II.
Nature and Description of Action
This action is to continue necessary services that were previously contracted on the Technical Services and Space Operations Support (TSSOS) contract. This requirement is for Security Management and Facility Management services necessary to keep the Sensitive Compartmented Information Facilities (SCIFs) accreditation for the ASOpS Facility. The Period of Performance (PoP) for this effort will be 30 Sep 2011 to 31 Jul 2012 . The estimated cost for this 10.5 month effort is approximately $300K for the time period identified.
III.
The Air Force Real Property Agency (AFRPA) lease of the ASOpS facility covers use of the facility and its infrastructure (electrical power, plumbing, heating/cooling and telephones). AFRPA does not provide nor manage an organization’s security and accreditation needs; AFRPA only provides and manages the lease. With that constraint and the need to have continuity of SCIF accreditations until the new facility is completed in July 2012 it is necessary to keep the current contractor for Security and Facility Management to provide support under their Commercial and Government Entity (CAGE) code.
Description of Services
a. The current contract provides a leased facility that supports ASOpS and
National Security Space Institute (NSSI) class development and instruction. In order to keep the SCIF accreditation intact so ASOpS and NSSI can perform their teaching missions; the current contractor’s Commercial and Government Entity (CAGE) code, needs to be on a contract to provide Security and Facility Management at the leased facility.
b. The ASOpS is the Air Force Space Command’s (AFSPC) premier education facility for operational training. This facility directly supports 30+ classes annually.
Specifically the ASOpS educates and trains: (1) space operators who control space systems; (2) providers of space information who process, evaluate, produce, and disseminate information and data from space systems; (3) space system users who rely on space systems, assets, and forces to conduct operations; (4) the acquisition community;
(5) Personnel identified to deploy as a space operator to in-theater Air Operations Centers and (6) Credentialed Space Professionals to include, but not limited to: officers/enlisted and civil service employees assigned to service and Joint-level staffs that manage, plan, and execute current and future space programs.
c. Functional impact: In terms of mission support, if the needed Security and Facility Management are not provided, the SIDC and AFSPC will not have suitable security accredited classroom space available to support on-going classes. If a company with a CAGE code other than the incumbent’s provides the ASOpS facility Security and Facility Management, then the SCIF accreditations would need to be re-accomplished;
and the SCIF could not be used during the 2 months or more it would take to process replacement accreditations for the SCIFs. The Government has already invested $1.3M to lease the current ASOpS / NSSI facility through the Air Force Real Property Agency (AFRPA) from 1 Aug 2011 through 31 Jul 2012. Without these SCIF accredited classrooms, students will have to remain/return at/to their home units without the appropriate mission training. The Government estimates $1M to move, reconstitute, and re-accredit suitable SCIF classroom space. The Government also anticipates a minimum of three months down-time to accomplish the move and SCIF re-accreditation.

Identification of Statutory Authority:
Per 10 U.S.C. §2304(d)(1)(B)(ii) as implemented by FAR §13.501 only one responsible source and no other supplies or services will satisfy agency requirements.
V.
Pursuant to FAR §13.501:
Application of Authority:
Services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in—Unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C. 2304(d)(1)(B)(ii).)
Pursuing a competitive contract would result in unacceptable delays. There is only one responsible source that can meet this requirement in the time allowed. Pursuing a competitive contract for this continuation of services would be detrimental to the ASOpS mission to maintain provide educational support and facilities.
V.
Applicability of Authority
Wyle IS, currently holds a lease agreement through the Air Force Real Property Agency (AFRPA) and is in an optimal position to do Security and Facility Management without any disruption to the ASOpS mission. Therefore, this action is needed for seamless support of critical infrastructure for the ASOpS. Directly contracting with another contractor(s) and/or subcontractors would be both costly and limiting due to the timeframes associated with establishing re-accreditation of the SCIFs.

Determination of Fair and Reasonable Cost:
The Contracting Officer will ensure the contract price is fair and reasonable through comparison of like labor categories and their subject rates and through review of historical data. Additionally, the Program Management Office (PMO) will provide a technical evaluation validating the proposed skill mix and quantities.
VIII. Initial Market Research
: The market research in regards to the SCIF accreditation and related timeframes was conducted through discussions with the SIDC Security Office.
Additional market research was conducted to ascertain the commerciality of the subject requirement. FAR 2.101 defines “Commercial Item,” as Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions. Research pertaining to the FAR commerciality definition, in relation to this requirement, was performed utilizing www.google.com and www.gsaadvantage.com via keywords – SCIF Security + Facility Manager. The search string yielded a substantial number of commercial entities seeking and offering these services. The GSA Advantage search also supplied a number offerors providing the services through their established catalog prices, to include the GSA pricing of the incumbent.
Based upon the aforementioned research, the Government intends to award this effort through Simplified Acquisition Procedures, IAW FAR 13.5 “Test Program for Certain Commercial Items.”
IX. Other Supporting Facts
The SIDC, through AFSPC/A7A, processed and finalized an appropriate Government lease vehicle to sub-lease this facility and was in place on 1 Aug 2011.
