Solicitation FA2550-15-R-8005 Questions and Answers #2 from DRAFT solicitation posting 12-14-15
1. Will you be able to review an Organizational Conflict of Interest Mitigation Plan prior to solicitation in order to determine if our company would be eligible for award?
Answer: The mitigation plan will need to be submitted with the proposal. The Contracting Office cannot make a pre-determination regarding acceptability of the plan.
2. Would the contracting officer consider using a classified system for the review of proposals containing classified information or rewording language to remove the term “cyber?”
Answer: Proposals shall not contain any classified information. Offerors should be able to provide past performance information without revealing classified information.
3. Reference Section M, Paragraph 4.4 and sub-paragraphs. As written, the relevancy criteria require an offeror to demonstrate capability against all three Focus Areas for each citation. Will the government consider allowing the offeror to demonstrate experience in all Focus Areas across the three citations?
Answer: The solicitation was updated to show that each citation does not have to contain all three focus areas to be relevant. Please see the updated Section M for how relevancy will be evaluated.
4. Does our company have to be the Prime contractor on a reference in order to submit it for past performance?
Answer: No, you do not have to be the Prime in order to submit past performance information. All past performance citations shall detail the role of the Offeror (prime, sub-contractor, joint venture, etc.), the tasks performed and the percentage of the contract performed by the Offeror.
5. In Section L and in the CLINS it states there will be both FFP and CPFF tasks. However, the spreadsheets are FFP labor rates, but we don’t see an FFP task order that we have to price out. Will the Government provide the labor hours and qualifications that must be bid FFP and clarify what elements of the PWS are FFP and what elements are CPFF?
**Updated Answer: The FFP labor rates will be incorporated into the resulting contract and used for FFP task orders. The FFP task order request for proposal will be issued with the final solicitation (Attachment L-3).
A notional CPFF task order request for proposal (L-4) will be provided for evaluation purposes. See the final solicitation for instructions on submitting the cost information. The fixed fee shall be proposed in Schedule B of the solicitation and will be applicable for the life of the contract. CPFF task orders may be issued for tests that are funded from other organizations that are not clearly definable or suitable for FFP.
