Single Source Justification (Simplified Acquisition)

SAF/AQCP Template | 1 May 2014 Page 1 of 1

Section A: General Contract Information

Contracting Activity: 50th Contracting Squadron Purchase Request/ Identification Number:

F3R7C05212A001

Project/Program Name: Mod 18 Fiber Cabling Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This action is to support installation of a fiber distribution system in support of the stand-up of a new space mission operations center. Urgent need for cabling and supporting materials was required to meet a non-flexible installation date for a critical mission operations system scheduled to start NLT 31 Aug 15. Materials used in support of project work were used by Government personnel. Those materials identified in the planning process needed to be delivered in less than 7 days to meet objectives in the project's critical path. Not acquiring the supplies on time would have hindered meeting new space mission operations center stand-up. That capability is required NLT 1 Oct 2015. Supplies acquired are to construct a fiber optic cable distribution system for classified networks in support of a higher headquarters downward directed requirement to stand-up a new space operations center and mission capability.

Section C: Justification for Soliciting from a Single Source

HQ AFSPC Commander directed the stand-up of the new Joint Inter agency Combined Space Operations Center.

Following normal acquisition time lines would not have allowed the 50 SW to meet the aggressive time lines required. Throughout market research phase many vendors both local and distant were identified as having the ability to fulfill the requirement. Over 10 vendors were identified and only 2 were capable of all of the necessary work. Of the two only one was discovered that could provide the necessary equipment within the required time limit.

Section D: Efforts to Obtain Competition

Market research was conducted using SAM, GSA, Internet searches, email, and phone calls. Throughout this search numerous sources were found and contacted. Six vendors were contacted and capable of providing the required materials, but were not able to meet the time lines that were required. Of those sources that were contacted, only one vendor was able to meet the required time line.

Section E: Steps to Preclude Future Single Source Awards

There is not an expectation of similar requirements that will be purchased under this particular circumstance.

However, any future single source awards will be prevented through aggressive market research to determine multiple sources in order to promote competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
