About this file
This document is a Statement of Need from the US Space Force for a rectifier/inverter system replacement at the Buckley DISA node facility. The requirement is for a complete replacement of the existing power system in building 730, room 132, necessitated by a water main break on 26 June 2025 that caused damage to two 200-amp rectification modules and showed signs of corrosion. The procurement calls for a single replacement system with specifications including a 2,800-amp rectifier (200 amps x 14 units), 3 battery strings with 48 jars per string, battery disconnects, and power distribution capabilities that feed A through F sectors of the DC breaker panel from commercial, battery, and generator power sources. The vendor must provide a shipping timeline and coordinate installation and any potential power loss with site personnel in advance, ensuring compatibility with existing DC breaker panels and A/C circuits within the node facility.

STATEMENT OF NEED
US Space Force
Rectifier/inverter system for Buckley DISA node facility
Current as of 16 September 2025
1. SCOPE:
The government requires the full replacement of the rectifier/inverter system located in building 730, room 132. Power rectification is the process of converting an alternating current (AC) waveform into a direct current (DC) waveform, which is essential for powering electronic devices that require a stable, single-polarity power supply. This system hosts power feeds from commercial power, generator power and uninterruptable power supplies (batteries) to ensure steady reliable power for approximately 40 Defense Information Systems Agency (DISA) nodes.
On 26 Jun 2025 we experienced a major water main break in the mechanical room adjacent to the DISA node facility located in building 730, room 132. This resulted in water flooding into the room housing our battery backup and rectifier system. Due to the flooding CES power professionals shut down the system to prevent further damage. We sustained damage to two 200-amp rectification modules, and the chassis shows signs of corrosion.
2. REQUIREMENT:
Product
Quantity
Complete replacement of current Rectifier/inverter/power distribution system, battery strings, battery disconnects and A/C power circuits.
SPECIFICATIONS: The replacement rectifier must meet or exceed the current amp load of the existing system of 2,800 amps (200amps x 14 units). The contractor shall install batteries equivalence or better than the existing batteries (C&D Technologies MS Endur II). The quantity of existing batteries are 3 strings with 48 jars per string. Each string shall include battery disconnects equivalent or better than the existing units (Peco II, -48v 1800 amp) The system must feed new power distribution to the D/C breaker panel to include load A,B,C,D from commercial power, battery power and generator power sources. The power distribution must meet or exceed the existing unit (Lorain Power System Model 1231v1) Power must feed into the A,B,C,D,E and F sectors of the DC breaker panel. The inverter system must accommodate the existing DC breaker panels and A/C circuits within the node facility.
3. DELIVERY:
The vendor shall provide a timeline of when all the equipment will ship to the site, they will be required to schedule the installation of the equipment in advance. Any loss of power must be coordinated with site personnel in advance.
