HSQ

ENERGY MANAGEMENT CONTROL SYSTEM

(EMCS)

Draft

Schriever AFB

1. Description of Services: The contractor shall perform services on the HSQ Energy Management Control System (EMCS) consisting of: Firmware Updates, Software Updates, Graphics Updates, Automation Controls Analysis & Optimization, Emergency On-line Response and Emergency On-site Response.

1.1. Buildings within the system: The buildings currently covered by the HSQ EMCS include are: 20, 30, 60, 101, 120, 200, 210, 300, 301, 400, 401, 420, 500, 502, 600, 610, 612, 700, 702, 717 and the main electric substation.

1.1.1. Contractor Program Manager (PM) - Alternate Program Manager (APM): The contractor shall designate prime and alternate Program Managers and shall provide in writing the names, telephone numbers, FAX Numbers and email addresses of the same to 50 CES/CEOES and the CO, no later than (NLT) 10 calendar days after contract award and within 2 calendar days after any changes or replacements.

1.1.2. Firmware Updates: The contractor shall provide firmware and documentation updates to all existing field panels upon development.

1.1.3. Software Updates: The contractor shall provide software and documentation updates to existing software upon development.

1.1.3.1. Updates will include on-site training to familiarize facility staff with the new features and their associated benefits.

1.1.4. Graphics Updates: The contractor shall perform graphic updates to the HSQ EMCS quarterly.

1.1.4.1. The contractor shall verify existing graphics, identify changes, update and make corrections. 50 CES shall supply the contractor with current drawings indicating graphic changes.

1.1.5 Customer Support/Operator Training: The contractor shall provide training and coaching to 50 CES technician for a total of 80160 hours per year. These hours will occur as regularly scheduled on-site visits and can be utilized for training, coaching or any other need as determined by Schriever Air Force Base. These visits should occur every three to four months. These hours will occur as maintenance support for-site visits and any other need as determined by SAFB. This support averages 160 hours per year. At the end of each service visit, contractor will identify detailed service ticket describing the tasks performed on Appendix A, Item Number 0001.

1.1.6. Automation Controls Analysis & Optimization: The contractor shall analyze and optimize controls in accordance with a program of standard routines of the system so as to reduce energy consumption and reduce the risk of disruptive breakdowns.

1.1.7. Emergency On-line Response (Computer Support): Contractor shall respond on-line support within 3 hours of receiving notification for emergency service 24 hours per days 365 days a year. Contractor shall provide a technician for emergency response for critical emergencies within 6 hours of notification. Contractor will be contacted by 50 CES COR. The COR shall decide what is categorized as an emergency.

1.1.7.1. The contractor shall furnish and install the necessary online service technology to enable remote access into the HVAC Control System, through a dedicated telephone line that will be provided by the facility.

1.1.7.2. The contractor shall identify call time, response time and services performed during the service call on Appendix A, Item Number 0002 and provide the same to 50 CES/CEOES upon request.

1.2. Quality Assurance (QA) and Acceptance of Services:

1.2.1. QA: The services contracted for are commercial, thus, reliance of QA shall be based on contractors' existing quality assurance systems as a substitute for Government inspection, reference FAR 12.208 -- Contract Quality Assurance.

1.3Base Closure and Security Delays at SAFB: Approximately 15 times per year, for four (4) hours in duration, small portions of the installation will be closed to non-essential personnel due to disaster, emergency and contingency responses or exercises. The base may also be closed by the Wing Commander due to inclement weather. This does not relieve the contractor from responsibilities of performing work in a timely manner.

1.4. Identification of Contractor Employees: There must be a clear distinction between Government employees and contractor employees, to this end all contractor employees shall:

(1) Identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel,

(2) Display distinguishing badges or other visible identification for meetings with Government personnel and

(3) Appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

1.5. Labor Hour Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk.

1.6. Security Requirements:

1.6.1. Compliance: The contractor shall comply with all SAFB security requirements. SAFB is a controlled/restricted area and special security procedures are utilized to deter espionage, sabotage, and theft of Air Force resources. The contractor shall be responsible for security of his work areas in cooperation with applicable base agencies. All contractor personnel must have legal United States residency and work authorization status. Contractors will be responsible to verify legal work status in accordance with US Code, Section 274a. 2., regarding I-9 (Employment Eligibility Verification Form). FC has differing Security Requirements, see paragraph 1.6.12 – 1.6.12.4.

1.6.2. Vehicle Entry: All vehicles will be used in accordance with AFI 31-218, Air Force Motor Vehicle Traffic Supervision. All vehicles attempting to gain access to SAFB must be available for inspection. Large commercial vehicles will present themselves at the SAFB West Entry Gate for inspection prior to gaining access to SAFB.

1.6.3. Restricted Area Unescorted Entry: Since this contract requires frequent access to the SAFB restricted area. Unescorted entry to the SAFB restricted area is required for completion of the contract; the Contractor will request National Agency Check w/Inquiries (NACI) through the 50 SCS Security Office. The Government shall conduct and cover the cost of the actual NACI, which will be submitted through 50 SW/IP (Information Protection Office). Upon favorable adjudication of the records check results, interim unescorted entry may be granted pending completion of NACI. Unescorted entry based on a favorable records check will be limited to Area 7. Individuals may be granted interim unescorted entry based on a favorable local agency check and submission of the NACI.

1.6.4. Denying entry to SAFB: The installation commander reserves the right to deny entry to SAFB to any person whose NACI is unfavorable or upon disclosure of information that indicates the individual’s continued entry to SAFB is not in the best interest of the USAF. Additionally, the violation of, or deviation from established security procedures by any Contractor employee may result in the confiscation of restricted/controlled area badges and denial of future entry to SAFB.

1.6.5. Verify/identity before entry: 50th SFS personnel will verify the identity and entry authorization of each Contractor employee and vehicle, and may conduct a search of any baggage, articles, or vehicles on SAFB.

1.6.6. Visitor badges: Contractor employees requiring entry, but not requiring unescorted entry, will be issued a visitor badge and will be under direct surveillance, at all times, of a Contractor employee possessing a restricted/controlled area badge with escort authority. Contractor employees entering SAFB will obtain their visitor badge from the 50th SFS, Building 15. The visitor badge will be returned to the visitor center or drop box located outside the restricted area portals each time the employee departs the SAFB controlled area. While within the SAFB controlled area, Contractor personnel will display the visitor badge on their outer garment above the waist and shall remain at all times within view of the escort official.

1.6.7. Reporting of Lost Badges: The Contractor shall immediately report the occurrence of lost badge(s) to the COR, who will in turn report to SFS. If the COR is not available, the loss shall be reported directly to 50th SFS within one duty day of loss. Replacement badge will not be issued until reporting procedures are satisfactorily completed.

1.6.8. Photography: Procedures for taking photographs within the restricted area are established to ensure that only authorized personnel take photos and only for authorized purposes. Prior to an individual carrying and utilizing a camera inside the RA it must be approved. The Commander, responsible for the activity/area to be photograph must approve the photography on a signed memorandum. The memorandum must contain the event/location to be photographed, the dates of photography, the photographers information (name, office symbol, phone number, control number, etc.), and the information for the camera and storage device.

1.6.9Once approved/signed by the CC, the letter will then be authenticated by SF and forwarded to 50 SW/PA. The photographer must maintain a copy of the memo on their person while photographing inside the RA. All pictures released outside of the government agency must be reviewed by PA prior to release.

1.7. Safety:

1.7.1. The contractor shall maintain a safe and healthful working condition for all personnel and must ensure conformance with standards developed under United States Public Law 91-596, the Occupational Safety and Health Act (OSHA) of 1970, and State Occupational Safety and Health (OSH) standards, and American National Standards Institute (ANSI) and National Fire Protection Association (NFPA) standards. If a conflict occurs, the contractor shall apply the more stringent standards. The contractor shall ensure that the 50th Space Wing/Safety Office (50 SW/SE) is notified of any mishaps no later than the end of the next duty day. Phone numbers for reporting mishaps to 50 SW/SE: (719) 567-7233. The contractor shall allow the 50 SW/SE to monitor all operations to ensure the safety of Government property and Air Force personnel. The contractor shall follow Air Force traffic regulations according to AFI 91-207 Para 3.4 -- The US Air Force Traffic Safety Program.

1.7.2. Mishap Reporting: Report all mishaps involving any person sustaining injury or illness resulting from contractor operations and all mishaps involving Government property or equipment damaged by the contractor to 50 SW/SE, the end-user and the CO no later than the end of the next duty day. If the mishap includes damage to Government property or equipment, the report and subsequent investigation is governed by 50 SW/SE.

1.7.3. Mishap Investigation: The Government has the authority to conduct investigations of mishaps in Government facilities managed by contractors or to participate in the contractor’s investigation of contractor mishaps. The contractor shall participate in and cooperate with, Government mishap investigations as requested.

1.8. Environmental Requirements: In addition to all applicable Federal, State and local environmental codes and regulations, the following specific guidance is provided:

1.8.1. HAZMAT: The Contractor shall Ensure all HAZMAT proposed to be brought on the installation are pre- approved utilizing the SAFB HAZMART processes. The contractor will be required to enter data for material use requests into the Enterprise Environmental Safety Occupational Health- Management Information System (EESOH-MIS) for approval. EESOH-MIS is accessed through the AF Portal. The installation reserves the right to prohibit the use of HAZMAT it deems to be especially hazardous to human health or the environment. SAFB also reserves the right to prohibit the use of HAZMAT due to the type and/or quantity of hazardous wastes potentially generated from the materials. In the event a HAZMAT is not approved for use on SAFB, the installation may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. All installations promote waste minimization and pollution prevention practices and the contractor shall take appropriate actions to comply with this policy. At all times, maintain an up-to-date HAZMAT inventory with copies of Material Safety Data Sheets (MSDS) for all materials used on the installation.

1.8.2. Spill Control Material: The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.

1.9. Herbicide Inspection: The contractor is subject to inspection by DoD certified applicators/inspectors as well as State Department of Agriculture Herbicide Division or equivalent agency.

1.9.2. HAZMAT Management: The contractor shall remove all HAZMAT by the end of each workday. The contractor shall not conduct process treatments (e.g. paint thinner solvent recycling) on base.

1.10. Final Report: The contractor shall submit a final inventory not later than ten (10) working days following termination/completion of the contract of all HAZMAT used since the last hazardous chemical usage report to the COR. The final inventory will list all HAZMAT used, total amount of each used, and a description of the disposition of any remaining HAZMAT on Appendix A, Item Number 0003.

1.10.1. Environmental Support: The contractor shall comply with the 50th Space Wing Hazardous and Universal Waste Plan and the Spill Prevention Plan. The contractor shall implement and maintain a comprehensive program for environmental compliance and natural resources quality management. The contractor shall comply with all current applicable Federal, State, local, DoD and AF environmental and natural resource laws, regulations, directives, and policies. Identification of any applicable legislation does not guarantee that any other regulations, requirements or policies exist. The contractor shall not rely on the Government’s quality assurance or inspection program to ensure contractor compliance with the environmental protection or OSHA standards applicable to this contract. The contractor is responsible for resolving regulatory citations, notices of violation and noncompliance, requests for delays, variances, tolerances, or exemptions from Federal, State and local standards.

1.10.2. Environmental Liabilities: The contractor shall exercise due care concerning human health and the environment and may be held responsible for all liabilities resulting from acts or omissions that are found by a regulatory agency to be in violation of applicable environmental laws and contract directive publications during performance of this contract. Costs, claims, or reimbursements associated with said violations during the performance of this contract may be borne by the contractor.

1.10.3. Environmentally Related Duties: The contractor shall provide trained personnel to perform environmentally related duties and report to 50 CES/CEIE through the COR any act that will violate environmental law.

1.10.4. Waste Management: IAW AFI 32-7086, the contractor shall implement measures to achieve reductions in HAZMAT waste generation, use of ozone depleting chemicals, and solid waste volumes. The contractor shall turn-in all HAZMAT or waste generated from HAZMART approved hazardous items that are used in operations on SAFB property to 50 CES/ CEIE through the COR for disposal IAW Federal, State, and local environmental laws and regulations. Any HAZMAT or waste generated from hazardous items not approved by HAZMART are to be disposed of by the contractor. If the contractor wants to procure new HAZMAT not listed, they must request approval of this material by completing AF Form 3952.

1.10.4.1. HAZMART Enrollment: The contractor shall enroll in the HAZMART during phase- in period. The Government will assign an enrollment classification to be used by the contractor for purchasing, reporting or inventory of HAZMAT.

11.10.4.2. Environmental Management System (EMS): The contractor shall follow its own company’s EMS procedures and implementation to comply with ISO 14001 EMS standards. The contractor shall normally be exempt from audits of its EMS by the 50 SW or HQ AFSPC during ESOHCAMP assessments or EMS audits. However, this is not a blanket exemption from ESOHCAMP assessments and other ESOH protocols may be applicable and included in audits by 50 SW or HQ AFSPC.
