WORK
STATEMENT
(PWS)
Siemens
ENERGY MANAGEMENT CONTROL SYSTEM
(EMCS)
SUPPORT SERVICES
Schriever AFB 25 Oct 2016
1. SCOPE: The Contractor shall perform services on the Siemens Energy Management Control System (EMCS) consisting of: Firmware Updates, Software Updates, Graphics Updates, Automation Controls Analysis & Optimization, Emergency On-line Response and Emergency On-site Response. (At times the contractor may be called upon to provide support in addition to these services via Work Order (WO) (See 1.2. Work Orders). Each WO shall be funded, negotiated and approved by the Contracting Officer (CO).)
1.1. BUILDINGS WITHIN THE SYSTEM: The buildings currently covered by the Siemens EMCS include are: 15, 24, 26, 220, 406, 410, 411, 412, 508, 600, 712, 715 and 780.
1.1.1. Contractor Program Manager (PM) - Alternate Program Manager (APM): The contractor shall designate prime and alternate Program Managers and shall provide in writing the names, telephone numbers, FAX Numbers and email addresses of the same to 50 CES/CEOS and the CO, no later than (NLT) 10 calendar days after contract award and within 2 calendar days after any changes or replacements.
1.1.2. FIRMWARE UPDATES: The Contractor shall provide firmware and documentation updates to all existing field panels upon development.
1.1.2.1. Updates will include on-site training to familiarize facility staff with the new features and their associated benefits.
1.1.3 SOFTWARE UPDATES: The Contractor shall provide software and documentation updates to existing software upon development.
1.1.3.1. Updates will include on-site training to familiarize facility staff with the new features and their associated benefits.
1.1.4. GRAPHICS UPDATES: The Contractor shall perform graphic updates to the Siemens EMCS quarterly.
1.1.4.1. The Contractor shall verify existing graphics, identify changes, update and make corrections. 50 CES shall supply the contractor with current drawings indicating graphic changes.
1.1.5. RESERVED:
1.1.6. AUTOMATION CONTROLS ANALYSIS & OPTIMIZATION: The
Contractor shall analyze and optimize controls in accordance with a program of standard routines of the system so as to reduce energy consumption and reduce the risk of disruptive breakdowns.
1.1.7. EMERGENCY ON-LINE RESPONSE: The Contractor shall respond on-line support within 3 hours of receiving notification for emergency service 24 hours per days 365 days a year.
1.1.7.1. The Contractor shall furnish and install the necessary online service technology to enable remote access into the HVAC Control System, through a dedicated telephone line that will be provided by the facility.
1.1.7.2. The Contractor shall document call time, response time and services performed during the service call and provide the same to 50 CES/CEOS upon request.
1.1.8. EMERGENCY RESPONSE: The Contractor shall provide emergency response for critical emergencies within 6 hours of notification.
1.1.8.1. Critical emergencies are failures at a system or panel level that would result in the loss of the operation of an entire section of a building or place the facility at high risk.
1.1.8.2. Customer Support/Operator Training: The Contractor shall provide a specialist who will work with the 50 CES technician for a total of 208 hours per year.
These hours will occur as maintenance support for site visits and any other need as determined by SAFB. These visits should occur for one 8hr day every two weeks in the twelve-month calendar. At the end of each service visit, the contractor will provide SAFB a detailed service ticket describing the tasks performed.
1.2. WORK ORDERS (WO):
1.2.1. The Contractor shall provide a Firm-Fixed-Priced (FFP) quote to the CO and 50 CES/CEOS upon request. Work Orders may be used to support the Siemens-EMCS, upon request from 50 CES/CEOS and a CO determination of SCOPE and other factors at the time of the request
1.2.2. All quotes shall be broken-out by:
- Labors rates to include burdens,
- Proposed hours,
- Cost by Line Item of parts,
- Over Head (O/H) rate,
- General & Administrative (G&A) rate,
- Profit rate,
- Total FFP.
1.2.2.1. Parts and cost thereof shall include documentation showing where the Contractor has either competed the parts and rational for the selection of the parts/cost, or compared the parts with at least three (3) manufactures of the parts and rational why one company's parts/cost was selected over another company's parts/cost. If only one company manufactures a part, the Contractor shall submit with their quote pricing on other similar parts for comparison to the cost of the part proposed.)
1.2.3. This process will expedite the negotiations and the Government's determination of the FFP being fair and reasonable. The Contractor's ability to adhere to this process shall be evaluated as part of the performance.
1.2.4. AFFIRMATIVE PROCUREMENT PROGRAM for PARTS. The government is moving towards promoting and using recycled products. Consider the use of recovered content materials to the maximum extent practicable in accordance with the Environmental Protection Agency's Comprehensive Procurement Guidelines (http://www.epa.gov/cpg/products.htm). Consider the material's performance characteristics based on the National Institute of Standards and Technology guidelines, competitive availability within a reasonable period of time based on "Need Date" and an http://www.epa.gov/cpg/products.htm
“Availability Date” availability at a reasonable price while also considering life-cycle cost effectiveness. Document rationale for including or excluding recovered content materials (for A&E revise to include "during design analysis"). Consider energy conservation, pollution prevention, and waste reduction to the maximum extent practicable.
1.2.5. All electrical materials shall be approved by the Underwriter's Laboratories (UL) for the use intended.
1.2.6. The contractor shall only commence work on a WO after the CO issues a proceed notice.
1.3. QUALITY ASSURANCE (QA) AND ACCEPTANCE OF SERVICES:
1.3.1. QA: The services contracted for are commercial, thus, reliance of QA shall be based on contractors' existing quality assurance systems as a substitute for Government inspection, reference FAR 12.208 — Contract Quality Assurance.
1.3.2. Acceptance of Services: See FAR Clause 52.212.4 (a) Inspection /Acceptance.
1.4. BASE CLOSURE AND SECURITY DELAYS at SAFB: Approximately 15 times per year, for four (4) hours in duration, small portions of the installation may be closed to non-essential personnel due to disaster, emergency and contingency responses or exercises. This does not relieve the contractor from responsibilities of performing work in a timely manner, except when the base is closed by the Wing Commander due to inclement weather. Additionally, due to security processes, contractor personnel can expect delays at the visitor center for 30 minutes or more and entry into the Restricted Area (RA) 60 minutes or more. Contractors should consider the base closure and security delays when establishing pricing in their proposals. Requests for equitable adjustments due to these delays will not be supported unless mitigating circumstances can be validated.
1.5. IDENTIFICATION OF CONTRACTOR EMPLOYEES: There must be a clear distinction between Government employees and contractor employees, to this end all contractor employees shall:
(1) Identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel,
(2) Display distinguishing badges or other visible identification for meetings with Government personnel and
(3) Appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.
1.6. SECURITY REQUIREMENTS:
1.6.1. Compliance: The contractor shall comply with all SAFB security requirements. SAFB is a controlled/restricted area and special security procedures are utilized to deter espionage, sabotage, and theft of Air Force resources. The Contractor shall be responsible for security of his work areas in cooperation with applicable base agencies. All contractor personnel must have legal United States residency and work authorization status. Contractors will be responsible to verify legal work status in accordance with US Code, Section 274a. 2., regarding 1-9 (Employment Eligibility Verification Form)... FC has differing Security Requirements, see paragraph 1.6.12 - 1.6.12.4.
1.6.2. Vehicle Passes: All vehicles will be used in accordance with AFI 31-204, Air Force Motor Vehicle Traffic Supervision. All vehicles attempting to gain access to SAFB must be available for inspection. Large commercial vehicles will present themselves at the SAFB West Entry Gate for inspection prior to gaining access to
SAFB.
1.6.3. Restricted Area Unescorted Entry: Since this contract requires frequent access to the SAFB restricted area. Unescorted entry to the SAFB restricted area is required for completion of the contract; the Contractor will request National Agency Check w/Inquiries (NACI) through the 50 SCS Security Office. The Government shall conduct and cover the cost of the actual NACI, which will be submitted through 50 SW/IP (Information Protection Office). Upon favorable adjudication of the records check results, interim unescorted entry may be granted pending completion of NACI.
Unescorted entry based on a favorable records check will be limited to Area 7.
Individuals may be granted interim unescorted entry based on a favorable local agency check and submission of the NACI.
1.6.4. Denying entry to SAFB: The installation commander reserves the right to deny entry to SAFB to any person whose NACI is unfavorable or upon disclosure of information that indicates the individual's continued entry to SAFB is not in the best interest of the USAF. Additionally, the violation of, or deviation from established security procedures by any Contractor employee may result in the confiscation of restricted/controlled area badges and denial of future entry to SAFB.
1.6.5. Verify/identity before entry: 50th SFS personnel will verify the identity and entry authorization of each Contractor employee and vehicle, and may conduct a search of any baggage, articles, or vehicles on SAFB.
1.6.6 Visitor badges: Contractor employees requiring entry, but not requiring unescorted entry, will be issued a visitor badge and will be under direct surveillance, at all times, of a Contractor employee possessing a restricted/controlled area badge with escort authority. Contractor employees entering SAFB will obtain their visitor badge from the 50th SFS, Building 200, North Entry Control Facility (NECF). The visitor badge will be returned to the NECF each time the employee departs the SAFB controlled area. While within the SAFB controlled area, Contractor personnel will display the visitor badge on their outer garment above the waist and shall remain at all times within view of the escort official
1.6.7. Reporting of lost badges: The Contractor shall immediately report the occurrence of lost badge(s) to the COR, who will in turn report to SFS. If the COR is not available, the loss shall be reported directly to 50th SFS within one duty day of loss.
Replacement badge will not be issued until reporting procedures are satisfactorily completed.
1.6.8. RA Camera Authorizations. Prior to an individual carrying and utilizing a camera inside the RA it must be approved. The Commander, responsible for the activity/area to be photograph must approve the photography on a signed memorandum. The memorandum must contain the event/location to be photographed, the dates of photography, the photographer’s information (name, office symbol, phone number, control number, etc.), and the information for the camera and storage device.
1.6.9. Once approved/signed by the CC, the letter will then be authenticated by SF and forwarded to 50 SW/PA. The photographer must maintain a copy of the memo on their person while photographing inside the RA. All pictures released outside of the government agency must be reviewed by PA prior to release.
1.7. SAFETY:
1.7.1. The Contractor shall maintain a safe and healthful working condition for all personnel and must ensure conformance with standards developed under United States Public Law 91-596, the Occupational Safety and Health Act (OSHA) of 1970, and State Occupational Safety and Health (OSH) standards, and American National Standard Institute (ANSI) and National Fire Protection Association (NFPA) standards. If a conflict occurs, the contractor shall apply the more stringent standards.
The contractor shall ensure that the 50th Space Wing/Safety Office (50 SW/SE) is notified of any mishaps within one (1) hour. Phone numbers for reporting mishaps to 50 SW/SE: (719) 567-7233. The contractor shall allow the 50 SW/SE to monitor all operations to ensure the safety of Government property and Air Force personnel. The contractor shall follow Air Force traffic regulations according to AFI 91-207 Para 3.4
— The US Air Force Traffic Safety Program.
1.7.2. Mishap Reporting: Report al l mishaps involving any person sustaining injury or illness resulting from contractor operations and all mishaps involving Government property or equipment damaged by the contractor to 50 SW/SE, the end-user and the CO no later than the end of the next duty day. If the mishap includes damage to Government property or equipment, the report and subsequent investigation is governed by 50 SW/SE.
1.7.3. Mishap Investigation: The Government has the authority to conduct investigations of mishaps in Government facilities managed by contractors or to participate in the contractor's investigation of contractor mishaps. The contractor shall participate in and cooperate with. Government mishap investigations as requested.
1.8. VEHICLES Any contractor vehicle, including privately-owned, used in the performance of this requirement shall have the company's name prominently displayed on both sides of the vehicle. Be maintained in good working order, meet all state licensing and insurance requirements, and be clean and painted to present a neat and professional appearance.
1.9. ENVIRONMENTAL AND HAZARDOUS MATERIALS (HAZMAT)
HANDLING at SAFB:
1.9.1. The contractor shall register with the Base Hazardous Materials Pharmacy (HAZMART) on the first duty day. The contractor shall comply with all applicable federal, state and local environmental laws, regulations, policies, and shall participate in the HAZMART program IAW AFI 32-7086 Para 2.5.3 - Hazardous Materials Management.
1.9.2. The contractor shall notify the Base HAZMART whenever it transports HAZMAT onto the installation. The contractor shall cooperate with the HAZMART so that the pharmacy can inspect the materials within one (1) day of transportation.
1.9.3. Hazard Communication (HAZCOM) Program. Conduct a HAZCOM program IAW 29 Code of Federal Regulation (CFR) 1910.120 - Hazardous Waste Operations and Emergency Response. The program must include but is not limited to: I) appropriate container labels; 2) training workplace specifics; 3) chemical inventory listing of non- routine tasks; and 4) Material Safety Data Sheets (MSDSs).
1.9.4. 21 AMDS/SGPB, Bioenvironmental Engineering (BE) Flight, Peterson Air Force Base (PAFB) may provide assistance to the contractor when the contractor is unable to obtain MSDSs from non-military procurement sources for the HAZMAT required by directives specified in the PWS.
1.9.5. Maintain copies of the MSDSs for HAZMAT IAW 29 CFR 1910.120.
1.9.6. The contractor shall review and comply with Hazardous Chemical Reporting (40 CFR Part 370), Toxic Chemical Release Reporting: Community Right to Know (40 CFR Part 372), which addresses the following: Chemicals with special characteristics which, in the opinion of the manufacturer, can cause harm to people, plants or animals when released by spilling leaking pouring emitting emptying discharging, injecting, escaping, leaching, dumping or disposing into the environment (including the abandonment or discarding of barrels, containers, and other receptacles.
1.10. POLLUTION PREVENTION: The contractor shall participate in the SAFB Pollution Prevention Management Plan IAW AFI 32-7080 - Pollution Prevention Program.
1.10.1. The contractor shall ensure their personnel follow the SAFB HAZMAT emergency Response Plan.
1.10.2. The contractor shall report inventory consumption reports monthly to the HAZMART for all HAZMAT consumed 1AVV AFI 32-7086 Para 2.5.5 - Hazardous Materials Management.
1.11. HAZMART PARTICIPATION: (Reference AFI 32-7086 - Hazardous Materials Management)
1.11.1. During the performance of this contract, when ;'Any Hazardous Material" brought onto SAFB, the contractor shall comply with the following as it applies to the HAZMAT in question and to the degree necessary to be in fact compliant.
1.11.2. The contractor shall provide trained personnel to perform environmentally related duties. The contractor shall report to the 50th Civil Engineering Squadron, Environmental Section (50 CES/CEIE) any act or omission that will violate environmental law. The contractor shall participate in the SAFB Pollution Prevention Program. The contractor shall comply with all applicable Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), state/local regulatory guidance on pesticide storage, disposal and applications, DoDl 4150.7.
DoD Pest Management Program, and AFI 32-1053 -- Integrated Pest Management Program.
1.11.3. The contractor shall implement measures to achieve reductions in HAZMAT/Hazardous Waste (HAZWASTE) generation, use of ozone depleting chemicals and solid waste volumes. The contractor shall turn in all HAZWASTE generated from its operations for disposal IAW federal, state and local environmental laws and regulations.
1.11.4. Hazardous Material Pharmacy (HAZMART) Enrollment: The Contracting Officer (CO) (after coordinating with the HAZMART and 50 CES/CEIE) will direct the contractor's method of reporting of HAZMAT on a material-by-material basis.
To this end the contractor shall provide the CO a comprehensive list of ALL HAZMAT to be brought onto SAFB within ten (10) business days of award of the PO. unless otherwise authorized by the CO.
1.11.4.1. Fourteen (14) days prior to transporting HAZMAT onto SAFB property, the contractor shall forward to the HAZMART a completed an AF Form 3952 - Chemical Hazardous Material Request Authorization Form and Material Safety Data Sheet (MSDS) for each HAZMAT the contractor anticipates using during the performance period of this requirement. The contractor must receive government approval, prior to transporting any HAZMAT onto SAFB property.
1.11.4.2. If the contractor wants to procure a new potentially HAZMAT not previously identified and/or approved, the contractor shall request this material by completing an AF Form 3952 (See AFI 32-7086 and AF1 32-7086 AFSPCSUP) and forwarding it and the MSDS to the HAZMART. After review of the contractor's material request, the Government will, within ten (10) working days of receipt, document on the AF Form 3952 the procurement classification. After the Government's initial procurement classification for a specific chemical, the contractor shall make all future procurements of the same material according to the initial procurement classification. The contractor is not required to submit an AF Form 3952 and MSDS for a chemical that has previously received a procurement classification from the Government.
1.11.4.3. Exceptions: There may be times when the HAZMART cannot obtain a material designated "Through the HAZMART" by the required delivery date. If this is the case. 50 CES/CEIE will authorize the contractor "in writing" to procure materials designated 'Through the HAZMART" from a commercial vendor. This authorization will only be valid for material purchases associated with this requirement that will expire when this requirement is complete whereby the contractor shall provide to the HAZMART the quantity of the material and its MSDS within one (1) business day of transporting it onto SAFB property.
1.11.4.4. Consumption Reporting: The contractor will call the HAZMART at (719)567-7490 or (719)567-3476 as needed to report empty containers.
1.11.5. Solid Waste: The contractor is responsible for handling and disposing of all solid waste generated at the worksite. The contractor shall make all arrangements for disposal of any wastes including wastes requiring special handling such as asbestos, rubble, etc. The contractor is responsible for all required laboratory testing/sampling and any documentation submittals required by the landfill owner. Colorado State Department of Public Health and Environment written approval is required for any non-inert materials such as asphalt containing materials, asphalt roofing materials, steel containing materials, etc., that are to be disposed of in a Class I I I landfill site.
1.11.5.1. The contractor shall dispose of al l non-recoverable construction/demolition and related solid wastes, garbage, and refuse at an off-site solid waste disposal facility possessing the appropriate City or County Certificate of Designation unless otherwise specified.
1.11.5.2. No waste or materials shall be left on the installation after completion of this requirement.
1.11.5.3. All non-hazardous wastes shall be properly disposed of through a licensed landfill site unless specific provision at the installation allows for disposal on the installation property. Demolition rubble shall not be buried anywhere on base or at the worksite without permission from the CO. Any cleanups and the costs of these cleanups of improper waste disposals or removals of improperly placed hazardous or landfill restricted waste materials shall be the responsibility of the contractor.
1.11.5.4. The contractor shall participate in the base recycling program or develop a contractor recycling program. In any event, coordination must be accomplished with the installation environmental office (50 CES/CEIE). The Base Recycling Coordinator, (719)567-4242, will provide assistance on current recycling procedures.
1.11.5.5.The contractor shall strive to meet a 40% diversion of solid waste from landfills.
1.11.5.6. New paint shall not contain lead or chromium and shall be water based.
1.11.5.7. No paints or epoxies may contain isocyanates (an ingredient of polyurethane).
1.11.6. HAZMAT/HAZWASTE: All hazardous or toxic material used, removed or handled and wastes generated by the contractor shall be managed IAW Federal, State, Local Laws and Air Force regulations.
1.11.7. HAZMAT: Pre-construction/installation HAZMAT reporting requirements.
All HAZMAT to be brought on-site by the contractor shall be subject to pre-approval by 50 CES/CEIE. The approval process application requirements are at the discretion of the installation environmental office utilizing the AF Form 3952 — Chemical
Hazardous Material Request Authorization Form process.
1.11.7.1. The installation reserves the right to prohibit the use of HAZMAT it deems to be especially hazardous to human health and/or the environment.
1.11.7.2. The installation also reserves the right to prohibit the use of HAZMAT due to the type and/or quantity of HAZWASTE potentially generated from the materials.
In the event a HAZMAT is not approved for use on installation, the installation may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. All installations promote waste minimization and pollution prevention practices and the contractor shall take appropriate actions to comply with this policy.
1.11.7.3. A minimum often (10) business days prior to commencement of performance on-site, the contractor shall submit to the CO a listing of HAZMAT that shall be brought on-site during the performance of this requirement. The listing shall include estimated usage and estimated quantities for each HAZMAT.
1.11.7.4. The contractor shall identify any "extremely hazardous substances" to be used during the execution of this requirement and indicate if the amount of the chemical exceeds the threshold planning quantity. The contractor shall also supply a Material Safety Data Sheet (MSDS) for each HAZMAT and the contractor shall give a brief description of how the HAZMAT shall be used and disposed.
1.11.7.5. The contractor shall, at all times, maintain an up-to-date HAZMAT inventory with copies of MSDSs for all materials used on the worksite.
1.11.7.6. Hazardous Waste (HAZWASTE):
1.11.7.6.1. The contractor shall coordinate all HAZWASTE disposals with the installation environmental office.
1.11.7.6.2. If there is any question about whether a substance is classified as hazardous, the Contractor shall contact 50 CES/CEIE.
1.11.7.6.3. It shall be the responsibility of the contractor to pay for the disposal of HAZWASTE unless otherwise specified.
1.11.7.6.4. The contractor shall handle, accumulate, and manage HAZWASTE IAW all regulatory requirements. Questions regarding the proper storage, handling and disposal may be directed to 50 CES/CEIE through the CO.
1.11.7.6.5. HAZWASTE manifested for disposal must be reviewed and authorized through 50 CES/CEIE.
1.11.8. The contractor shall, when applicable, have a HAZCOM program required by CFR 29 Occupational Safety and Health Administration (OSHA) regulation.
1.11.9. Questions pertaining to these requirements can be addressed to 50 CES/CEIE at (719)567-4242.
1.12. DAMAGES TO GOVERNMENT BUILDINGS OR EQUIPMENT:
1.12.1. The contractor shall use reasonable care to avoid damaging buildings/equipment.
1.12.2. The contractor shall be liable for any damages to buildings/equipment.
1.12.3. The contractor shall replace, repair or pay for any damages as determined by the CO.
