent investigation is governed by 50 SW/SE.

4.5.3. Mishap Investigation: The Government has the authority to conduct investigations of mishaps in Government facilities managed by contractors or to participate in the contractor's investigation of contractor mishaps. The contractor shall participate in and cooperate with. Government mishap investigations as requested.

4.5.4. Vehicle operators on an AF installation and operators of government owned, leased, or rented vehicles, on or off an AF installation, shall not use cell phones while the vehicle is in operation, except when using a hands-free device or hands- free operating mode. When possible, vehicle operators should pull over and place the vehicle in park before using any cell phone. Land Mobile Radios (LMR) are primarily listening devices and are not restricted. Cell phones and other devices, used only in push-to-talk (walkie-talkie, direct connection) mode are considered LMR if required and issued for the performance of official duties.

4.6. LICENSES AND PERMITS. Obtain any necessary licenses and permits, and comply with any federal, state, and municipal laws, codes, and regulations applicable to the performance of work in this PWS. Contractor will provide documentation of such applicable licenses and permits upon request by the government.

4.7. VEHICLES. Contractor vehicles will have the company name prominently displayed on both sides of the vehicles. All vehicle cleaning and maintenance will be done off-base. The Contractor is responsible for cleanup of any vehicle leaks.

4.8. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY. IAW Department of Defense Instruction (DODI) 3020.37, paragraph E2.1.1., a crisis situation is defined as: Any emergency so declared by the National Command Authority or the overseas Combatant Commander, whether or not U.S. Armed Forces are involved, minimally encompassing civil unrest or insurrection, civil war, civil disorder, terrorism, hostilities buildup, wartime conditions, disasters, or international conflict presenting a serious threat to DOD interests. The contractor is not required to perform services during a crisis unless otherwise directed by an authorized government representative.

4.9. ENVIRONMENTAL AND HAZARDOUS MATERIALS (HAZMAT) HANDLING at SAFB:

4.9.1. The contractor shall register with the Base Hazardous Materials Pharmacy (HAZMART) on the first duty day. The contractor shall comply with all applicable federal, state and local environmental laws, regulations, policies, and shall participate in the HAZMART program IAW AFI 32-7086 Para 2.5.3 - Hazardous Materials Management.

4.9.2. The contractor shall notify the Base HAZMART whenever it transports HAZMAT onto the installation. The contractor shall cooperate with the HAZMART so that the pharmacy can inspect the materials within one (1) day of transportation.

4.9.3. Hazard Communication (HAZCOM) Program. Conduct a HAZCOM program IAW 29 Code of Federal Regulation (CFR) 1 9 1 0 . 1 2 0 - Hazardous Waste Operations and Emergency Response. The program must include but is not limited to: I) appropriate container labels; 2) training workplace specifics; 3) chemical inventory listing of non-routine tasks; and 4) Material Safety Data Sheets (MSDSs). 21 AMDS/SGPB, Bioenvironmental Engineering (BE) Flight, Peterson Air Force Base (PAFB) may provide assistance to the contractor when the contractor is unable to obtain MSDSs from non-military procurement sources for the HAZMAT required by directives specified in the PWS. Maintain copies of the MSDSs for HAZMAT IAW 29 CFR 1910.120.

4.9.4. The contractor shall review and comply with Hazardous Chemical Reporting (40 CFR Part 370), Toxic Chemical Release Reporting: Community Right to Know

(40 CFR Part 372), which addresses the following: Chemicals with special characteristics which, in the opinion of the manufacturer, can cause harm to people, plants or animals when released by spilling leaking pouring emitting emptying discharging, injecting, escaping, leaching, dumping or disposing into the environment (including the abandonment or discarding of barrels, containers, and other receptacles.

4.9.5. POLLUTION PREVENTION: The contractor shall participate in the SAFB Pollution Prevention Management Plan IAW AFI 32-7080 - Pollution Prevention Program. The contractor shall ensure their personnel follow the SAF HAZMAT Emergency Response Plan.

4.9.5.1. The contractor shall report inventory consumption reports monthly to the HAZMART for all HAZMAT consumed 1AVV AFI 32-7086 Para 2.5.5 - Hazardous Materials Management.

4.9.6. HAZMART PARTICIPATION: (Reference AFI 32-7086 - Hazardous Materials Management)

4.9.6.1. During the performance of this contract, when ;'Any Hazardous Material" brought onto SAFB, the contractor shall comply with the following as it applies to the HAZMAT in question and to the degree necessary to be in fact compliant.

4.9.6.2. The contractor shall provide trained personnel to perform environmentally related duties. The contractor shall report to the 50th Civil Engineering Squadron, Environmental Section (50 CES/CEIE) any act or omission that will violate environmental law. The contractor shall participate in the SAFB Pollution Prevention Program. The contractor shall comply with all applicable Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), state/local regulatory guidance on pesticide storage, disposal and applications, DoDl 4150.7. DoD Pest Management Program, and AFI 32-1053 -- Integrated Pest Management Program.

4.9.6.3. The contractor shall implement measures to achieve reductions in HAZMAT/Hazardous Waste (HAZWASTE) generation, use of ozone depleting chemicals and solid waste volumes. The contractor shall turn in all HAZWASTE generated from its operations for disposal IAW federal, state and local environmental laws and regulations.

Hazardous Material Pharmacy (HAZMART) Enrollment: The Contracting Officer (CO) (after coordinating with the HAZMART and 50 CES/CEIE) will direct the contractor's method of reporting of HAZMAT on a material-by-material basis. To this end the contractor shall provide the CO a comprehensive list of ALL HAZMAT to be brought onto SAFB within ten (10) business days of award of the PO. unless otherwise authorized by the CO.

4.9.6.4. Fourteen (14) days prior to transporting HAZMAT onto SAFB property, the contractor shall forward to the HAZMART a completed an AF Form 3952 - Chemical Hazardous Material Request Authorization Form and Material Safety Data Sheet (MSDS) for each HAZMAT the contractor anticipates using during the performance period of this requirement. The contractor must receive government approval, prior to transporting any HAZMAT onto SAFB property.

4.9.6.5. If the contractor wants to procure a new potentially HAZMAT not previously identified and/or approved, the contractor shall request this material by completing an AF Form 3952 (See AFI 32-7086 and AF1 32-7086 AFSPCSUP) and forwarding it and the MSDS to the HAZMART. After review of the contractor's material request, the Government will, within ten (10) working days of receipt, document on the AF Form 3952 the procurement classification. After the Government's initial procurement classification for a specific chemical, the contractor shall make all future procurements of the same material according to the initial procurement classification. The contractor is not required to submit an AF Form 3952 and MSDS for a chemical that has previously received a procurement classification from the Government.

4.9.6.6. Exceptions: There may be times when the HAZMART cannot obtain a material designated "Through the HAZMART" by the required delivery date. If this is the case. 50 CES/CEIE will authorize the contractor "in writing" to procure materials designated 'Through the HAZMART" from a commercial vendor. This authorization will only be valid for material purchases associated with this requirement that will expire when this requirement is complete whereby the contractor shall provide to the HAZMART the quantity of the material and its MSDS within one ( 1 ) business day of transporting it onto SAFB property.

4.9.6.7. Consumption Reporting: The contractor will call the HAZMART at (719)567-7490 or (719)567-3476 as needed to report empty containers.

4.9.7. Solid Waste: The contractor is responsible for handling and disposing of all solid waste generated at the worksite. The contractor shall make all arrangements for disposal of any wastes including wastes requiring special handling such as asbestos, rubble, etc. The contractor is responsible for all required laboratory testing/sampling and any documentation submittals required by the landfill owner. Colorado State Department of Public Health and Environment written approval is required for any non-inert materials such as asphalt containing materials, asphalt roofing materials, steel containing materials, etc., that are to be disposed of in a Class III landfill site.

4.9.7.1. The contractor shall dispose of all non-recoverable construction/demolition and related solid wastes, garbage, and refuse at an off-site solid waste disposal facility possessing the appropriate City or County Certificate of Designation unless otherwise specified.

4.9.7.2. No waste or materials shall be left on the installation after completion of this requirement.

4.9.7.3. All non-hazardous wastes shall be properly disposed of through a licensed landfill site unless specific provision at the installation allows for disposal on the installation property. Demolition rubble shall not be buried anywhere on base or at the worksite without permission from the CO. Any cleanups and the costs of these cleanups of improper waste disposals or removals of improperly placed hazardous or landfill restricted waste materials shall be the responsibility of the contractor.

4.9.7.4. The contractor shall participate in the base recycling program or develop a contractor recycling program. In any event, coordination must be accomplished with the installation environmental office (50 CES/CEIE). The Base Recycling Coordinator, (719)567-4242, will provide assistance on current recycling procedures.

4.9.7.5. The contractor shall strive to meet a 40% diversion of solid waste from landfills.

4.9.7.6. New paint shall not contain lead or chromium and shall be water based.

4.9.7.7. No paints or epoxies may contain isocyanates (an ingredient of polyurethane).

4.9.8. HAZMAT/HAZWASTE: All hazardous or toxic material used, removed or handled and wastes generated by the contractor shall be managed IAW Federal, State, Local Laws and Air Force regulations.

4.9.8.1. HAZMAT: Pre-construction/installation HAZMAT reporting requirements. All HAZMAT to be brought on-site by the contractor shall be subject to pre-approval by 50 CES/CEIE. The approval process application requirements are at the discretion of the installation environmental office utilizing the AF Form 3952 — Chemical Hazardous Material Request Authorization Form process.

4.9.8.2. The installation reserves the right to prohibit the use of HAZMAT it deems to be especially hazardous to human health and/or the environment.

4.9.8.3. The installation also reserves the right to prohibit the use of HAZMAT due to the type and/or quantity of HAZWASTE potentially generated from the materials. In the event a HAZMAT is not approved for use on installation, the installation may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. All installations promote waste minimization and pollution prevention practices and the contractor shall take appropriate actions to comply with this policy.

4.9.8.4. A minimum often (10) business days prior to commencement of performance on-site, the contractor shall submit to the CO a listing of HAZMAT that shall be brought on-site during the performance of this requirement. The listing shall include estimated usage and estimated quantities for each HAZMAT.

4.9.8.5. The contractor shall identify any "extremely hazardous substances" to be used during the execution of this requirement and indicate if the amount of the chemical exceeds the threshold planning quantity. The contractor shall also supply a Material Safety Data Sheet (MSDS) for each HAZMAT and the contractor shall give a brief description of how the HAZMAT shall be used and disposed.

4.9.8.6. The contractor shall, at all times, maintain an up-to-date HAZMAT inventory with copies of MSDSs for all materials used on the worksite.

4.9.9. Hazardous Waste (HAZWASTE):

4.9.9.1. The contractor shall coordinate all HAZWASTE disposals with the installation environmental office.

4.9.9.2. If there is any question about whether or not a substance is classified as hazardous, the Contractor shall contact 50 CES/CEIE.

4.9.9.3. It shall be the responsibility of the contractor to pay for the disposal of HAZWASTE unless otherwise specified

4.9.9.4. The contractor shall handle, accumulate, and manage HAZWASTE IAW all regulatory requirements. Questions regarding the proper storage, handling and disposal may be directed to 50 CES/CEIE through the CO.

4.9.10. HAZWASTE manifested for disposal must be reviewed and authorized through 50 CES/CEIE.

4.9.11. The contractor shall, when applicable, have a HAZCOM program required by CFR 29 Occupational Safety and Health Administration (OSHA) regulation.

APPENDIX A

SECURITY BARRIERS ESTIMATED WORKLOAD DATA

1. ANNUAL PREVENTIVE MAINTENANCE.

2. ROUTINE SERVICE CALLS. The Government estimates thirty (30) routine calls per contract year.

3. EMERGENCY SERVICE CALLS. The Government estimates five (5) emergency service calls per contract year.

4. REPAIR/REPLACEMENTS: Will be determined on need and available funding.
