Section B: Description of the Supplies/Services Required

The service being purchasccl must meet the requirement to re-align the Simulsat SC/Ku model antenna canted vertically and horizontally in order to align with the geobelt. The Simulsat antenna is used to monitor a bandwidth transponder. The Simulsat antenna is currently looking at 28 different satellites using 96 individual feeds. All 96 feeds will need to be re-peaked and polarized for the new satellites. The antenna is designed for a wind load of 90 mph (operational) and 125 mph (survivability) requ iring a proposal to meet this requirement. A new feed assignment listing as well as a full evaluation of the feed-box, LNBs, and cabling are required upon completion of the service.

Section C: Justification for Soliciting from a Single Source

ATCi is the sole vendor capable of performing 100% of this service. Currently, ATCI has proprietary drawings that include existing cond itions and vertical/horizontal kanting that aligns the antenna with the geobelt. The proprietary drawings a lso include existing substructu re of the load bearing requirements for the site, as well as additiona l concrete pads that will need to be installed.

Section D: Efforts to Obtain Competition

The Contracting Specialist did extensive market research in an effort to obtain competition. The contract specialist conducted searches on GSA advantage, FPDS, FBO, the Internet, Small Business Dynamic Search, Consulted with Subject Matter Experts (SME) in Government and the private sector. Although this service is not state-of-the-art, the specialization of this service exceeds the capability of vendors present in the market pla:::e. Access to proprietary d rawings is the main factor in hibiting the government's effort to seek competition.

Section E: Steps to Preclude Future Single Source Awards

The government will continue to seek com petition for this type of acquisition. This will be done by staying abreast of current market trends, emerging technologies, and changes in the marketplace.

Section F: Contracting Officer's Determination

Ihave determi ned, in accordance with FAR 13.106-1(b)(l ), that the circu mstances of this contract action deem only a single source is reasonably available.
